{"id":21461,"date":"2018-11-17T08:23:40","date_gmt":"2018-11-17T00:23:40","guid":{"rendered":"https:\/\/www.99.co\/blog\/singapore\/?p=21461"},"modified":"2022-07-01T05:01:03","modified_gmt":"2022-06-30T21:01:03","slug":"reasons-why-wait-and-see-buying-property","status":"publish","type":"post","link":"https:\/\/www.99.co\/singapore\/insider\/reasons-why-wait-and-see-buying-property\/","title":{"rendered":"3 reasons why a \u201cwait and see\u201d approach to buying property is flawed"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div><p><span style=\"font-weight: 400;\"><strong>The property market slows down right after cooling measures, and one reason is the number of people adopting a \u201cwait and see\u201d approach.<\/strong>\u00a0When it comes to buying property, many of them are trying to time the market: wait for property prices to bottom out, and then buy when the houses are cheap. But there are some inherent problems with trying to do this right:<\/span><\/p>\n<ol>\n<li>\n<h3><b> \u201cWait and see\u201d when buying property is the equivalent of putting on a robe, and pretending you\u2019re a prophet<\/b><\/h3>\n<\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">There was a lot of \u201cwait and see\u201d in December 2011, when the Additional Buyers Stamp Duty (ABSD) was first imposed. People thought that prices would surely go down, and more than one analyst said we\u2019d end up losing foreign investors and scrabbling for sweet potatoes to feed our starving children.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the last property price peak was in fact 2013 \u2013 by then it had risen almost 60% from 2009. <strong>Many of those who delayed their purchases in 2011, expecting prices to drop, ended up actually paying more.<\/strong><\/span><\/p>\n<p><span style=\"font-weight: 400;\">In June 2013, when the Total Debt Servicing Ratio (TDSR) was introduced, it was predicted that prices would fall, and this time the doomsayers were right. But when exactly would the market bottom out?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As early as November 2014, some analysts started to say the market had bottomed out and <\/span><a href=\"https:\/\/www.todayonline.com\/business\/property\/tdsr-running-out-steam\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">prices were going to rise again<\/span><\/a><span style=\"font-weight: 400;\">. But the prices continued to fall, and in 2015 it was still <\/span><a href=\"https:\/\/sg.news.yahoo.com\/5-reasons-why-still-terrible-time-buy-singapore-155117291.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">projected<\/span><\/a><span style=\"font-weight: 400;\"> to be a bad time to buy \u2014 those who bought in 2014 paid more than those who bought in 2015.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But does that mean those who bought in 2015 fared better? No, because prices <\/span><a href=\"https:\/\/www.straitstimes.com\/business\/property\/singapore-private-home-prices-down-31-in-2016-after-05-decline-in-q4-ura\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">continued to fall<\/span><\/a><span style=\"font-weight: 400;\"> well into 2016.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At this point, you can perhaps understand one of the problems with \u201cwait and see\u201d. While it&#8217;s theoretically sound to wait for the market to hit bottom before buying, that\u2019s easier said than done. You never really know what that bottom is (analysts can make educated <\/span><i><span style=\"font-weight: 400;\">guesses<\/span><\/i><span style=\"font-weight: 400;\">, but that\u2019s about it).<\/span><\/p>\n<figure id=\"attachment_21464\" aria-describedby=\"caption-attachment-21464\" style=\"width: 720px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"size-full wp-image-21464\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/11\/reasons-why-wait-and-see-buying-property-1.jpg\" alt=\"reasons why wait and see property buying flawed\" width=\"720\" height=\"531\"><figcaption id=\"caption-attachment-21464\" class=\"wp-caption-text\">When it comes to buying property, crystal balls don&#8217;t exist.<\/figcaption><\/figure>\n<p><strong>There\u2019s a saying given to many new investors: <i>don\u2019t catch a falling knife<\/i><\/strong><span style=\"font-weight: 400;\"><strong>.<\/strong> You have to wait for the knife to hit the floor first, before you can safely pick it up. If you pick up the knife before it hits the ground, you\u2019re going to cut yourself.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And that\u2019s a good analogy for those who bought properties at some point between 2013 and 2016, each one thinking they were the one who\u2019d buy at the lowest prices. But as you can see, a lot of them were wrong, and saw prices keep falling despite their belief prices had bottomed out.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Simply put, it\u2019s a bit of a gamble to try and \u201cwait and see\u201d for the best price. The difference is that, when you gamble, you at least have a clear idea on the size of your bet. You can\u2019t predict how low, or how high exactly, the property market can jump.<\/span><\/p>\n<p>When buying property, try to put your needs, priorities and budget first ahead of looking into the crystal ball. Try telling your pregnant wife to wait a few more months before buying a property because you&#8217;re a prophet \u2014 you&#8217;re clearly asking for trouble. The same goes for selling property, too; the truth is there&#8217;s <em>no<\/em> best time to sell.<\/p>\n<ol start=\"2\">\n<li>\n<h3><b> The Singapore government is very interventionist and dynamic, when it comes to residential property<\/b><\/h3>\n<\/li>\n<\/ol>\n<p>Our Minister for National Development, Lawrence Wong, couldn&#8217;t have put it better. Just this week, he said that &#8220;the Government cannot, and will not, take a hands-off attitude to the property cycle. So there should not be any surprise when we intervene.&#8221;<\/p>\n<p><span style=\"font-weight: 400;\">In one sentence, it&#8217;s now irrefutable that property buyers and sellers in Singapore <em>can\u2019t<\/em> rely on \u201cnatural\u201d free market forces to govern property prices; you need to consider that Singapore\u2019s government can \u2014 and very often is willing \u2014 to change the direction of the market. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">We\u2019d remind you that many of the cooling measures, such as the ones on <\/span><a href=\"https:\/\/www.channelnewsasia.com\/singapore\/absd-showflats-queues-property-cooling-measures-808506\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">5th\u00a0<\/span><span style=\"font-weight: 400;\">July 2018<\/span><\/a><span style=\"font-weight: 400;\">, took effect immediately, taking everyone by surprise.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the time, the property market was near its highest point in four years. Those who bought in 2017, before the en-bloc fever started, were probably congratulating themselves on buying before prices started to rise again. But with new cooling measures in place, property prices have again started to creep downward; and there\u2019s no telling if it will fall even lower, and they caught a falling knife anyway (see point 1).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s hard enough to try and predict the property market movements, without also having to second-guess the government. But if you must, what Minister Wong said next might be helpful (and disappointing to speculators of Singapore property):<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Our aim is not to bring prices down. Our aim is to steady the property cycle &#8230; and have a sustained property market where prices move broadly in line with income growth or fundamentals.&#8221;<\/span><\/p>\n<figure id=\"attachment_21465\" aria-describedby=\"caption-attachment-21465\" style=\"width: 720px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"size-full wp-image-21465\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/11\/lawrence-wong.jpg\" alt=\"Lawrence Wong\" width=\"720\" height=\"480\"><figcaption id=\"caption-attachment-21465\" class=\"wp-caption-text\">Property speculators HATE this guy.<\/figcaption><\/figure>\n<ol start=\"3\">\n<li>\n<h3><b> Interest rates are going up<\/b><\/h3>\n<\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">We don\u2019t know for sure if property prices will continue to trend down, but we do know one thing with greater certainty: interest rates are likely to keep going up.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2014, 3-month <\/span><a href=\"https:\/\/abs.org.sg\/rates-sibor\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">SIBOR rates<\/span><\/a><span style=\"font-weight: 400;\">* were at around 0.406. But as of today, the rate is 1.76, more than four times higher in the span of just around four years. This is because the unusually low interest rates back then were a result of the 2008 Global Financial Crisis. Since then, home loan rates in Singapore have been abnormally low for almost a decade, leaving little room to go but up in the coming years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">During and right after the crisis, it was easy to get home loan interest rates of around 1.4%. As of 2018, rates of around 1.8% have become more common. The historical average in Singapore, if you look before the financial crisis, is somewhere between 3 to 4% per annum.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As the US recovers from the last crisis, its central bank will gradually raise interest rates, and local rates will rise in tandem.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So the longer you wait to buy a house, the more likely it is that you\u2019ll be paying a higher interest rate from the outset. This is the most straightforward reason why may not be the best idea to \u201cwait and see\u201d for too long before making the property purchase you&#8217;ve long been intending to. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">*<\/span><i><span style=\"font-weight: 400;\">The Singapore Interbank Offered Rate (SIBOR) is used to determine mortgage interest rates for many bank home loans, and reflects on the general interest rate for borrowing from local banks<\/span><\/i><\/p>\n<h3><b>The lesson for property buyers? If you miss the bottom when it comes, you can end up spending even more than if you just buy now<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">When the big property upswing comes, each one tends to be bigger than the last. And you\u2019ll be surprised just how quickly prices can rise across the board, when that upswing comes around. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bear in mind that, when property prices rose again in the <\/span><a href=\"https:\/\/www.straitstimes.com\/business\/property\/singapore-private-home-prices-rise-34-in-q2-after-39-jump-in-q1-ura-flash-data\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">April to June quarter<\/span><\/a><span style=\"font-weight: 400;\">, they were already close to the last peak in 2013. In fact, they were expected to return to 2013 peak prices <\/span><a href=\"https:\/\/www.businesstimes.com.sg\/real-estate\/new-peak-in-singapore-private-home-prices-expected-by-the-end-of-2018\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">in as little as one to two quarters<\/span><\/a><span style=\"font-weight: 400;\">, had it not been for the new cooling measures. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Given that prices were down more than 11% between the last peak in 2013 and 2016, this means we actually saw a spike of close to 10% in the span of less than a year. In the space of a few months, almost four years of property price declines were undone.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And if you look at property prices in Singapore over the decades, this is what you\u2019ll see:<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><strong>The upswings are bigger, and more sustained, than the short periods of decline.<\/strong> So to repeat our point: if you decide to \u201cwait and see\u201d, but you wait even a little bit too long, you could end up buying at an even higher price than the present.<\/span><\/p>\n<figure id=\"attachment_21466\" aria-describedby=\"caption-attachment-21466\" style=\"width: 912px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"size-full wp-image-21466\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/11\/ura-private-property-price-index.jpg\" alt=\"URA Private Property Price Index\" width=\"912\" height=\"494\"><figcaption id=\"caption-attachment-21466\" class=\"wp-caption-text\">The URA Private Property Price Index shows that property price upswings have historically been bigger and more sustained than periods of decline. Credit: Urban Redevelopment Authority (URA)<\/figcaption><\/figure>\n<h3><b>So, rather than worry about whether the overall market has bottomed out, homebuyers should pay attention to whether a specific property is a good buy.<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Don\u2019t worry too much about the general state of the market. Instead, pay attention to the prices of specific properties. You can find a house that\u2019s cheap even when prices are at their peak, and you can end up buying a house that\u2019s too expensive even when the market is down.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Focus on the prices of units <\/span><i><span style=\"font-weight: 400;\">relative to their neighbours<\/span><\/i><span style=\"font-weight: 400;\"> (a free way to do that is with the <\/span><a href=\"https:\/\/www.99.co\/https:\/\/www.99.co\/?utm_source=blog%20main%20site%20conversion\"><span style=\"font-weight: 400;\">99.co property portal<\/span><\/a><span style=\"font-weight: 400;\">.) If you see that a particular unit is cheaper, but has the same location and overall amenities, there\u2019s a good chance you\u2019re looking at a value buy. In this case, you may want to make your move quickly, rather than keep waiting. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lastly, remember that, because each property is so different, it\u2019s not uncommon for homes to buck market trends, whatever they might be at any particular time.<\/span><\/p>\n<p><em>Is a &#8220;wait and see&#8221; approach to buying property bad or good?
