Now in the aftermath of the last crisis years (2009 to 2013), the Singapore property market &#8212; particularly its luxury segment &#8212; was <\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.reuters.com\/article\/us-singapore-property-analysis\/singapore-authorities-housing-market-warning-may-fall-on-deaf-ears-idUSKBN1EG05B\" target=\"_blank\" rel=\"noopener noreferrer\">considered a safe haven investment destination<\/a><\/span><span style=\"font-weight: 400;\">\u00a0and recorded huge price increases. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">But will that still be the case today? It certainly seems so; <strong>Singapore properties surprisingly recorded <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2018-10-31\/singapore-ousts-hong-kong-as-no-1-for-luxury-home-price-gains?srnd=premium-asia\" target=\"_blank\" rel=\"noopener noreferrer\">price gains for luxury properties in Q3 2018<\/a>\u00a0that outshone even Hong Kong.<\/strong> Clearly, and despite the cooling measures, well-heeled investors are still seeing value and opportunity in the Singapore housing market.<\/span><\/p>\n<h3><b>Why is the Singapore property market considered a safe haven destination?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Singapore is <strong>politically stable and harmonious<\/strong> (except in Internet comment sections), two key factors that make our real estate a dependable place to park your cash. We\u2019ve <\/span><a href=\"https:\/\/www.99.co\/singapore\/insider\/who-is-buying-property-in-singapore-despite-the-price-slump-and-why\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">written more on this before<\/span><\/a><span style=\"font-weight: 400;\">, but one more thing to note is that government seizures, or property damage from civil unrest, is highly improbable in Singapore. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The other helpful factor is the <strong>strength of the Singapore dollar<\/strong>, which makes various investments \u2013 not just property \u2013 look like a rock-solid proposition. Singapore\u2019s central bank &#8212; the Monetary Authority of Singapore &#8212; also takes an approach that appeals to many investors: we don\u2019t control the strength of the Sing dollar by playing with the monetary supply (i.e. we don\u2019t casually print more money), we simply keep it pegged to a basket of currencies.<\/span><\/p>\n<p>On top of that, our government has also shown that when it comes to property, it is <strong>proactive in implementing measures that keep the market stable<\/strong> and prevent a dangerous bubble from forming. This sort of control and emphasis on stability is rare in other markets and keeps property from swinging from a safe asset status to a risky investment status (which is exactly what happened in Hong Kong, China and Australia).<\/p>\n<p>As if that&#8217;s not enough, our government also imposes <strong>measures that regulate the quality of housing<\/strong>, such as <a href=\"https:\/\/www.99.co\/singapore\/insider\/ura-guidelines-change-new-condos\/\" target=\"_blank\" rel=\"noopener noreferrer\">the latest URA guidelines on maximum unit sizes<\/a>. This commitment to keeping Singapore housing and neighbourhoods liveable is reassuring to investors over the long-term as it reduces uncertainties (such as finding out that a once quiet neighbourhood has been transformed into a traffic nightmare ten years later).<\/p>\n<p><span style=\"font-weight: 400;\">Finally, on a more fundamental level, simple facts such as land scarcity \u2013 along with a need to grow the population and the national Gross Domestic Product (GDP) \u2013 support a consistent demand for Singapore real estate.<\/span><\/p>\n<figure id=\"attachment_19001\" aria-describedby=\"caption-attachment-19001\" style=\"width: 720px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-19001\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/07\/district-9-singapore-river-valley-belle-vue.jpg\" alt=\"Singapore property market investment safe haven\" width=\"720\" height=\"480\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/07\/district-9-singapore-river-valley-belle-vue.jpg 1024w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/07\/district-9-singapore-river-valley-belle-vue-600x400.jpg 600w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/07\/district-9-singapore-river-valley-belle-vue-440x294.jpg 440w\" sizes=\"(max-width: 720px) 100vw, 720px\" \/><figcaption id=\"caption-attachment-19001\" class=\"wp-caption-text\">Fact: the Singapore government&#8217;s unwavering pro-stability stance on housing helps maintain the property market&#8217;s status as a safe haven for investors.<\/figcaption><\/figure>\n<h3><b>Indeed, there are signs that investors flee to the Singapore property market, in times of uncertainty.<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">2017 is a good example of this. That year, the property market made a dramatic turnaround; purchases by non-Singapore permanent residents rose by 44.8%, while Singaporean Citizen purchases in Districts 9, 10, and 11 <\/span><a href=\"https:\/\/www.businesstimes.com.sg\/hub-projects\/property-2018-march-issue\/return-of-foreign-buyers-to-spore-property-scene\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">rose by 68.1%<\/span><\/a><span style=\"font-weight: 400;\">. This sudden jump followed a softening of the property market for around four consecutive years, following the 2013 cooling measures. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The last time we saw a spike like this was between late 2008 to 2009, after the Global Financial Crisis. Aggregate housing prices <\/span><a href=\"http:\/\/www.ires.nus.edu.sg\/docs\/Singapore%27s_Cooling_Measures_and_Its_Housing_Market_Overview_and_Analysis.pdf\"><span style=\"font-weight: 400;\">rose by 40%<\/span><\/a><span style=\"font-weight: 400;\"> following the crisis, and it was in fact a main reason for the resulting torrent of cooling measures. Now, how is this similar to 2017?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Well, consider that significant causes of uncertainty had appeared on the scene: <\/span><\/p>\n<p><span style=\"font-weight: 400;\">On 23<\/span><span style=\"font-weight: 400;\">rd<\/span><span style=\"font-weight: 400;\"> June 2016, the Brexit vote passed by 52%, introducing a wave of uncertainty into global markets. One side-effect was the fear of London real estate losing its safe-haven status, and a flight to <\/span><a href=\"https:\/\/www.pioneerproperty.com.sg\/property-market-news-update\/londons-loss-is-asians-gain-as-property-funds-seek-safe-havens\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">properties in Asia<\/span><\/a><span style=\"font-weight: 400;\"> as an alternative (Singapore chiefly among them). <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Then on 8<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> November 2016, Donald Trump was elected as President. He vowed to take a protectionist stance, foreshadowing the ongoing US-China trade war today. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The conjunction of events spooked investors, and Singapore\u2019s housing market saw a boost the following year. And once again, just like in the aftermath of the Global Financial Crisis, prices and transactions would almost certainly have continued to rise, until the government <a href=\"https:\/\/www.99.co\/singapore\/insider\/absd-increase-property-market\/\" target=\"_blank\" rel=\"noopener noreferrer\">intervened with cooling measures in July 2018<\/a>.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">(Note that by the time the latest cooling measures kicked in, prices already averaged <\/span><a href=\"https:\/\/www.todayonline.com\/commentary\/do-developers-have-case-against-property-cooling-measures\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">$1,319 per square foot<\/span><\/a><span style=\"font-weight: 400;\"> \u2013 close to the peak in 2013, despite almost five years of steady decline). <\/span><\/p>\n<h3><b>But is this likely to continue?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Barring some truly apocalyptic changes to Singapore, we don\u2019t foresee Singapore property losing its safe-haven status anytime soon. The combination of stability and demand remain strong. However, that doesn\u2019t mean we should be rushing to buy property the moment markets look uncertain.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Even if many investors continue to see Singapore real estate as an investment, we need to bear two things in mind:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">First, not all Singapore real estate benefits from the idea of being a safe haven asset. The properties that fall into this category are primarily <strong>Core Central Region (CCR) properties<\/strong>, not suburban condos; this also includes <strong>high-end housing<\/strong>, such as private properties in areas like Districts 9, 10, and 11. The other type of properties in Singapore that fall into this category are <strong>properties with freehold or 999-year leasehold tenure<\/strong> which, capital appreciation aside, can quite rightly be perceived as good stores of value against inflation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The ultimate in \u201csafe haven\u201d properties are <strong>conserved shophouses<\/strong>, of which <\/span><span style=\"font-weight: 400;\">there are only around 7,000<\/span><span style=\"font-weight: 400;\">. <a href=\"https:\/\/www.99.co\/singapore\/insider\/buy-shophouse-condo\/\" target=\"_blank\" rel=\"noopener noreferrer\">Conserved shophouses tend to hold their value<\/a>, if for no other reasons than their scarcity and the perceived prestige of owning one, and the fact that the government is unlikely to demolish conserved buildings. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">But if you\u2019re a regular Singaporean, you\u2019ve probably realised this does little for you: these safe haven properties are well outside the price range of the average buyer. However, they some freehold properties can be within their budget. Check out these completed <a href=\"https:\/\/www.99.co\/singapore\/sale?is_new_launch=false&amp;listing_type=sale&amp;main_category=condo&amp;map_bounds=1.5827095153768858%2C103.49449749970108%2C1.1090706240313446%2C104.12483807587296&amp;page_num=1&amp;page_size=25&amp;price_max=1500000&amp;property_segments=residential&amp;query_coords=1.3039947%2C103.8298507&amp;query_limit=radius&amp;query_type=city&amp;radius_max=1000&amp;rental_type=unit&amp;show_future_mrts=true&amp;tenure=999%2Cfreehold&amp;zoom=11\" target=\"_blank\" rel=\"noopener noreferrer\">freehold condos in Singapore<\/a> that cost $1.5 million or below.<\/span><\/p>\n<figure id=\"attachment_17829\" aria-describedby=\"caption-attachment-17829\" style=\"width: 720px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"size-full wp-image-17829\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/06\/freehold-condo-leasehold.jpg\" alt=\"property prices in Singapore 2019 Morgan Stanley\" width=\"720\" height=\"479\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/06\/freehold-condo-leasehold.jpg 720w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/06\/freehold-condo-leasehold-600x400.jpg 600w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/06\/freehold-condo-leasehold-440x294.jpg 440w\" sizes=\"(max-width: 720px) 100vw, 720px\" \/><figcaption id=\"caption-attachment-17829\" class=\"wp-caption-text\">Freehold properties in Singapore can be bought and sold by foreigners, and are widely seen as safe haven assets.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Second, investors should note that Singapore Real Estate Investment Trusts (S-REITs) are <\/span><a href=\"https:\/\/citywireasia.com\/news\/s-reits-a-safe-haven-for-risk-averse-investors-credit-suisse\/a1143561\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">potential safe havens<\/span><\/a><span style=\"font-weight: 400;\">, next to physical real estate. S-REITs are required to have low gearing ratios, and have <\/span><a href=\"https:\/\/www.dbs.com.sg\/treasures\/aics\/templatedata\/article\/generic\/data\/en\/GR\/082018\/180824_insights_flight_to_safe_havens.xml\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">maintained yield spreads of up to 3.7%<\/span><\/a><span style=\"font-weight: 400;\"> despite rough market conditions. A combination of low gearing ratios, laws to limit dabbling in property development, and tight financial regulations cause many investors to regard S-REITs as a viable alternative to actual property.<\/span><\/p>\n<p>That said, <strong>S-REITs do have their drawbacks<\/strong>. If you want to avoid exposure to the China property market or other overseas markets, for example, S-REITs may not be the product for you as developers backing these REITs are banking on making inroads into precisely these markets.<\/p>\n<p>On the other hand, S-REITs with too high an exposure to the Singapore market may suffer from declines in price and dividend based on several factors that actually <em>favour<\/em> property buyers, case in point being the latest cooling measures swinging the market from a sellers&#8217; market to a buyers&#8217; market.<\/p>\n<h3>The takeaway for property investors<\/h3>\n<h4>While property is an increasingly attractive investment for investors who have taken their money out of the more bearish and volatile products such as equities, buyers still have to do a lot of homework to make sure they maximise their chances of reaping profits in property investment, be it in\u00a0<a href=\"https:\/\/www.99.co\/singapore\/insider\/residential-commercial-property-investment\/\" target=\"_blank\" rel=\"noopener noreferrer\">residential or commercial property<\/a>. (This is where engaging an experienced buyer&#8217;s agent and speaking to a financial advisor may prove invaluable.)<\/h4>\n<h4>All said and done, as a safe haven investment destination, the Singapore property market might be as good as it gets.<\/h4>\n<p>&nbsp;<\/p>\n<p><em>Is the Singapore property market a safe haven for investors?
