{"id":29581,"date":"2019-09-18T08:00:50","date_gmt":"2019-09-18T00:00:50","guid":{"rendered":"https:\/\/www.99.co\/blog\/singapore\/?p=29581"},"modified":"2022-06-13T17:24:09","modified_gmt":"2022-06-13T09:24:09","slug":"what-will-really-happen-to-the-hdb-resale-market-now","status":"publish","type":"post","link":"https:\/\/www.99.co\/singapore\/insider\/what-will-really-happen-to-the-hdb-resale-market-now\/","title":{"rendered":"What Will Really Happen To The HDB Resale Market Now?"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div><p><strong>There\u2019s been a considerable bit of hoohah over how the recent changes in <a href=\"https:\/\/www.99.co\/singapore\/insider\/raised-income-ceiling-and-enhanced-housing-grant-for-hdb-buyers\/\" target=\"_blank\" rel=\"noopener noreferrer\">income ceiling for HDB BTO flats<\/a> and housing grant could potentially impact the resale market.\u00a0<\/strong><\/p>\n<p><span style=\"font-weight: 400;\">Industry observers believe that the move could have a <\/span><a href=\"https:\/\/www.99.co\/singapore\/insider\/will-condo-sales-be-affected-by-the-new-hdb-policy-changes\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">positive impact on the HDB resale market<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Why? <\/span><\/i><span style=\"font-weight: 400;\">This comes with the increased accessibility and potentially higher demand for resale flats.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The larger pool of buyers could mean that more existing HDB flat owners would be able to upgrade to a private condo moving forward.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But first, let\u2019s take a look at the various HDB policy changes throughout the years to find out if there is a correlation between policy changes and home prices in the resale market.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><b><i>Policy Changes and HDB Resale Prices: Correlated or Not?<\/i><\/b><\/li>\n<\/ul>\n<figure id=\"attachment_29583\" aria-describedby=\"caption-attachment-29583\" style=\"width: 849px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-29583\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2019\/09\/HDB-policy-changes.jpg\" alt=\"\" width=\"849\" height=\"549\"><figcaption id=\"caption-attachment-29583\" class=\"wp-caption-text\"><em>Yes, the government intervenes a lot in the property market. But you knew that already.<\/em><\/figcaption><\/figure>\n<h2><\/h2>\n<h2><\/h2>\n<h2><b>Will the new policy changes really bolster HDB resales? Raising the income ceiling in the past didn\u2019t have an effect on prices<\/b><b><\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Past data suggests that raising the income ceiling for BTO flats and ECs had had <\/span><i><span style=\"font-weight: 400;\">minimal impact <\/span><\/i><span style=\"font-weight: 400;\">on HDB resales.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is as observed in the ceiling revisions that occured in August 2011, August 2015 and September 2019:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">When the HDB resale market boomed from 2008 to 2012, an $8,000 to $10,000 income ceiling increase neither accelerated nor slowed the rise of resale prices.\u00a0<\/span><\/p>\n<h2><\/h2>\n<h2><b>This boom continued unhindered right up until July 2013&#8230;<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Until the government announced the tightening of HDB loans and the use of CPF funds for HDB flats with remaining leases of less than 60 years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This bombshell, along with lower <\/span><a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-mortgage-servicing-ratio-msr\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">Mortgage Servicing Ratios<\/span><\/a><span style=\"font-weight: 400;\"> (MSR) and tighter subletting rules imposed earlier in the same year, reversed the course of the HDB resale market literally overnight.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another consequential move was made in February that year to de-link BTO prices from prices of resale flats \u201cto keep the prices of new flats stable and affordable\u201d.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/p>\n<h2><\/h2>\n<h2><b>March 2014: The govt moves in to further keep HDB prices even more affordable<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">With resale prices on the decline, HDB abolished the practice of offering <\/span><a href=\"https:\/\/www.99.co\/singapore\/insider\/affordable-resale-flats-chinatown\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400;\">cash-over-valuation<\/span><\/a><span style=\"font-weight: 400;\"> (COV) in the sale process, eliminating profiteering on the part of HDB sellers.<\/span><\/p>\n<h2><\/h2>\n<h2><b>Conclusion?\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">If anything, the regular four-year intervals between income ceiling revision \u2013 seem to indicate that the purpose of the measure is simply to keep up with the rising median income of Singaporeans.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While the outcome of the latest policy revisions still remains to be seen, we believe that macro factors such as a <\/span><a href=\"https:\/\/www.99.co\/singapore\/insider\/hdb-bank-loans\/\"><span style=\"font-weight: 400;\">low-interest environment<\/span><\/a><span style=\"font-weight: 400;\">, and demand-and-supply factors could hold more sway in determining the course of the HDB resale market than an increase in income ceiling and housing grants.<\/span><\/p>\n<p><i>What do you think will happen to the HDB resale market?
