The property market is booming, with <\/span><a href=\"https:\/\/www.todayonline.com\/singapore\/luxury-home-sales-rose-10-fold-march-most-buyers-singaporeans-foreigners-picked-trophy-homes\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">private property sales hitting a monthly high in four years<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><a href=\"https:\/\/www.srx.com.sg\/research\/61061\/condo-resale-prices-grow-15-in-april-2021-volumes-estimated-to-hit-11-year-high\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Condo resale volumes have reached an 11-year high last month as well.<\/span><\/a><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Developers\u2019 interest in land sales is also increasing. The number of unsold units currently stands at <\/span><a href=\"https:\/\/www.businesstimes.com.sg\/real-estate\/price-surge-stokes-en-bloc-hopes-but-expectations-gap-a-hurdle\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">around 26,000, which is close to the 24,000 units unsold during the last en bloc fever in 2017<\/span><\/a><span style=\"font-weight: 400;\">. At the same time, the government has been lowering the number of Government Land Sales (GLS) sites. So developers are turning to the collective sales market to replenish their land bank.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With all these reasons, it seems that it\u2019s ripe for an en bloc fever again. We\u2019ve also seen reports of property owners preparing to put up their properties for en bloc.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But before you start searching for a condo with en bloc potential, let\u2019s pause for a moment. There\u2019s a chance that the en bloc fever may not be as happening as in the last cycle. Some collective sales deals may even fall through. Here\u2019s why.\u00a0<\/span><\/p>\n<h2><strong>Rising construction costs<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">This is something that we\u2019ve been hearing since the pandemic started, leading to supply chain disruptions and manpower shortages. For instance, the <\/span><a href=\"https:\/\/www.channelnewsasia.com\/news\/singapore\/companies-seek-alternatives-as-workers-from-india-bangladesh-14755650\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">current daily rate for migrant workers from India or Bangladesh<\/span><\/a><span style=\"font-weight: 400;\"> is around S$120 to S$150, up from the S$70 to S$80 rate in the past.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">And now that the government has tightened entry for those with travel history from India, Bangladesh, Nepal, Pakistan and Sri Lanka, it\u2019s even harder to bring in more workers to complete construction projects.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bringing in workers from China is one option, but it will increase the construction costs even more. The daily rate of workers from China is around S$200 to S$300, which can increase given the high demand.\u00a0<\/span><\/p>\n<figure id=\"attachment_40272\" aria-describedby=\"caption-attachment-40272\" style=\"width: 600px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/05\/current-en-bloc-buzz-overhyped-construction.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-40272\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/05\/current-en-bloc-buzz-overhyped-construction.jpg\" alt=\"Construction of apartments in Singapore\" width=\"600\" height=\"400\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/05\/current-en-bloc-buzz-overhyped-construction.jpg 1050w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/05\/current-en-bloc-buzz-overhyped-construction-150x100.jpg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-40272\" class=\"wp-caption-text\">Developers are currently facing rising costs and construction delays for ongoing projects.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">Given the risk of thinning margins and construction delays of current projects, developers may not be as eager for land purchase as in the last cycle in 2016 to 2018.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Plus, there\u2019s the ABSD deadline to contend with.\u00a0<\/span><\/p>\n<h2><strong>ABSD remission deadline<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">In July 2018, the government introduced more cooling measures to not just property owners, but developers as well. The <\/span><a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-additional-buyers-stamp-duty-absd\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Additional Buyer\u2019s Stamp Duty (ABSD)<\/span><\/a><span style=\"font-weight: 400;\"> for developers buying residential property was increased from 15% to 30%.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Out of the 30% ABSD, 25% is remissible. The caveat is that development must start within two years of the purchase. It should also be completed and have all its units sold within five years of the purchase.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This applies to all types of residential developments, regardless of the size. Which is why smaller developments have higher en bloc potential.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But with the current supply and manpower shortages, it\u2019s even harder to meet this deadline. While the government gave an extension for the ABSD remission, it\u2019s only <\/span><a href=\"https:\/\/www.iras.gov.sg\/irashome\/Other-Taxes\/Stamp-Duty-for-Property\/Claiming-Refunds-Remissions-Reliefs\/Remissions\/Sites-for-Development-of-Five-or-More-Units-of-Housing-Accommodation\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">valid for land purchased before or on 1 June 2020<\/span><\/a><span style=\"font-weight: 400;\">. As of writing, there hasn\u2019t been any other update on this.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So even though there\u2019s a need to replenish their land bank, it remains to be seen if developers can ensure that construction can be finished within the five-year timeframe.\u00a0<\/span><\/p>\n<h2><strong>Potential cooling measures<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Property market boom and en bloc fever are usually accompanied by talks of cooling measures. As we\u2019ve seen three years ago, the robust property market and en bloc fever died down soon after the cooling measures were introduced.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Now that property transactions and prices are reaching closer to the levels seen before July 2018, there have been talks of more cooling measures being introduced. This also translates to a possible decrease in property demand in future.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With so much uncertainty going on, not many developers may want to take that plunge in closing en bloc deals.\u00a0<\/span><\/p>\n<h2><strong>What we think is going to happen<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">One common reason why en bloc deals fall through is the high reserve price that owners ask. So we\u2019ve seen properties with their subsequent en bloc attempts decreasing their reserve price. For instance, <\/span><a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/fortune-park\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Fortune Park<\/span><\/a><span style=\"font-weight: 400;\"> launched for <\/span><a href=\"https:\/\/www.straitstimes.com\/business\/property\/en-bloc-fever-making-cautious-comeback-in-singapore\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">en bloc sale in March at between S$115 million and S$118 million<\/span><\/a><span style=\"font-weight: 400;\">, lower than the previous attempt at S$126 million in 2018.\u00a0<\/span><\/p>\n<figure id=\"attachment_40273\" aria-describedby=\"caption-attachment-40273\" style=\"width: 600px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/05\/current-en-bloc-buzz-overhyped-fortune-park-scaled.jpeg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-40273\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/05\/current-en-bloc-buzz-overhyped-fortune-park-scaled.jpeg\" alt=\"Fortune Park condo, which launched for en bloc in March 2021\" width=\"600\" height=\"389\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/05\/current-en-bloc-buzz-overhyped-fortune-park-scaled.jpeg 2560w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/05\/current-en-bloc-buzz-overhyped-fortune-park-1536x995.jpeg 1536w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/05\/current-en-bloc-buzz-overhyped-fortune-park-2048x1327.jpeg 2048w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/05\/current-en-bloc-buzz-overhyped-fortune-park-150x97.jpeg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-40273\" class=\"wp-caption-text\">Fortune Park condo launched for en bloc for the second time earlier in March.<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">But with the rising costs, construction delays, ABSD deadline and talks of cooling measures that developers have to take into account, a lower reserve price may not be enticing enough.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">What\u2019s more likely to happen is that only a small number of developments will be successful in their en bloc sales, and it will be those with a smaller site. It won\u2019t be as feverish as in the last cycle either.
