This includes addressing common issues like broken pipes and cracked walls.&nbsp;<\/p>\n\n\n\n<p>HDB HIP makes the process of fixing these problems easier for residents by carrying out the renovations in a systematic way. This means residents will experience less inconvenience during the upgrading process.<\/p>\n\n\n\n<p>In addition to improving the safety and livability of your HDB flat, HIP can also improve its value over time.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-types-of-work-are-included-in-the-home-improvement-programme-hip\"><strong>What types of work are included in the Home Improvement Programme (HIP)?<\/strong><\/h2>\n\n\n\n<p>The following are three types of upgrades under the HIP, including;&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The Essential Improvements<\/li>\n<\/ol>\n\n\n\n<p>This category covers compulsory upgrades and repairs implemented to ensure public health, safety, and technical purposes.\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Fixing structural cracks and spalling concrete<\/li>\n\n\n\n<li>Substituting waste or soil discharge stacks (The pipes will be replaced if they are made of cast iron, a mix of cast iron and UPVC, or if they are UPVC and there are leaks and cracks)<\/li>\n\n\n\n<li>Replacing pipe sockets with new clothes drying racks<\/li>\n\n\n\n<li>Upgrading electrical load (this improvement will be done if required, after the completion of HIP works)<\/li>\n<\/ul>\n\n\n\n<p>These upgrades are available to all HDB flat owners.&nbsp;<\/p>\n\n\n\n<p>If you are a Singapore Citizen, the government will pay for all of the upgrades under this category. However, if you are a Singapore Permanent Resident (SPR), you will need to pay for the full cost of these upgrades.<\/p>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>Optional Improvements<\/li>\n<\/ol>\n\n\n\n<p>You can choose to have additional improvements done to your flat under the Optional Improvements category. As such, you will only need to pay for your share of the cost of the improvements you choose.&nbsp;<\/p>\n\n\n\n<p>These additional improvements include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Upgrading your existing toilet or bathroom<\/li>\n\n\n\n<li>Installing a new entrance door or grille gate<\/li>\n\n\n\n<li>Getting a new refuse chute hopper, if necessary<\/li>\n<\/ul>\n\n\n\n<p>If you choose to opt out of upgrading your toilet or bathroom, it must first pass a water test for leaks to prevent ceiling leaks in the flat below.&nbsp;<\/p>\n\n\n\n<p>You can also choose between a fire-rated or non-fire-rated main door, depending on whether your flat requires one based on SCDF\u2019s Fire Code. If your flat does not require a fire-rated door, you can opt for the non-fire-rated door provided under HIP.<\/p>\n\n\n\n<p>HDB has recently updated its HIP package to include more contemporary and better-quality items such as an external retractable clothes drying rack. These new items apply to HIP projects polled after March 2020.<\/p>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li>Enhancement for Active Seniors (EASE) Improvements&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>EASE was introduced as an optional improvement to make HDB flats safer and more comfortable for senior citizens.&nbsp;<\/p>\n\n\n\n<p>You can choose from the following options based on your needs:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Slip-resistant treatment for floor tiles in two toilets\/bathrooms&nbsp;<\/li>\n\n\n\n<li>Grab bars in two toilets\/bathrooms (available in white or reddish brown)&nbsp;<\/li>\n\n\n\n<li>Ramps to address level differences within the flat and at the main entrance (where technically feasible and compliant with authorities&#8217; requirements)<\/li>\n<\/ul>\n\n\n\n<p>If your flat has a single-step entrance, up to four single-step ramps will be offered within the flat, and a single-step ramp will be provided as a default option at the main entrance.&nbsp;<\/p>\n\n\n\n<p>If your flat has a multi-step entrance, you can choose from a portable ramp, a customised ramp for 2 to 3 steps, customised ramp for more than 3 steps, or a wheelchair lifter.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-is-my-property-eligible-for-the-home-improvement-program-hip\"><strong>Is my property eligible for the Home Improvement Program (HIP) in Singapore?<\/strong><\/h2>\n\n\n\n<p>HIP is available for HDB flats constructed between 1987 and 1997. HDB gradually selects which flat precincts are eligible for the HIP and residents are then required to vote in favour of the HIP.&nbsp;<\/p>\n\n\n\n<p>Only Singapore Citizen households are eligible to vote, and 75% of the residents must agree for the renovation to proceed. The eligible precincts and polling results are published on <a href=\"https:\/\/www.hdb.gov.sg\/residential\/living-in-an-hdb-flat\/sers-and-upgrading-programmes\/upgrading-programmes\/types\/home-improvement-programme-hip\">HDB\u2019s website<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-can-i-still-apply-for-enhancement-for-active-seniors-ease-improvements-if-my-hdb-flat-wasn-t-eligible-for-the-home-improvement-program-hip\"><strong>Can I still apply for Enhancement for Active Seniors (EASE) Improvements if my HDB flat wasn\u2019t eligible for the Home Improvement Program (HIP)?<\/strong><\/h2>\n\n\n\n<p>As long as you fit their requirements, you can benefit from the EASE programme even if your blocks do not qualify for the HIP. The EASE program is available to all HDB flats in all towns.<\/p>\n\n\n\n<p>You can learn more about the <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/residential\/living-in-an-hdb-flat\/for-our-seniors\/ease\">EASE (Direct Application) program here<\/a>.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-can-my-hdb-flat-qualify-more-than-once-for-the-home-improvement-program-hip\"><strong>Can my HDB flat qualify more than once for the Home Improvement Program (HIP)?<\/strong><\/h2>\n\n\n\n<p>During the 99-year lease of an HDB flat, the HIP will be conducted twice.&nbsp;<\/p>\n\n\n\n<p>The first round of HIP occurs around the 30-year mark and targets common maintenance issues such as spalling concrete. The second round, called HIP II, will occur around the 60- to 70-year mark.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-do-i-need-to-pay-for-the-home-improvement-program-hip\"><strong>Do I need to pay for the Home Improvement Program (HIP)?<\/strong><\/h2>\n\n\n\n<p>Payment for the HIP may be different for Singapore Citizens, SPR, and senior citizens.&nbsp;Here is the detailed information about HIP payment in Singapore for different kinds of citizens:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Singapore Citizens<\/li>\n<\/ol>\n\n\n\n<p>As mentioned previously, if you\u2019re a Singapore Citizen, the government will fully cover the cost of Essential Improvements in your household.<\/p>\n\n\n\n<p>For the Optional Improvements, the cost-sharing ratio ranges from 5% to 12.5%, depending on the type of flat. The amount payable for the full optional improvement package with a fire-rated main door and home fire alarm device ranges from S$550 to S$1,375, while the amount payable for the package with a non-fire-rated main door ranges from S$545 to S$1,362.50.&nbsp;<\/p>\n\n\n\n<p>Note that these costs might change, so be sure to check the <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/residential\/living-in-an-hdb-flat\/for-our-seniors\/ease\">official source<\/a> for the latest updates.<\/p>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>Singapore Permanent Residents<\/li>\n<\/ol>\n\n\n\n<p>SPRs will not be eligible for any subsidies. They will be required to bear the entire cost of essential improvements, as well as any optional or EASE improvements they opt for.&nbsp;<\/p>\n\n\n\n<p>Nonetheless, in case the flat owner acquires Singapore citizenship within a year from the billing date, the upgrading subsidy may be reimbursed to them.<\/p>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li>Senior citizens&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>If a resident decides to opt for all EASE items, the cost would be significantly reduced, with the charges amounting to approximately S$2,500 (with a single-step ramp at the main entrance), S$2,940 (with a portable ramp at the main entrance), or S$3,840 (with a customised ramp at the main entrance).&nbsp;<\/p>\n\n\n\n<p>The government will fully finance the improvement items for elderly residents who reside in HDB rental flats.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-long-does-it-take-to-complete-the-home-improvement-program-hip\"><strong>How long does it take to complete the Home Improvement Program (HIP)?<\/strong><\/h2>\n\n\n\n<p>Assuming there are no unexpected issues, it usually takes around 1.5 to 2 years to complete the HIP for an HDB flat consisting of 8 to 10 blocks.&nbsp;<\/p>\n\n\n\n<p>The duration of each improvement work for a flat unit is typically 10 working days or less, depending on the selected upgrades.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-do-i-pay-for-the-home-improvement-program-hip\"><strong>How do I pay for the Home Improvement Program (HIP)?<\/strong><\/h2>\n\n\n\n<p>Once the HIP is completed, flat owners will be required to pay the upgrading cost, which can be paid using cash, CPF, or a combination of both. Alternatively, they can choose to pay via a monthly instalment plan.&nbsp;<\/p>\n\n\n\n<p>Singapore Citizen households are eligible for a concessionary interest rate if they opt for an instalment payment. Similarly, SPR households can switch from a market interest rate to a concessionary interest rate if they obtain Singapore citizenship.<\/p>\n\n\n\n<p>Moreover, SC households can seek financial assistance to defray the upgrading cost. Homeowners with a monthly household income of less than S$2,000 may extend their payment period to up to 25 years.&nbsp;<\/p>\n\n\n\n<p>Homeowners aged 55 years or above can defer payment of upgrading costs with interest until the flat is sold or transferred to another person. Homeowners who are facing financial difficulties may also request payment deferral (subject to HDB\u2019s evaluation) for a year or until the flat is sold or transferred.<\/p>\n\n\n\n<p>(Information provided was accurate at the time of publication.
