What is HDB Intent to Buy (ITB)?<\/strong><\/p>\n\n\n\n

The HDB Intent to Buy (ITB) is an important step in the process of purchasing a resale Housing and Development Board (HDB) flat in Singapore. <\/p>\n\n\n\n

It serves as a replacement for the Resale Checklist, which was used before January 2018. Just like the Resale Checklist, registering your ITB acts as an official declaration indicating your interest in purchasing an HDB flat. <\/p>\n\n\n\n

Following this registration, HDB will assess your eligibility to purchase the resale flat.<\/p>\n\n\n\n

How does the HDB Intent to Buy (ITB) work?<\/strong><\/p>\n\n\n\n

To proceed with exercising the Option to Purchase (OTP)<\/a>, you must first register an ITB. Only one of you needs to complete the ITB registration if there are multiple buyers involved. <\/p>\n\n\n\n

Once registered, you will promptly get an assessment regarding your eligibility to purchase an HDB resale flat, the applicable housing grants, and your eligibility for an HDB housing loan. Keep in mind that your ITB remains valid for 12 months. If you fail to submit your resale application within this timeframe, it will be necessary to reapply for the ITB.<\/p>\n\n\n\n

  1. Access the HDB Resale Portal and begin the registration process.<\/li>\n\n\n\n
  2. Log in to the portal using your SingPass.<\/li>\n\n\n\n
  3. Fill in all the required details accurately. Failure to do so may result in the rejection of your resale application.<\/li>\n\n\n\n
  4. The HDB will assess your eligibility to purchase an HDB flat.<\/li>\n\n\n\n
  5. Note that the outcome of the ITB is only an indication of your eligibility and does not guarantee approval for your resale flat application, HDB housing loan, or housing grant. <\/li>\n\n\n\n
  6. Submit your resale application within the 12-month validity period of your ITB.<\/li>\n<\/ol>\n\n\n\n

    Upon successful registration of your ITB, the next important step is to apply for an HDB Flat Eligibility (HFE) letter<\/a>, provided you meet the eligibility requirements and plan to secure a housing loan from HDB. Possessing a valid HDB HFE letter when the sellers issue the OTP is vital. This letter serves as proof of your eligibility and loan application status.<\/p>\n\n\n\n

    If you do not require a housing loan from HDB or plan to secure a housing loan from a financial institution (FI), you can search for a suitable flat within your budget and obtain the OTP directly from the sellers. However, if you intend to acquire a housing loan from an FI, obtaining a valid Letter of Offer (LO) from the FI before exercising the OTP is essential.<\/p>\n\n\n\n
