Property agent seeks brothel operator for Geylang shophouse"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div><p>[<strong>17 November 2020:<\/strong> This article has been updated with comments from the Council of Estate Agencies (CEA)]<\/p>\n<p>This probably wouldn\u2019t be news in, say, Amsterdam or Sydney, but a Singapore property agent has put up a rental listing for a shophouse in <a href=\"https:\/\/www.99.co\/singapore\/sale?listing_type=sale&amp;map_bounds=1.301045%2C103.870792%2C1.322868%2C103.89386&amp;name=Lorong%2020%20Geylang&amp;page_num=1&amp;page_size=35&amp;property_segments=residential&amp;query_coords=1.3113035863563973%2C103.88134954927631&amp;query_ids=sn838da9288f1423c66a2e&amp;query_limit=radius&amp;query_type=google&amp;radius_max=165&amp;rental_type=unit&amp;show_cluster_preview=true&amp;show_future_mrts=true&amp;zoom=18\">Lorong 20 Geylang<\/a> targeting \u201clicensed brothel operators\u201d.<\/p>\n<p>Available for rent from mid-2021 onwards, the 2,000 square feet property is located within a red-light district. The agent tasked with marketing this, Marc Lee of Propnex, has already come across a few hurdles because of the B-word.<\/p>\n<h2><strong>Just doing what the landlord instructed: Agent<\/strong><\/h2>\n<p>\u201cThe landlord gave me the instruction to rent out his place at Lorong 20 Geylang, which is within a red-light district. He specifically asked me to find a licensed brothel operator to rent the premises to, so I just went and listed it accordingly,\u201d Marc told 99.co.<\/p>\n<p>The shophouse is a two-storey, corner terrace owned by a corporate entity. Marc clarified that the landlord is purely a property owner without the licence to operate a brothel. width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/div>\n<p>&nbsp;<\/p>\n<p><strong>Two weeks after he had put the original listing up with the headline \u2018Seeking Brothel Operator @ Geylang Lorong 20\u2019 on a local property portal, Marc received a call from the Council of Estate Agencies (CEA).<\/strong><\/p>\n<p>\u201cCEA called me today (15 December) and I told them that it was the landlord that gave the instruction how to market [the property.]\u201d<\/p>\n<p>\u201cThey told me to take [the listing] down saying it\u2019s not appropriate.\u201d<\/p>\n<figure id=\"attachment_38794\" aria-describedby=\"caption-attachment-38794\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-brothel-shophouse-for-rent.png\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-38794\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-brothel-shophouse-for-rent.png\" alt=\"geylang brother shophouse for rent\" width=\"600\" height=\"948\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-brothel-shophouse-for-rent.png 1200w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-brothel-shophouse-for-rent-972x1536.png 972w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-brothel-shophouse-for-rent-150x237.png 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-38794\" class=\"wp-caption-text\">Marc&#8217;s original listing was taken down.<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>On the same day, Marc found that his original listing had been taken down. \u201cI didn\u2019t even have the time to go to my account but the portal had already removed the listing,\u201d Marc said.<\/p>\n<p><strong>Under CEA\u2019s <a href=\"https:\/\/www.cea.gov.sg\/docs\/default-source\/legislation-guideliness\/Practice-Guidelines-Circulars\/professional-service-manual\/psm.pdf\">Professional Services Manual<\/a>, real estate salespersons are required to \u201cact in the best interest of the client\u201d and \u201cact in accordance with the lawful instructions of the client\u201d.<\/strong><\/p>\n<p><strong>On top of that, real estate salespersons \u201cmust not advertise any property at a price or on other terms, or in any manner, different from those instructed by the client\u201d in accordance with the Estate Agents Act.<\/strong><\/p>\n<p>The Act additionally states that the advertisement and its placement must not \u201cdirectly or indirectly infringe any law or legal rights.\u201d<\/p>\n<p>Since operating a brothel with a valid licence is <a href=\"https:\/\/irblaw.com.sg\/learning-centre\/prostitution-in-singapore\/\">deemed legal in Singapore<\/a>, the instruction given by Marc\u2019s client can be deemed to be entirely lawful, and so it would appear that Marc has the duty to put up the original listing as is.<\/p>\n<figure id=\"attachment_38795\" aria-describedby=\"caption-attachment-38795\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-38795\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-brothel-red-light-district.jpeg\" alt=\"Geylang brothel red light district\" width=\"600\" height=\"338\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-brothel-red-light-district.jpeg 1440w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-brothel-red-light-district-150x84.jpeg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><figcaption id=\"caption-attachment-38795\" class=\"wp-caption-text\">One of the photos included in Marc&#8217;s listing, which are not meant to show the actual property.<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>CEA got in touch with 99.co on 17 December 2020 to clarify that it &#8220;did not request the agent to remove his advertisement&#8221;.<\/p>\n<p>&#8220;We understand that [the property portal] had suspended the property agent&#8217;s initial advertisement due to the nature of the advertisement content,&#8221; said the spokesperson from the CEA. &#8220;The property agent had amended the advertisement with more appropriate content which [the property portal] had since listed it on its portal.&#8221;<\/p>\n<p><strong>&#8220;CEA has consistently reminded property agents that they are to conduct themselves professionally when advertising properties both on print and online platforms. These are often the first touchpoints that they have with potential clients, and also the general public, to form a positive impressive. Property agents should therefore ensure that the content of their advertisements is accurate and appropriate.&#8221;<\/strong><\/p>\n<p>The spokesperson added that &#8220;CEA does not prescribe specific guidelines for property agents who place advertisements for different property types and uses. Property agents must avoid and advise their clients against placing advertisements with inappropriate content that could potentially be offensive to others.&#8221;<\/p>\n<h2><strong>Brothel a \u201cprofessional word to use\u201d<\/strong><\/h2>\n<p>Before putting up his original listing, Marc considered alternatives to the B-word without success.<\/p>\n<p><strong>\u201cThe thing is I don\u2019t know what other words I can use. The specific word is \u2018brothel\u2019, and I think it\u2019s quite a professional word to use.&#8221;<\/strong><\/p>\n<p><strong>\u201cSo I just listed it accordingly. After all, a warehouse is called a warehouse, right? So I really don\u2019t know how else to put a brothel without being inaccurate or distorting what my client had instructed me to do,\u201d Marc said.<\/strong><\/p>\n<p>\u201cI\u2019m not disappointed [by CEA\u2019s decision]. I will adhere to what CEA asked me to do, but even before I could take any action with regards to my listing, it was taken down by the portal.\u201d<\/p>\n<p>The listing was also repulished on 99.co&#8217;s property portal with the headline changed to \u2018Shophouse for Rent in Lorong 20 Geylang\u2019. The phrase \u2018seeking licensed brothel operator\u2019 is more discreetly placed within the listing\u2019s body copy.<\/p>\n<figure id=\"attachment_38796\" aria-describedby=\"caption-attachment-38796\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-shophouse-for-rent-99co.png\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-38796\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-shophouse-for-rent-99co.png\" alt=\"Geylang shophouse for rent 99.co\" width=\"600\" height=\"496\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-shophouse-for-rent-99co.png 1200w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-shophouse-for-rent-99co-150x124.png 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-38796\" class=\"wp-caption-text\">Marc&#8217;s listing on 99.co.<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<h2><strong>Geylang shophouse layout ill-suited for other uses<\/strong><\/h2>\n<p>According to the Urban Redevelopment Authority (URA) Master Plan, the shophouse in question is currently zoned commercial-institutional and is also approved for use as a residential property.<\/p>\n<p>Marc pointed out that, although certain lorongs in Geylang \u201cbelong within the red-light district\u201d, the authorities do not explicitly state whether a property within that zone can be used as a brothel.<\/p>\n<p>Rather, the legal use of a property in the red-light district as a brothel is simply determined by whether the tenant has a brothel operator licence.<\/p>\n<figure id=\"attachment_38797\" aria-describedby=\"caption-attachment-38797\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" class=\"wp-image-38797 size-full\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-brothel-red-light-district-singapore-day.jpg\" alt=\"geylang brothel red light district Singapore day\" width=\"600\" height=\"375\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-brothel-red-light-district-singapore-day.jpg 600w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/12\/geylang-brothel-red-light-district-singapore-day-150x94.jpg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><figcaption id=\"caption-attachment-38797\" class=\"wp-caption-text\">There is no official record or designation as to whether a property in Singapore can be used as a brothel.<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>Marc told 99.co that the Lorong 20 Geylang shophouse had been used as a brothel in the past, although he stated that \u201cit is not currently being used as one and is in vacant possession\u201d.<\/p>\n<p><strong>Although a tenant can technically use the property for any other purposes, there\u2019s little reason for anyone other than a brothel operator to rent the place, seeing as the current layout features 13 rooms with attached toilets whereas residential private properties are limited by an occupancy cap of six persons.<\/strong><\/p>\n<p>\u201cThe landlord specifically asked me to find a licensed brothel operator who can maximise the use of the property,\u201d Marc said.<\/p>\n<p>\u201cThe shophouse has been standing for twenty-odd years, it\u2019s not new, and I mean anyone can guess why it has 13 rooms and 13 toilets.\u201d<\/p>\n<p><strong>The property agent, who has a portfolio of commercial and industrial properties under his belt, also pointed out that the asking rental, priced at $8,500 per month, only makes financial sense if the tenant is a licensed brothel operator.<\/strong><\/p>\n<p>\u201cIt\u2019s about complementary businesses. Just like how a shophouse in Boat Quay is best suited for a seafood restaurant because of the tourist flow, the best decision for a shophouse owner in the red-light district is to rent the property out as a brothel.\u201d<\/p>\n<p>When 99.co looked at properties along Lorong 20 Geylang on Google Street View, it is evident that some of them are currently being used as brothels.<\/p>\n<div style=\"text-align: center;\"><iframe loading=\"lazy\" style=\"border: 0;\" tabindex=\"0\" src=\"https:\/\/www.google.com\/maps\/embed?pb=!4v1608005068825!6m8!1m7!1sPFn5MGsNkJ0Tq9hWLLMoWQ!2m2!1d1.310652484319752!2d103.8813959902731!3f358.7716955144017!4f6.855708389225313!5f0.7820865974627469\" width=\"900\" height=\"450\" allowfullscreen=\"allowfullscreen\" aria-hidden=\"false\"><span data-mce-type=\"bookmark\" style=\"display: inline-block; width: 0px; overflow: hidden; line-height: 0;\" class=\"mce_SELRES_start\">\ufeff<\/span><\/iframe><\/div>\n<p>&nbsp;<\/p>\n<h2><strong>Genuine enquiries only, please.<\/strong><\/h2>\n<p>Aware of the number of enquiries he might get (he&#8217;s already gotten a few over the last two weeks), Marc was adamant that he\u2019s looking for \u201creally serious existing licence holders\u201d on behalf of his client.<\/p>\n<p><strong>\u201cWhoever enquires about the property, I\u2019ll ask them \u2018Do you have an existing licence or are you a licence holder, or are you a licensed operator?\u2019\u201d<\/strong><\/p>\n<p><strong>\u201cI\u2019d tell them they can only view the property if they are a licensed operator.
