Did you just get\u00a0the keys to\u00a0your HDB BTO flat? If it’s a yes, then congratulations on getting your new home, and for landing yourself a new \u201cmission\u201d of\u00a0checking your HDB BTO for defects.<\/p>\n\n\n\n

Read this: Property Jargon: Defects-Liability Period<\/a><\/i><\/p>\n\n\n\n

The easiest solution to this is to hire someone else to do the inspection job for you. But that\u2019s going to cost you at least S$400 for a professional inspector. However, defect rectification doesn\u2019t end with submitting the defect list;\u00a0you will still need to re-inspect after the rectifications are done and this may very well mean a BIGGER\u00a0hole in your pocket if you need to hire a professional each time.<\/p>\n\n\n\n

So, why not save this S$400 and do the inspection yourself? After all, it\u2019s\u00a0not mission difficult, if you get yourself well prepared.<\/p>\n\n\n

5 quick tips to get started<\/strong><\/h2>\n\n\n\n

First things first, to get started, here are basic 5 tips to work with:<\/p>\n\n\n\n

1. Getting your feedback forms<\/h3>\n\n\n\n

When you get the keys to your new apartment, you will also be given a Defects Feedback Form where you fill up information detailing the defects in your flat. To play safe, get hold of at least five copies of this form, in case you really have a lot of defects or you end up\u00a0losing\/destroying a copy.<\/p>\n\n\n\n

2. Defects submission period is only for 7 days<\/h3>\n\n\n\n

Yes, 7 days.<\/em>\u00a0No matter how busy you are, you need to submit your defects list within 7 days of\u00a0your flat key collection to your estate\u2019s Building Service Centre.\u00a0If you are not too sure about this, or need more time, drop HDB a call first to ask if there are any other workarounds you can arrange.<\/p>\n\n\n\n

3. Opening hours of Building Service Centre (BSC)<\/h3>\n\n\n\n

As far as we know, most BSC have similar opening hours:<\/p>\n\n\n\n

Monday- Friday:\u00a0 9.30 AM \u2013 12 PM, 1 PM \u2013 7 PM
Saturday: 9.30 AM \u2013 12 PM, 1 PM \u2013 5 PM)
Closed on Sunday & Public Holidays<\/p>\n\n\n\n

If you\u2019re not too sure about the BSC availability, you can also check for more details in the Welcome Kit that you get from HDB when you collect your keys. Ensure that you complete your inspection during their opening hours, to avoid making another trip down just for\u00a0the form submission.<\/p>\n\n\n\n

Also, note that your BSC will not be around forever; the office is only set up in\u00a0your estate for a period. So,\u00a0to save you the hassle, ensure you get your maintenance requests all settled before BSC ceases operation near your flat vicinity.<\/p>\n\n\n

4. Duration of defect rectification<\/h3>\n\n\n\n

Defects checking shouldn\u2019t be taking you\u00a0over 7 days. After your submission of defects, the BSC will arrange for contractors to inspect the defects and carry out the rectification works. Depending on the severity of the defects, the rectification could take a couple of days or even weeks.<\/p>\n\n\n\n

When all the rectifications are done, your BSC will arrange for another joint inspection with you. Taking all these into consideration, keep a buffer of\u00a02 \u2013 3 weeks before starting your renovation, just in case the defects rectification takes some time.<\/p>\n\n\n\n

Know what HDB covers<\/h3>\n\n\n\n

HDB does not cover rectification items that surface during or after your own renovation works. So, if you have already planned for renovation, make sure that it only starts when all the defects have been rectified to your satisfaction!<\/p>\n\n\n\n

11 essentials you need for inspection<\/h2>\n\n\n\n

Next, you need to get yourself prepared for the inspection. To keep things simple, here are 11 essential items you need to bring along for your inspection:<\/p>\n\n\n\n

    \n
  1. Defect forms provided by HDB<\/li>\n\n\n\n
  2. Pen (& someone with legible handwriting)<\/li>\n\n\n\n
  3. Fans (it can get really stuffy)<\/li>\n\n\n\n
  4. Torch light (for those darker areas behind the door etc. Avoid doing your checking in the evening!)<\/li>\n\n\n\n
  5. Stool\/ladder (to check those higher places like windows, ceiling)<\/li>\n\n\n\n
  6. Tapes of 2 colours (for easier referral, try using\u00a0different colours for major and minor defects\u00a0and label the tapes with the defect numbers)<\/li>\n\n\n\n
  7. Spirit level\u00a0(to check that your surface is levelled horizontally\/vertically)<\/li>\n\n\n\n
  8. Camera (Not just for taking selfies at your new home, but also to take photos of the defects before rectification. Using your phone camera should suffice!)<\/li>\n\n\n\n
  9. Marbles\/ coins (to check for hollow tiles)<\/li>\n\n\n\n
  10. Number locks (so that BSC contractors can have access to your home, with no need for your house key)<\/li>\n\n\n\n
  11. Cleaning materials (to clean away the building debris for proper checking!)<\/li>\n<\/ol>\n\n\n\n

    Defects Checklist<\/strong><\/h3>\n\n\n\n

    Did you know that after a BTO has completed its construction, HDB usually hires an independent third-party vendor to do defects-checking in some of the HDB BTO units? Of course, the vendor\u2019s version of the defects checklist will be a lot more complicated.<\/p>\n\n\n\n

    To make things easier for you, here\u2019s the simplified version of HDB BTO defects checklist<\/a> which covers the relevant defects that the vendor checks.<\/p>\n\n\n\n
