Some reasons include the volatile electricity market that made pricing plans lower than the regulated tariff unsustainable and <a href=\"https:\/\/www.straitstimes.com\/business\/higher-electricity-bills-for-households-on-the-horizon-rising-fuel-costs-cited-as-key\" target=\"_blank\" rel=\"noopener\">rising fuel costs<\/a>.<\/p>\n\n\n\n<p>There&#8217;s also a <a href=\"https:\/\/www.reuters.com\/article\/singapore-electricity-exit-idUSKBN2H4149\" target=\"_blank\" rel=\"noopener\">Reuters report<\/a> stating that SilverCloud Energy, which supplies power to commercial, industrial and residential buildings have similarly announced its exit from the market.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/11\/Screenshot-2021-10-16-130247.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" width=\"1043\" height=\"568\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/11\/Screenshot-2021-10-16-130247.jpg\" alt=\"Silvercloud Energy front page\" class=\"wp-image-44455\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/11\/Screenshot-2021-10-16-130247.jpg 1043w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/11\/Screenshot-2021-10-16-130247-150x82.jpg 150w\" sizes=\"(max-width: 1043px) 100vw, 1043px\" \/><\/a><\/figure><\/div>\n\n\n<p>Also, it is understood from this <a href=\"https:\/\/www.straitstimes.com\/singapore\/consumer\/exits-by-spore-electricity-suppliers-sparked-by-price-volatility-amid-global\">report<\/a> that <a href=\"https:\/\/www.diamond-electric.com.sg\/residential-plans\/\">Diamond Electric<\/a> currently only features a 0% discount off the prevailing regulated tariff (with a note saying that <b>&#8216;this plan is temporarily not available&#8217;<\/b>) while <a href=\"https:\/\/bestelectricity.com.sg\/#\" target=\"_blank\" rel=\"noopener\">Best Electricity&#8217;s website<\/a> is now defunct (as of June 2022).<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/11\/Screenshot-2021-10-16-131056-e1634361419972.png\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" width=\"1063\" height=\"900\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/11\/Screenshot-2021-10-16-131056-e1634361419972.png\" alt=\"Diamond Electric Freedom - RES\" class=\"wp-image-44456\"\/><\/a><\/figure><\/div>\n\n\n<p><em>Original article (with updates as of 14 June 2022):<\/em><\/p>\n\n\n\n<p>When the Open Electricity Market (OEM) <a href=\"https:\/\/www.ema.gov.sg\/Electricity_Market_Liberalisation.aspx\" target=\"_blank\" rel=\"noopener\">officially rolled out across the country<\/a> between 2018 to 2019, Singaporeans were no longer restricted to purchasing their power solely from SP Group. <em>What\u2019s the rationale behind the OEM? How do you switch to another electricity provider? What type of plans are available?<\/em><\/p>\n\n\n\n<p>In this article, we cover all those questions and more, so you can decide whether to make the switch.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-is-the-open-electricity-market-oem\"><b>What is the Open Electricity Market (OEM)?<\/b><\/h2>\n\n\n\n<p>The Open Electricity Market is an initiative that was launched in 2018 by the Energy Market Authority (EMA). The OEM allows you to choose between electricity retailers in the same way you can choose between, say, telcos. But it\u2019s not necessary to switch if you don\u2019t want to; you can keep buying from Singapore Power Group (SP Group).<\/p>\n\n\n\n<p>Also, note that SP still maintains and operates the power grid, so reliability is unaffected when you switch to a retailer.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-does-the-open-electricity-market-work\"><b>How does the Open Electricity Market work?<\/b><\/h2>\n\n\n\n<p>Under the OEM, consumers can now shop for electricity plans from a wide range of providers. The goal of this initiative is to liberalise the local retail power market, and allow consumers to benefit from \u201ccompetitive pricing\u201d and \u201cinnovative offers\u201d.<\/p>\n\n\n\n<p>Prior to the OEM, only businesses with monthly electricity consumption of 2,000-kilowatt-hours (kWh) and above could decide which provider to purchase their electricity from.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-when-will-i-get-to-switch-my-electricity-provider\"><b>When will I get to switch my electricity provider?<\/b><\/h2>\n\n\n\n<p>After a successful soft launch of 108,000 homes and 9,500 businesses in the district of Jurong, households and businesses with postal codes 58 to 78 \u2014 about 350,000 accounts \u2014 can choose to switch to an electricity retailer of their choice from 1 November 2018 onwards.<\/p>\n\n\n\n<p>Subsequently, the OEM will be progressively rolled out across the country.&nbsp;The phased roll-out will be done in four batches, and the second batch will get to choose their energy retailer from 1 January 2019 onwards.<\/p>\n\n\n\n<p>The diagram below illustrates the rest of the roll-out; by 1st May 2019, all consumers in Singapore will be able to switch their energy providers.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/06\/open-electricity-market1.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/06\/open-electricity-market1.jpg\" alt=\"open electricity market singapore\" class=\"wp-image-52201\"\/><\/a><figcaption>The OEM will be rolled out across Singapore progressively.&nbsp; <em>Source: Energy Market Authority (EMA)<\/em><\/figcaption><\/figure><\/div>\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-s-the-point-of-switching-providers\"><strong>What&#8217;s the point of switching providers?<\/strong><\/h2>\n\n\n\n<p>In a broad sense, competition helps to keep prices low, as each retailer is fighting to get customers. It also encourages innovation and productivity among the competing companies, so we customers can get a better deal.<\/p>\n\n\n\n<p>Most plans offered by electricity retailers are 12 to 24-month contracts, although some retailers differ. For example, Tuas Power has a plan that\u2019s only 6 months so you can test it out.<\/p>\n\n\n\n<p>If you&#8217;re interested, check what you have to pay after 6 months and see if it\u2019s lower than your usual bill.<\/p>\n\n\n\n<p>About 49% of household accounts and 47% of business accounts have switched to buying electricity from a retailer of their choice as of 30 April 2021.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-are-the-different-electricity-plans-available\"><b>What are the different electricity plans available?<\/b><\/h2>\n\n\n\n<p>The Energy Market Authority (EMA) stipulates that electricity providers offer two standard price plans. That said, there are three types of price plans available, which you can pick to suit your needs:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li style=\"font-weight: 400;\"><b>Fixed Price Plan<\/b><\/li><li style=\"font-weight: 400;\"><b>Discount Off Tariff (DoT) Plans<\/b><\/li><li><b>On and Off-Peak Plans<\/b><\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-1-fixed-price-plans\"><strong>1. Fixed Price Plans<\/strong><\/h3>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/06\/open-electricity-market-singapore1.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/06\/open-electricity-market-singapore1.jpg\" alt=\"open electricity market singapore\" class=\"wp-image-52198\"\/><\/a><\/figure><\/div>\n\n\n<p>Fixed price plans are pretty self-explanatory; you pay a fixed rate for the electricity you use (e.g. 20 cents\/kWh) throughout your entire contract.<\/p>\n\n\n\n<p>This amount doesn\u2019t change, regardless of rising or falling energy costs. So if the price of energy happens to fall while you\u2019re on this plan, you\u2019re paying more. If energy costs rise while you\u2019re on this plan, you\u2019re saving money.<\/p>\n\n\n\n<p>Fixed price plans are likely to be more suited to business owners who want to keep their energy costs fixed, making it easy for them to plan and estimate their expenditure.<\/p>\n\n\n\n<p>This plan is also worth a second look for residential landlords who rent out their entire apartments since this makes clear how much electricity charges to factor into the rent.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-2-discount-off-tariff-dot-plans\"><b>2. Discount Off Tariff (DOT) Plans<\/b><\/h3>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/06\/open-electricity-market-singapore.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/06\/open-electricity-market-singapore.jpg\" alt=\"open electricity market singapore\" class=\"wp-image-52199\"\/><\/a><\/figure><\/div>\n\n\n<p>The Discount Off Tariff (DOT) plans, on the other hand, give you a discount off the prevailing regulated tariff price. The tariff price is revised every quarter, and it\u2019s currently <a href=\"https:\/\/www.spgroup.com.sg\/sp-services\/understanding-the-tariff\" target=\"_blank\" rel=\"noopener\"><strong>27.94 cents \/ kWh until 30 June 2022.<\/strong><\/a><\/p>\n\n\n\n<p>While taking this plan does mean the price fluctuates, it also means you\u2019ll always pay less than you would if you bought from SP.<\/p>\n\n\n\n<p>This is the OEM plan most homeowners will settle for.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-increase-in-demand-for-natural-gas\">Increase in demand for natural gas<\/h3>\n\n\n\n<p>Global energy prices spiked in 2021 and 2022, due to the global energy crunch of high demand and tight supply conditions.<\/p>\n\n\n\n<p>According to the World Bank&#8217;s <a href=\"https:\/\/openknowledge.worldbank.org\/bitstream\/handle\/10986\/37223\/CMO-April-2022.pdf\" target=\"_blank\" rel=\"noopener\">Commodity Markets Outlook 2022 report<\/a>, global natural gas demand rose 4.5% in 2021, triggered by recovering global economic activity. On the other hand, the supply looks to remain tight until 2024, due to supply disruptions, production outages to geo-political tensions.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/06\/open-electricity-market-singapore-1.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/06\/open-electricity-market-singapore-1.jpg\" alt=\"\" class=\"wp-image-52200\"\/><\/a><\/figure><\/div>\n\n\n<h3 class=\"wp-block-heading\" id=\"h-3-on-and-off-peak-plans\"><strong>3. On and Off-Peak Plans<\/strong><\/h3>\n\n\n\n<p>Other than the above two standard plans, there&#8217;s also the non-standard <b>On and Off-Peak Plans.<\/b><\/p>\n\n\n\n<p>Under this plan, you get charged more at certain (peak) hours and charged less at other (off-peak) hours. This is pretty much the same way your Grab app works.<\/p>\n\n\n\n<p>By charging different prices for electricity usage based on the time of day, those who work the night shift or keep late hours, for instance, may find these plans the most cost-effective option.<\/p>\n\n\n\n<p>Note that such plans will only save you money if you have (1) a well-established routine, that lets you predict when you\u2019ll be drawing power, and (2) you consistently use a lot of electricity at odd hours.<\/p>\n\n\n\n<p>Some OEM retailers offering this plan include <a href=\"https:\/\/pacificlight.com.sg\/home\/plans-new\" target=\"_blank\" rel=\"noopener\">Pacific Light<\/a> and <a href=\"https:\/\/www.keppelelectric.com\/price-plan\" target=\"_blank\" rel=\"noopener\">Keppel Electric<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-else-can-you-get\"><b>What else can you get?<\/b><\/h2>\n\n\n\n<p>Some plans will give you additional benefits. For example, if you care about the environment, go solar.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.sunseap.com\/sg\/residential\/clean-energy-plans.html\">Sunseap<\/a>, an OEM electricity retailer, gets power from solar panels connected to the grid. These panels have been progressively installed on the roofs of residential buildings, including HDB flats, across the island.<\/p>\n\n\n\n<p>Some OEM retailers like <a href=\"https:\/\/savewithtuas.com\/promotions\/\">Tuas Power<\/a> and <a href=\"https:\/\/www.senokoenergy.com\/households\/price-plans\">Senoko Energy<\/a> give you rebates and smart rewards for buying electricity.<\/p>\n\n\n\n<p>For now, you\u2019ll have to manually shop around to compare between retailers. But wait a while; we\u2019re sure a gazillion comparison sites will spring up to help you compare between them, right alongside credit cards, personal loans, travel insurance, etc.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-about-the-transmission-loss-factor-tlf-that-everyone-is-on-about\"><b>What about the Transmission Loss Factor (TLF) that everyone is on about?<\/b><\/h2>\n\n\n\n<p>The TLF refers to the energy that\u2019s lost in the process of delivery. And even though it was lost in delivery, you may still need to pay for the total amount delivered, just like with your Taobao agent.<\/p>\n\n\n\n<p>Previous retailers who passed on these charges to consumers include Keppel Electricity, Pacific Light, and Sembcorp Power Pte Ltd &#8211; but this list isn\u2019t comprehensive and other retailers may as well (<strong>ask before you sign the contract<\/strong>).<\/p>\n\n\n\n<p>TLF charges are likely to be small, adding around 3 to 4% to the total bill, if they still do so.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-list-of-oem-electricity-retailers-in-singapore\"><b>List of OEM electricity retailers in Singapore<\/b><\/h2>\n\n\n\n<p><span style=\"font-weight: 400;\">At the time of writing (15 June 2022), there are 9 OEM electricity retailers in Singapore, but it&#8217;s good to check on the <a href=\"https:\/\/www.openelectricitymarket.sg\/residential\/list-of-retailers\" target=\"_blank\" rel=\"noopener\">latest list here<\/a>. These include:<\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li style=\"font-weight: 400;\"><a href=\"https:\/\/www.diamond-electric.com.sg\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Diamond Electric<\/span><\/a><\/li><li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.keppelelectric.com\/\" target=\"_blank\" rel=\"noopener\">Keppel Electric<\/a><\/span><\/li><li style=\"font-weight: 400;\"><a href=\"https:\/\/www.geneco.sg\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Geneco (by Seraya Energy)<\/span><\/a><\/li><li style=\"font-weight: 400;\"><a href=\"https:\/\/pacificlight.com.sg\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">PacificLight Energy<\/span><\/a><\/li><li style=\"font-weight: 400;\"><a href=\"https:\/\/www.sembcorppower.com\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Sembcorp Power<\/span><\/a><\/li><li style=\"font-weight: 400;\"><a href=\"https:\/\/www.senokoenergy.com\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Senoko Energy Supply<\/span><\/a><\/li><li style=\"font-weight: 400;\"><a href=\"http:\/\/www.sunseap.com\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Sunseap Energy<\/span><\/a><\/li><li style=\"font-weight: 400;\"><a href=\"https:\/\/savewithtuas.com\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Tuas Power Supply<\/span><\/a><\/li><li style=\"font-weight: 400;\"><a href=\"http:\/\/www.unionpower.com.sg\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Union Power<\/span><\/a><\/li><\/ul>\n\n\n\n<p>Among this current list, Tuas Power, Senoko Energy, Geneco, Keppel Electric, PacificLight Energy and Sembcorp Power are backed by power-generation companies.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-to-switch-to-an-electricity-retailer\"><b>How to switch to an electricity retailer?<\/b><\/h2>\n\n\n\n<p><span style=\"font-weight: 400;\">Once you contact the retailer and sign up with them, they\u2019ll work directly with SP to take over. The only thing you may need to do is install a smart meter if you have a peak and off-peak plan. Still, we think a bit of laziness might stop the switch at first \u2014 not everyone can be bothered to check their power bill and project the savings.
