It serves as an interim measure while the developer applies for the more stringent <a href=\"https:\/\/www.99.co\/singapore\/glossary\/certificate-of-statutory-completion-csc\/\">Certificate of Statutory Completion (CSC)<\/a>, which requires meeting specific requirements set by Singapore&#8217;s Building and Construction Authority (BCA).<\/p>\n\n\n\n<p>In some conditions, a development may be completed but does not meet the requirements for a CSC. This could be caused by minor works which still in progress or awaiting final approval. In such instances, the developer can apply for a TOP, allowing homeowners to move into the development once the TOP is obtained.&nbsp;<\/p>\n\n\n\n<p>The TOP temporarily permits occupancy until the developer fulfills all the requirements for acquiring the CSC.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What\u2019s the Key Difference Between TOP and CSC?<\/strong><\/h2>\n\n\n\n<p>Although TOP and CSC are similar, they are different.
