Today, we&#8217;re looking at <strong>stigmatised property<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-is-a-stigmatised-property\">What is a stigmatised property?<\/h2>\n\n\n<div class=\"wp-block-image wp-image-26042\">\n<figure class=\"aligncenter is-resized\"><img decoding=\"async\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2019\/05\/stigmatised-property-ghost.jpg\" alt=\"A creepy shadow in front of a toilet door\" class=\"wp-image-26042\" width=\"700\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2019\/05\/stigmatised-property-ghost.jpg 1000w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2019\/05\/stigmatised-property-ghost-150x99.jpg 150w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><figcaption>A stigmatised property can be due to an alleged death or a belief in hauntings.<\/figcaption><\/figure><\/div>\n\n\n<p>A stigmatised property is one that&#8217;s undesirable due to <em>non-demonstrable <\/em>flaws. In other words, there is nothing physically wrong with the property, or its location. The undesirable quality can arise from:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>An alleged death on the property, particularly in the form of murder or suicide<\/li><li>Social or cultural beliefs, such as poor Feng Shui, or superstitions regarding a property numbered #4-44<\/li><li>Spiritual beliefs, such as beliefs in hauntings<\/li><li>Past events in the neighbourhood, which are no longer demonstrably present (e.g. the area used to be the site of a brothel, graveyard, gambling den, and so forth)<\/li><\/ul>\n\n\n\n<p><em>Regardless of whether you believe in these things<\/em>, other buyers or tenants might. As such, they can have a real impact on the price and rentability of the property.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-an-important-note-about-stigmatised-property-ssd-and-mop\">An important note about stigmatised property, SSD, and MOP<\/h3>\n\n\n\n<p>The <a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-sellers-stamp-duty-ssd\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sellers Stamp Duty (SSD) <\/a>is a tax imposed when you sell a property, within three years of buying it. This is 12% on the first year, 8% on the second year, and 4% on the third year.<\/p>\n\n\n\n<p>The SSD is usually not an issue for most home buyers. Most people don&#8217;t sell within three years. However, the SSD can aggravate problems when a property is already stigmatised. For example, say a buyer is a little superstitious; he believes that a property really could be &#8220;unclean&#8221; because the previous owner committed suicide, or was murdered.<\/p>\n\n\n<div class=\"wp-block-image wp-image-21117\">\n<figure class=\"aligncenter is-resized\"><img decoding=\"async\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/10\/99co-CEA-Handle-Own-Money.jpg\" alt=\"Handle all monies related to the transaction on your own\" class=\"wp-image-21117\" width=\"700\"\/><figcaption>How are the SSD and MOP affected?<\/figcaption><\/figure><\/div>\n\n\n<p>Should he purchase the stigmatised property, what would he do if his worst fears come true? Due to the SSD, he would be faced with a massive stamp duty, were he to try and sell the place and move on. As such, he is even less likely to buy, given that the SSD could financially lock him into a &#8220;dirty&#8221; property for three years.<\/p>\n\n\n\n<p>This is also true with regard to the <a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-minimum-occupation-period-mop\/\" target=\"_blank\" rel=\"noreferrer noopener\">Minimum Occupancy Period<\/a> (MOP) for flats. You cannot sell a flat on the open market until you&#8217;ve lived in it for at least five years; and we&#8217;re pretty sure HDB doesn&#8217;t accept hauntings as an acceptable reason.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-do-properties-lose-their-stigma\">How do properties lose their stigma?<\/h2>\n\n\n\n<p>Here&#8217;s the upside: <strong>you don&#8217;t need to do anything to fix it<\/strong>.<\/p>\n\n\n\n<p>For murders, suicides, etc., the simple cure is time. For example, there was a point in time when people were worried about Bishan, because a lot of the neighbourhood is built over exhumed graves. Today, almost no one cares about it anymore (we discussed this in a <a href=\"https:\/\/www.99.co\/singapore\/insider\/buyers-spooked-cemetry-homes\/\" target=\"_blank\" rel=\"noreferrer noopener\">previous article<\/a>).<\/p>\n\n\n\n<p>Simply put, people&#8217;s memories are limited. A few months or a year from now, most people won&#8217;t recall the exact unit or block where a murder took place; no matter how widely publicised it was.<\/p>\n\n\n<div class=\"wp-block-image wp-image-25051\">\n<figure class=\"aligncenter is-resized\"><img decoding=\"async\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2019\/04\/kampung-spirit-hdb-singaporeans.jpg\" alt=\"multi-ethnic singaporeans sitting\" class=\"wp-image-25051\" width=\"700\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2019\/04\/kampung-spirit-hdb-singaporeans.jpg 1000w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2019\/04\/kampung-spirit-hdb-singaporeans-150x100.jpg 150w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><figcaption>People will forget a property&#8217;s stigma in due time.<\/figcaption><\/figure><\/div>\n\n\n<p>But here&#8217;s the downside: there&#8217;s nothing you can really do to fix it, while the memory is fresh. You&#8217;ll just have to wait till the collective memory fades, however long that takes.<\/p>\n\n\n\n<p>Some property sellers, however, also take extra steps. For example, they might get a medium to &#8220;cleanse&#8221; the place, or some have even applied to change a unit&#8217;s number if it&#8217;s permissible (e.g. changing 44 to 43B).<\/p>\n\n\n\n<p>Another alternative is to clean the house physically, because some sellers know about&#8230;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-the-correlation-between-poor-maintenance-and-stigmatised-property\">The correlation between poor maintenance, and stigmatised property<\/h3>\n\n\n\n<p>Among professionals in the property market, it&#8217;s long been recognised that stigmatisation can be a side-effect of poor maintenance.<\/p>\n\n\n<div class=\"wp-block-image wp-image-26043\">\n<figure class=\"aligncenter is-resized\"><img decoding=\"async\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2019\/05\/stigmatised-property-dirty-house.jpg\" alt=\"A run down apartment\" class=\"wp-image-26043\" width=\"700\"\/><figcaption>Stigmatisation can be a side-effect of poor maintenance.<\/figcaption><\/figure><\/div>\n\n\n<p>Simply put, it&#8217;s the shabbiest, most run-down houses that are accused of being haunted (physically dirty = spiritually dirty, in the minds of many). Even if there <em>was<\/em> no murder or suicide, people tend to make up such stories about run-down houses.<\/p>\n\n\n\n<p>Sometimes, a fresh coat of paint and general cleaning is all it takes to make a &#8220;haunted house&#8221; look welcoming again.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-does-a-property-agent-have-to-tell-you-whether-a-murder-took-place-there\">Does a property agent have to tell you whether a murder took place there?<\/h3>\n\n\n\n<p>The rule is &#8220;when it&#8217;s relevant&#8221;. In practice, this means the property agent probably won&#8217;t bring it up voluntarily. But if you <em>ask <\/em>about such issues, they&#8217;re not supposed to lie; if they <em>know<\/em> for a fact that it happened, they need to tell you the truth.<\/p>\n\n\n\n<p>(It&#8217;s a different matter if the seller didn&#8217;t disclose this to the property agent).<\/p>\n\n\n\n<p>As for questions about Feng Shui or hauntings, you&#8217;re better off asking someone with a background in mysticism \/ spirituality. There&#8217;s no way for your property agent can objectively tell you whether a house is haunted (the law has no provision for the supernatural).<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-bits-of-property-jargon-confuse-you-let-us-know-in-the-comments-section-below\">What bits of property jargon confuse you?
