{"id":34779,"date":"2020-06-17T19:54:33","date_gmt":"2020-06-17T11:54:33","guid":{"rendered":"https:\/\/www.99.co\/blog\/singapore\/?p=34779"},"modified":"2022-06-13T17:25:30","modified_gmt":"2022-06-13T09:25:30","slug":"property-viewing-phase-2-covid","status":"publish","type":"post","link":"https:\/\/www.99.co\/singapore\/insider\/property-viewing-phase-2-covid\/","title":{"rendered":"Property Viewing in Phase 2: What you need to know"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div><p>[6 July 2020: Article updated to reflect the latest property viewing regulatons correct as of 30 June.]<\/p>\n<p>As we stumble out of our homes, blinking at the sunlight like Vault Dwellers in a <em>Fallout <\/em>cut scene, it will become apparent that things have changed. <strong>Although in-person property viewings can resume and and condo sales galleries can reopen in <a href=\"https:\/\/www.channelnewsasia.com\/news\/singapore\/covid-19-phase-2-of-reopening-to-start-from-jun-19-social-12835758\">Phase 2 of safe-reopening<\/a>, there&#8217;s a whole list of conditions attached and &#8220;safe management&#8221; guidelines to follow.<\/strong> Here&#8217;s a roundup:<\/p>\n<h2>Phase 2 regulations for condo showflats<\/h2>\n<p>From 19 June 2020, developers may resume the operation of their condo showflats, according to the Urban Redevelopment Authority (URA). That said, the below safe management measures must be followed to minimise the risk of Covid-19 transmission:<\/p>\n<ul>\n<li><strong>Viewings shall be &#8216;by appointment only&#8217; with fixed time slots<\/strong>; no open house or walk-ins are allowed<\/li>\n<li><strong>Everyone must log their entrance and exit timings<\/strong> to the show gallery they visit to facilitate contact tracing (e.g. using SafeEntry)<\/li>\n<li><strong>Setting a maximum capacity for the show gallery<\/strong> and within show units based on a minimum of 10 square metres (sqm) per person<\/li>\n<li><strong>Limiting groups to a maximum of FIVE<\/strong>, including salespersons and prospective buyers<\/li>\n<li><strong>A minimum of 1-metre (1m) distance<\/strong> must be maintained between individuals at all times<\/li>\n<li><strong>Persons who are unwell must not attend; <\/strong>salespersons may ask clients who appear unwell to leave and go home\/see a doctor<\/li>\n<li><strong>No mingling or mixing of groups are allowed<\/strong><\/li>\n<li><strong>All persons must wear a mask<\/strong> that closely and completely cover the nose and mouth. (For children 12 years or below and persons who have health condition(s) that may result in breathing or other difficulties when a mask is worn for a prolonged period of time, face shields may be worn instead.)<\/li>\n<li><strong>All attendees are encouraged to sanitise their hands<\/strong> using hand sanitisers<\/li>\n<li><strong>See, but don&#8217;t touch:<\/strong> Appropriate measures must be taken to reduce contact with surfaces<\/li>\n<li><strong>Regular cleaning and sanitising of high-touch areas<\/strong>, such as ktichen countertops, must take place<\/li>\n<li><strong>Do not hand out\/take materials<\/strong> (e.g. brochures, flyers, documents); such materials should be delivered via electronic means to clients<\/li>\n<\/ul>\n<p>To ensure developers adhere to the above, they will be required to submit a completed checklist to the URA setting out the safe management measures that will be put in place.<\/p>\n<p><strong>With the measures above, prospective buyers can have peace of mind when visiting condo showflats from 19 June onwards.<\/strong><\/p>\n<p>Similar measures are also in place for viewing completed properties. However, there&#8217;s some slight differences to note.<\/p>\n<h2>Phase 2 regulations for viewing of completed properties<\/h2>\n<p>Renting or selling an existing property? According to the Council for Estate Agencies (CEA), <strong>prospective buyers viewing a completed property for the first time should first arrange for a virtual viewing (e.g. video viewing) before visiting the property in-person<\/strong>. This is to reduce the number of viewings needed to decide on a property, and minimise the risk of spread of Covid-19.<\/p>\n<p>There&#8217;s these things to keep in mind too:<\/p>\n<ul>\n<li><strong>Viewing shall be &#8216;by appointment only&#8217;;<\/strong> no open house or walk-ins are allowed<\/li>\n<li><strong>Start and end times must be clearly stated<\/strong>, known to the attendees of the viewing, and adhered to<\/li>\n<li><strong>Duration of viewing<\/strong> should be kept &#8220;as short as possible&#8221;<\/li>\n<li><strong>Persons from different households must maintain 1m safe distance at all times<\/strong><\/li>\n<li><strong>Persons who are unwell must not attend; <\/strong>agents may ask clients who appear unwell to leave and go home\/Nosee a doctor<\/li>\n<li><strong>All attendees are encouraged to sanitise their hands <\/strong>using hand sanitisers<\/li>\n<li><strong>Viewing records must be kept, manually or digitally. Seller&#8217;s agent may register a SafeEntry QR code<\/strong> for the property prior to any viewing and require all visitors (e.g. buyer&#8217;s agent and prospective buyer) to sign in\/out<\/li>\n<li><strong>If no seller&#8217;s agent is involved,<\/strong> buyer&#8217;s agent can register for a SafeEntry QR code prior to the viewing<\/li>\n<li><strong>Back-to-back viewings are not allowed.<\/strong> There should be a time gap between appointments to prevent gatherings or physical interactions between groups of viewers\/other people<\/li>\n<li><strong>The group of people viewing the property is limited to FIVE persons, including the property agent.<\/strong> The number does not include the current owner and the property&#8217;s occupants.<\/li>\n<li><strong>See, but don&#8217;t touch:<\/strong> Keep doors and windows open and the lights on to prevent attendees from touching surfaces. (If house is occupied, ask the owners to do prepare the house this way.)<\/li>\n<li><strong>Property agents may wear gloves<\/strong> to prepare and facilitate the house for viewing<\/li>\n<li><strong>Do not hand out\/take materials<\/strong> (e.g. brochures, flyers, inventory lists, OTPs); such materials should be delivered via electronic means to clients<\/li>\n<\/ul>\n<figure id=\"attachment_34806\" aria-describedby=\"caption-attachment-34806\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/06\/phase-2-covid-19-property-viewing-guidelines-v2.png\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-34806\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/06\/phase-2-covid-19-property-viewing-guidelines-v2.png\" alt=\"phase 2 covid 19 property viewing guidelines\" width=\"600\" height=\"352\"><\/a><figcaption id=\"caption-attachment-34806\" class=\"wp-caption-text\">Remember this and stay safe!<\/figcaption><\/figure>\n<h2>Other real estate activity guidelines in Phase 2<\/h2>\n<p>There&#8217;s more to Covid-19 safe management guidelines than just property viewing. We summarise the key ones:<\/p>\n<ul>\n<li>No in-person property seminars and training sessions.<\/li>\n<li>Property agents and assigned vendors may enter properties to photograph and film the premises for marketing purposes. The same safe management guidelines (e.g. maximum group of five, contact tracing records) apply.<\/li>\n<li>Continue to defer all door-to-door and face-to-face marketing activities.<\/li>\n<li>Client visits to real estate offices should only occur where wet-ink signatures are required. The same safe management guidelines apply.<\/li>\n<li>Agent can be present during takeovers\/handovers, but it should be kept to a single meeting with minimal interaction. The same safe management guidelines apply.<\/li>\n<li>Use IT tools whenever possible.<\/li>\n<\/ul>\n<h2>What&#8217;s the overall impact?<\/h2>\n<figure id=\"attachment_32820\" aria-describedby=\"caption-attachment-32820\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/04\/buy-rent-house-virtual-viewing.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-32820\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/04\/buy-rent-house-virtual-viewing.jpg\" alt=\"buy-rent-house-virtual-tour-viewing\" width=\"600\" height=\"350\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/04\/buy-rent-house-virtual-viewing.jpg 1200w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/04\/buy-rent-house-virtual-viewing-150x88.jpg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-32820\" class=\"wp-caption-text\">We&#8217;re slowly and surely getting used to virual viewings.<\/figcaption><\/figure>\n<p>Some sellers and agents aren&#8217;t going to like the fact that doors and windows have to be open during viewings, as this will make the property noisier than it seems. This is especially the case with ground floor units near pool areas, or units facing the highways and MRT tracks. Hopefully, buyers will understand it&#8217;s much quieter when closed up.<\/p>\n<p>Given that there&#8217;s more than an agent has to do to organise and facilitate viewings, now may also be a good time to <a href=\"https:\/\/www.99.co\/singapore\/insider\/exclusive-rights-vs-multiple-property-agents-better\/\">get an exclusive agent<\/a>.
