If you\u2019re new to Singapore, you may be a little surprised to learn that we have loan<\/span> <\/span>shark issues. I suppose we can be grateful: in lieu of murders and armed robbery, we have petty vandalism (which is the extent of most loan<\/span> <\/span>sharks these days.) Still, unless you want to be trapped out of your house the 41<\/span>st<\/span> time someone superglues the lock, look out for these loan shark signs:<\/span><\/p>\n

An important note about loan<\/span> <\/span>sharks in Singapore<\/span><\/strong><\/h3>\n

Here\u2019s what you <\/span>must<\/span> know: loan<\/span> <\/span>sharks in Singapore target addresses rather than chase debtors. They <\/span>don\u2019t care<\/span><\/a> whether the original debtor still lives there. <\/span><\/p>\n

Sometimes, they also threaten neighbouring units. Like this idiot who <\/span>set fire to<\/span> two<\/span> flats<\/span><\/a> \u2013 that\u2019s the sort of thing that affects you even if you didn\u2019t borrow a cent.<\/span><\/p>\n

In some cases, the new tenants are only able to resolve the problem by paying the <\/span>loanshark<\/span> a portion of the debt. You don\u2019t want to have to do that, or to even deal with the hassle. So be extra careful and watch for the following:<\/span><\/p>\n

Sign #1: CCTV cameras installed by the Police<\/span><\/strong><\/h2>\n

Even though it’s technically illega<\/a>l, CCTVs are becoming commonplace in HDB corridors, as residents take action to deter misdemeanours such as petty thefts.<\/span><\/p>\n

At times, however, you might come across a larger than usual CCTV camera with the Police sign on it and the phrase “Area Under Surveillance”. That’s legal, and could be something of concern for homeseekers who are viewing a unit at that level\/block.<\/span><\/p>\n

Normally, the Police doesn’t install cameras in common corridors of HDB flats. When they do, it could be a sign of either of these things: a serial thief, a crazy neighbour, loan<\/span> <\/span>sharks and reports of outrage of modesty at that location. All are huge red flags for buyers.<\/span><\/p>\n<\/div>\n<\/div>\n

If you see a Police CCTV, you might want to make small talk with a resident on the same floor to find out the story behind the Police CCTV. There’s always one.<\/span><\/p>\n

Sign #2: An extremely new lock, or a changed lock<\/span><\/strong><\/h2>\n

A basic tactic of loan<\/span> <\/span>shark harassment is to put some kind of industrial adhesive into the lock<\/span>s<\/span>. This causes the exact kind of problems you\u2019d expect (trapping you in or outside the apartment.)<\/span><\/p>\n

When you come for a viewing, you might notice the lock i<\/span>s extremely new, especially in contrast to the rest of the gate<\/span>. If you come back a second time, you might even <\/span>see the lock has changed. While<\/span> this is not proof of<\/span> loan shark activity,<\/span> it is<\/span> reason to be wary.<\/span><\/p>\n

Also check around the keyhole of the lock, and look for scuffmarks where someone may have been at it with a tool. If you see anything suspicious, it\u2019s a good idea to be super nice to the neighbours, and buy them a coffee. Then start asking questions about what they\u2019ve seen.<\/span><\/p>\n

Step #3: The stairwell has signs of<\/span>\u00a0graffiti <\/span><\/strong><\/h2>\n

Loan shark runners all splash paint on the front door. If they were imaginative enough to be different they would have actual jobs. <\/span><\/p>\n

T<\/span>he apartment\u2019s owner or agent will <\/span>have the front door<\/span> <\/span>repainted<\/span>, but they seldom extend their efforts to the corridors or nearest landing. Sometimes, the coat of paint <\/span>in these areas is too thin<\/span>; you may <\/span>still <\/span>be able to make out some of the <\/span>graffiti <\/span>under it. <\/span><\/p>\n

The standard graffiti<\/span> is <\/span>O$P$<\/span><\/a> (owe money, pay money). This will<\/span> be followed by the name, unit number, and NRIC number<\/span> <\/span>of debtor. This is one of the rare occasions when graffiti works to your convenience: squint and check that unit number.<\/span><\/p>\n

You can sometimes find the same graffiti in the lift, or in the mail collection areas.<\/span><\/p>\n<\/div>\n<\/div>\n

Sign #4: An unusually sparse corridor<\/span><\/strong><\/h2>\n

A central corridor usually has <\/span>some <\/span>amount of clutter<\/span>. <\/span>You may see potted plants, a skateboard, or at least a shoe rack.<\/span><\/p>\n

But if <\/span>you see the corridor <\/span>is completely bare<\/span>, get suspicious. When loan shark troubles strike, one of the <\/span>first things the neighbours<\/span> do is to shift everything indoors. <\/span><\/p>\n

(<\/span>You\u2019re not going to leave your stuff out when someone swings by to manically splash <\/span>paint every<\/span> night.<\/span>)<\/span><\/p>\n

An extra tip: y<\/span>ou can<\/span> use the corridor clutter to tell how safe the residents feel. Well cultivated plants, expensive shoes, or an unchained bicycle left in the<\/span> corridor all show confidence in the area\u2019s safety<\/span>.<\/span><\/p>\n

Psst.. chat up the neighbours to be sure.<\/span><\/strong><\/h2>\n

If a unit is the target of loan shark harassment, the entire level is affected. Neighbours can e<\/span>xpect to be <\/span>woken at 2AM in the morning by loud confrontations, for instance.<\/span><\/p>\n

Most neighbours will be happy to share their complaints if this is <\/span>happening. Sharing complaints and ranting are <\/span>Singapore\u2019<\/span>s national past time<\/span>. So don\u2019t hesitate to knock on som<\/span>e doors and ask frank questions<\/span>.<\/span><\/p>\n

One last word of advice\u2026<\/span><\/strong><\/h3>\n

If you <\/span>do <\/span>rent a unit and find loan shark problems, sta<\/span>y calm and involve the police (o<\/span>r a lawyer if you want to break the lease.<\/span>)<\/span> Do not try to fight the loan shark runner.<\/span><\/p>\n

It\u2019s pointless, because the runner is not the actual loan shark (some runners are debtors themselves, trying to work off their loans.) <\/span>You may also want to think twice before paying off a loan shark, as you have no guarantee that they will back off afterward.<\/span><\/p>\n
