What is the Design, Build and Sell Scheme (DBSS)?<\/strong><\/h2>\n\n\n\n

The Design, Build and Sell Scheme (DBSS) was introduced in 2005 as a government initiative to involve private developers in constructing premium public housing in Singapore. This scheme allowed private developers to design the entire development, including the layout and size of the flats, while adhering to guidelines set by the Housing and Development Board (HDB).<\/p>\n\n\n\n

The primary objective of the DBSS was to provide Singaporeans with a broader range of high-quality flats that were slightly more expensive than regular HDB flats but more affordable than executive condominiums or private condos. Unlike typical HDB flats with standardised layouts, DBSS flats offer unique features and resemble private condominium units. Residents enjoy condo-like designs, including balconies, study areas, and floor-to-ceiling windows that enhance natural light.<\/p>\n\n\n\n

Once the construction was completed, the responsibility for maintaining common areas and ensuring compliance with renovation guidelines and lease conditions was transferred to the HDB, similar to other HDB flats. However, the developers had the authority to set the launch prices for the flats, which, coupled with complaints about poor workmanship and finishing, led to the discontinuation of the scheme in 2012 after just eight years.<\/p>\n\n\n\n

Despite its relatively short lifespan, DBSS flats gained popularity in the resale market due to their unique features, desirable locations, and limited availability.<\/p>\n\n\n\n
