{"id":20298,"date":"2018-09-29T06:43:08","date_gmt":"2018-09-28T22:43:08","guid":{"rendered":"https:\/\/www.99.co\/blog\/singapore\/?p=20298"},"modified":"2022-07-01T05:00:22","modified_gmt":"2022-06-30T21:00:22","slug":"foreign-property-investors-reasons-singapore","status":"publish","type":"post","link":"https:\/\/www.99.co\/singapore\/insider\/foreign-property-investors-reasons-singapore\/","title":{"rendered":"3 reasons why foreign property investors still prefer Singapore"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div><p><span style=\"font-weight: 400;\">With the Singapore government&#8217;s additional cooling measures imposed in July 2018, the commonly raised fear is that foreign property investors get driven away. The chief worry is that these investors \u2014 mainly from China \u2014 would then put their money into properties in Hong Kong and Australia instead. (FYI: the 2007 Singapore property boom was largely induced by foreign buyers. In particular, sales to foreign home buyers in Singapore rose <a href=\"https:\/\/sbr.com.sg\/residential-property\/news\/why-foreign-home-buyers-prefer-singapore-over-prime-cities-property-market\">around 63% last year<\/a>.) <\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the other hand, a September 2018 report by investment bank UBS claimed that properties in Singapore <a href=\"https:\/\/www.straitstimes.com\/business\/property\/hong-kong-at-greatest-risk-of-property-bubble-singapore-is-fairly-valued-ubs\" target=\"_blank\" rel=\"noopener\">are currently &#8220;fairly valued&#8221;<\/a> compared to other cities in the world, even with our government&#8217;s cooling measures. So, are we or are we not still competitive as an city for property investment? By bringing in Singapore&#8217;s closest competitors in the property markets, Hong Kong and Australia, we discovered some compelling arguments that should be good news to developers, buyers, agents and \u2014 most importantly \u2014 Singaporeans.<\/span><\/p>\n<h3><b>Reason #1: Singapore is expensive, but it\u2019s still cheaper than Hong Kong<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">You may think Singapore&#8217;s properties are crazy expensive, and you wouldn\u2019t be wrong \u2014 except in the context of places like Hong Kong. Consider, for example, the housing price to income ratio: this is a basic affordability measure that compares median housing prices to disposable income. The lower it is, the more attainable the housing.\u00a0<\/span><span style=\"font-weight: 400;\">As of <\/span><a href=\"https:\/\/www.numbeo.com\/property-investment\/compare_countries_result.jsp?country1=Hong+Kong&amp;country2=Singapore\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">September this year<\/span><\/a><span style=\"font-weight: 400;\">, Hong Kong\u2019s ratio stands at around 47.4, while Singapore is less than half that at 21.1. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Also, we need to consider the price drops that we\u2019ve seen in Singapore, since the last peak in 2013. The most affected property segment was Singapore\u2019s luxury market, which saw an overall drop of over 15% (more than the 11% overall, for the entire market). You may remember reports of properties like this Sentosa Cove penthouse, which sold at a <\/span><a href=\"https:\/\/www.straitstimes.com\/business\/property\/sentosa-cove-penthouse-sold-at-s24m-loss\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">loss of $2.4 million<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The luxury segment was further ravaged by a weakness in oil and gas industries, as affluent expatriates were the primary renters. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">We\u2019ve yet to see a full recovery from this segment\u2019s decline. For example, 99.co has <\/span><a href=\"https:\/\/www.99.co\/singapore\/s\/sale?floorarea_ppsf_max=2000&amp;listing_type=sale&amp;main_category=condo&amp;map_bounds=1.5827095153768858%2C103.49449749970108%2C1.1090706240313446%2C104.12483807587296&amp;page_num=1&amp;page_size=30&amp;property_segments=residential&amp;query_coords=1.3043592071%2C103.833047507&amp;query_ids=szboulevard%2Cszcairnhill%2Cszorange_grove%2Cszone_tree_hill%2Cszpaterson%2Cszsomerset&amp;query_limit=radius&amp;query_type=subzone&amp;radius_max=1000&amp;rental_type=unit&amp;show_future_mrts=true&amp;zoom=16\/?utm_source=blog%20to%20portal%20listing\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">over 200 listings<\/span><\/a><span style=\"font-weight: 400;\"> of Orchard area properties that are under $2,000 per square foot. For the record, $2,000 per square foot wouldn\u2019t even be considered luxury, in markets like Hong Kong.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The last we checked (September 2018), $2 million Singapore dollars could get you a modest, 448 square foot apartment in Kennedy Town \u2014 a city-fringe neighbourhood \u2014 in Hong Kong. By contrast, that same price could get you a 1000 square foot apartment in Singapore\u2026\u00a0<\/span><i><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.99.co\/singapore\/sale\/property\/the-peak-cairnhill-i-condo-aDMVf2LthXgKdaWoVdDKJT\/?utm_source=blog%20to%20portal%20condo%20project\" target=\"_blank\" rel=\"noopener\">at Cairnhill<\/a>\u00a0in Prime District 9<\/span><\/i><i><span style=\"font-weight: 400;\">. <\/span><\/i><span style=\"font-weight: 400;\">It doesn\u2019t matter whether you\u2019re an investor or home buyer, it\u2019s obvious that Singapore is much cheaper than Hong Kong right now, and has been for a while (especially for the luxury market).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And if you\u2019re thinking of the Additional Buyers Stamp Duty (ABSD), we should point out that Hong Kong also has a 15% tax.<\/span><\/p>\n<p>Finally, consider how staggeringly far ahead Hong Kong&#8217;s property price indexes are ahead of their respective inflation indexes (421.40 &#8211; 145.12 = <strong>276.28<\/strong> vs. Singapore&#8217;s 177.24 &#8211; 129.7 = <strong>47.54<\/strong>) in Q1 2018.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-20301\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/09\/foreign-investors-singapore-property-price-index.jpg\" alt=\"foreign property investors Singapore property price index\" width=\"1000\" height=\"506\" \/><\/p>\n<figure id=\"attachment_20300\" aria-describedby=\"caption-attachment-20300\" style=\"width: 1000px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-20300\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/09\/foreign-investors-hong-kong-property-price-index.jpg\" alt=\"foreign property investors Hong Kong property price index\" width=\"1000\" height=\"462\" \/><figcaption id=\"caption-attachment-20300\" class=\"wp-caption-text\">The difference is night and day. Credits: David Grimes<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<h3><b>Reason #2: Australia has a lot more restrictions on foreign buyers, and an invasion of Chinese investors <\/b><\/h3>\n<p><span style=\"font-weight: 400;\">If you think Chinese buyers distorted Singapore\u2019s property market, you\u2019d be right; but compared to Australia we had it easy. Australia was the target of the Chinese spending spree, to the point where in 2017, Chinese buyers bought <\/span><a href=\"https:\/\/www.businessinsider.com.au\/australias-housing-market-is-still-flooded-with-chinese-money-2017-10\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">a quarter of the new housing supply in New South Wales<\/span><\/a><span style=\"font-weight: 400;\"> (followed by 17% in Victoria, and 8% in Queensland). <\/span><\/p>\n<p><span style=\"font-weight: 400;\">And even before last year, Australian market watchers were sounding alarms over the influx of cash from foreign property investors. This has led to Australian rolling out a series of controls, such as:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Capping the total sale of foreigners to 50% of the units available in a development<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Tighter loan to value ratios<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Stamp duties that reach up to 15%, much like Singapore<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Penalties for vacant properties (in Sydney, Melbourne, and Vancouver)<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Capital gains tax, which is broadly similar to Singapore\u2019s Sellers Stamp Duty (SSD)<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The exact restrictions vary by state, but the Australian market is either has (1) more barriers to foreigners in some states, or (2) has as many barriers as Singapore, but lacks the same fundamentals. (For instance, Singapore is land scarce, whereas Australia and her cities are less so. Hence, properties on the Little Red Dot conceivably possess better capital appreciation prospects overall).<\/span><\/p>\n<figure id=\"attachment_19002\" aria-describedby=\"caption-attachment-19002\" style=\"width: 720px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"size-full wp-image-19002\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/07\/district-9-singapore-new-futura.jpg\" alt=\"foreign property investors Singapore condos\" width=\"720\" height=\"479\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/07\/district-9-singapore-new-futura.jpg 720w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/07\/district-9-singapore-new-futura-600x400.jpg 600w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/07\/district-9-singapore-new-futura-440x294.jpg 440w\" sizes=\"(max-width: 720px) 100vw, 720px\" \/><figcaption id=\"caption-attachment-19002\" class=\"wp-caption-text\">Singapore is more land-scarce compared to Australia, which helps its case.<\/figcaption><\/figure>\n<h3><\/h3>\n<h3><b>Reason #3: There is overall confidence in Singapore\u2019s property market recovery, and its attractiveness to a growing breed of foreign property investors<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Foreign property investors <\/span><i><span style=\"font-weight: 400;\">will <\/span><\/i><span style=\"font-weight: 400;\">pull back for now, due to new cooling measures \u2014 this is a <a href=\"https:\/\/www.99.co\/singapore\/insider\/private-home-sales-slump\/\" target=\"_blank\" rel=\"noopener\">knee jerk reaction<\/a> that we see following any big policy changes. But the wait-and-see approach aside, most foreign investors recognise that Singapore\u2019s prices are held down by government measures, and not fundamental issues of value.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Consider that, before the latest round of cooling measures, foreign buyers were rushing back into the market. The volume of high-end sales, for example, rose from 533 units in 2016 to 900 units last year; and this was despite an ongoing drop in prices between 2013 to 2017. There\u2019s a patter where, after initial hesitation from cooling measures, foreigners do move back into the market.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We\u2019re likely to see a similar recurrence over the next year or so. This could well be boosted by escalating trade tensions, that will send investors looking for safe havens outside the stock markets i.e. property. A<strong>nd for investors who look to sustainable, relatively involatile longer-term investments (and there&#8217;s a growing number of them), Singapore properties \u2014 and the determination on the part of the Singapore government not to let housing bubbles ferment and blow up in everyone&#8217;s faces \u2014 could just be right up their alley.<\/strong><\/span><\/p>\n<p>Is Singapore&#8217;s property market still attractive to foreign investors?
