For many Singaporeans, the flat <\/span><span id=\"E403\" class=\"qowt-font5-Arial\">isn\u2019t<\/span><span id=\"E404\" class=\"qowt-font5-Arial\"> just a roof over their heads; it also acts as a retirement fund, a stepping stone toward more luxurious properties<\/span><span id=\"E405\" class=\"qowt-font5-Arial\">, or a way to give their children a head start<\/span><span id=\"E406\" class=\"qowt-font5-Arial\">. In this article, we examine the <\/span><span id=\"E407\" class=\"qowt-font5-Arial\">key factor that drives HDB resale profits: the COV<\/span><\/p>\n<h3 id=\"E409\"><strong><span id=\"E410\" class=\"qowt-font5-Arial\">A brief explanation of resale flats<\/span><span id=\"E411\" class=\"qowt-font5-Arial\"> and the COV<\/span><\/strong><\/h3>\n<p id=\"E412\"><span id=\"E413\" class=\"qowt-font5-Arial\">In order to understand how your flat can make you a profit, you must understand the concept of Cash <\/span><span id=\"E415\" class=\"qowt-font5-Arial\">Over<\/span><span id=\"E417\" class=\"qowt-font5-Arial\"> Valuation (COV). <\/span><\/p>\n<p id=\"E418\"><span id=\"E419\" class=\"qowt-font5-Arial\">The asking price for a flat may not match the actual valuation of a flat. For example, say <\/span><span id=\"E420\" class=\"qowt-font5-Arial\">I<\/span><span id=\"E421\" class=\"qowt-font5-Arial\"> have a flat <\/span><span id=\"E422\" class=\"qowt-font5-Arial\">and I <\/span><span id=\"E423\" class=\"qowt-font5-Arial\">want $<\/span><span id=\"E424\" class=\"qowt-font5-Arial\">50<\/span><span id=\"E425\" class=\"qowt-font5-Arial\">0,000 for it. <\/span><\/p>\n<p id=\"E426\"><span id=\"E427\" class=\"qowt-font5-Arial\">A property analyst takes a look at it, suggests I buy his book \u201c<\/span><em><span id=\"E428\" class=\"qowt-font5-Arial\">Grips, and how to get one<\/span><\/em><span id=\"E429\" class=\"qowt-font5-Arial\">\u201d, and says the flat is worth $4<\/span><span id=\"E430\" class=\"qowt-font5-Arial\">90<\/span><span id=\"E431\" class=\"qowt-font5-Arial\">,000 tops.<\/span><\/p>\n<p id=\"E432\"><span id=\"E433\" class=\"qowt-font5-Arial\">Being Singaporean, I will change my mind about my flat\u2019s value <\/span><span id=\"E434\" class=\"qowt-font5-Arial\">when<\/span><span id=\"E435\" class=\"qowt-font5-Arial\"> the sun burns out. I\u2019ll still want buyers to pay me $<\/span><span id=\"E436\" class=\"qowt-font5-Arial\">50<\/span><span id=\"E437\" class=\"qowt-font5-Arial\">0,000, and the<\/span><span id=\"E438\" class=\"qowt-font5-Arial\"> difference of $<\/span><span id=\"E439\" class=\"qowt-font5-Arial\">1<\/span><span id=\"E440\" class=\"qowt-font5-Arial\">0,000 is the COV.<\/span><\/p>\n<p id=\"E441\"><span id=\"E442\" class=\"qowt-font5-Arial\">If<\/span><span id=\"E443\" class=\"qowt-font5-Arial\"> you take a loan to buy my flat<\/span><span id=\"E444\" class=\"qowt-font5-Arial\">, the <\/span><span id=\"E445\" class=\"qowt-font5-Arial\">COV will <\/span><span id=\"E446\" class=\"qowt-font5-Arial\">not <\/span><span id=\"E447\" class=\"qowt-font5-Arial\">be factored into the loan. The bank, or HDB, will base the loan amount on the <\/span><span id=\"E448\" class=\"qowt-font5-Arial\">actual valuation;<\/span><span id=\"E449\" class=\"qowt-font5-Arial\"> not my asking price. As such, <\/span><span id=\"E450\" class=\"qowt-font5-Arial\">you\u2019ll have to pay me the COV with your own cash<\/span><span id=\"E451\" class=\"qowt-font5-Arial\">.<\/span><\/p>\n<h3 id=\"E453\"><strong><span id=\"E454\" class=\"qowt-font5-Arial\">The COV went out of control in 2011<\/span><\/strong><\/h3>\n<p id=\"E455\"><span id=\"E456\" class=\"qowt-font5-Arial\">Over the past two decades, high COV prices became an unintentional norm. The government <\/span><span id=\"E457\" class=\"qowt-font5-Arial\">refused to<\/span><span id=\"E458\" class=\"qowt-font5-Arial\"> intervene<\/span><span id=\"E459\" class=\"qowt-font5-Arial\"> at first<\/span><span id=\"E460\" class=\"qowt-font5-Arial\">, on the basis that the COV would be moderated by free market forces (i.e. if it gets too expensive, people will naturally stop buying and it will fall again.)<\/span><\/p>\n<p id=\"E461\"><span id=\"E462\" class=\"qowt-font5-Arial\">By 2011, COV prices were about as <\/span><span id=\"E463\" class=\"qowt-font5-Arial\">controlled<\/span><span id=\"E464\" class=\"qowt-font5-Arial\"> as a roomful of teenagers with an unlocked liquor cabinet. <\/span><span id=\"E465\" class=\"qowt-font5-Arial\">COV prices of up to $36,000 were typical, and in one <\/span><span id=\"E466\" class=\"qowt-font5-Arial\">instance the COV for a unit in <\/span><span id=\"E469\" class=\"qowt-font5-Arial\">Bishan<\/span><span id=\"E471\" class=\"qowt-font5-Arial\"> was around $250,000. This made it one of the\u00a0<\/span><span class=\"qowt-font5-Arial\">first flats to ever\u00a0<\/span><a id=\"E488\" contenteditable=\"false\" href=\"http:\/\/www.straitstimes.com\/singapore\/housing\/another-bishan-maisonette-flat-goes-for-more-than-1-million-despite-declining\" target=\"_blank\" rel=\"noopener\"><span id=\"E489\" class=\"qowt-font5-Arial qowt-stl-Hyperlink\">breach the million dollar mark<\/span><\/a><span id=\"E490\" class=\"qowt-font5-Arial\">.<\/span><\/p>\n<\/div>\n<\/div>\n<div id=\"contentsContainer\" contenteditable=\"true\">\n<div id=\"contents\">\n<p id=\"E475\"><span id=\"E476\" class=\"qowt-font5-Arial\">This sent Singaporeans into a confused panic: on the one hand, some Singaporeans worried that future generations would be burdened by unaffordable housing. On the other, some Singaporeans insisted that the COV system should continue, because who doesn\u2019t want to get rich off their flat?<\/span><\/p>\n<p id=\"E477\"><span id=\"E478\" class=\"qowt-font5-Arial\">In order to avoid Singapore\u2019s first civil war, steps have now been taken to amend the COV situation. <\/span><\/p>\n<h3 id=\"E480\"><strong><span id=\"E481\" class=\"qowt-font5-Arial\">The new system for dealing with COV<\/span><\/strong><\/h3>\n<p id=\"E482\"><span id=\"E483\" class=\"qowt-font5-Arial\">As of March 2014, HDB has stopped publishing COV prices. They\u2019ve also removed records of past COV figures from their website. This won\u2019t do much to lower COV prices of course \u2013 it just means property agencies will be the ones keeping score now.<\/span><\/p>\n<p id=\"E484\"><span id=\"E485\" class=\"qowt-font5-Arial\">The biggest change is that valuations no longer occur before prices are negotiated. HDB will send the official valuation only after the buyer has been given the Option to Purchase (OTP.)<\/span><\/p>\n<p id=\"E486\"><span id=\"E487\" class=\"qowt-font5-Arial\">(For more information on the OTP, and the other steps involved in buying a flat, <\/span><a id=\"E488\" contenteditable=\"false\" href=\"https:\/\/www.facebook.com\/99dotco\/?fref=ts\" target=\"_blank\" rel=\"noopener\"><span id=\"E489\" class=\"qowt-font5-Arial qowt-stl-Hyperlink\">like us on Facebook<\/span><\/a><span id=\"E490\" class=\"qowt-font5-Arial\">. We\u2019ll be covering this in another article.)<\/span><\/p>\n<p id=\"E491\"><span id=\"E492\" class=\"qowt-font5-Arial\">The new system means that the prices of flats are negotiated <\/span><span id=\"E493\" class=\"qowt-font5-Arial\">before <\/span><span id=\"E494\" class=\"qowt-font5-Arial\">the COV is disclosed. Previously, the valuation of the flat was conducted first, and then there would be haggling over the COV. <\/span><\/p>\n<p id=\"E495\"><span id=\"E496\" class=\"qowt-font5-Arial\">To go back to my earlier example:<\/span><\/p>\n<p id=\"E497\"><span id=\"E498\" class=\"qowt-font5-Arial\">Say I offer my flat for $500,000. You agree to this price, without knowing what the COV is. After you sign the OTP, HDB conducts a valuation and tells you the flat is only actually worth $490,000.<\/span><\/p>\n<p id=\"E499\"><span id=\"E500\" class=\"qowt-font5-Arial\">Now you have to come up with the difference, because the loan will treat my property as if it\u2019s worth only $490,000. <\/span><\/p>\n<p id=\"E501\"><span id=\"E502\" class=\"qowt-font5-Arial\">In rare cases, Cash Under Valuation (CUV) might also happen. For example, I could\u00a0<\/span>have offered to sell my flat for $480,000, and then only found out the actual valuation is $490,000. Don\u2019t count on this happening though, because property agents will still track the historical prices of surrounding properties. It\u2019s unlikely that anyone but the most desperate would peg their home price under the area\u2019s average.<\/p>\n<\/div>\n<\/div>\n<div id=\"contentsContainer\" contenteditable=\"true\">\n<div id=\"contents\">\n<h3 id=\"E505\"><strong><span id=\"E506\" class=\"qowt-font5-Arial\">What drives COV prices up or down?<\/span><\/strong><\/h3>\n<p id=\"E507\"><span id=\"E508\" class=\"qowt-font5-Arial\">There are three main factors that will influence the COV. These are:<\/span><\/p>\n<ul>\n<li id=\"E509\" class=\"qowt-li-6_0 qowt-list qowt-stl-ListParagraph\"><span id=\"E510\" class=\"qowt-font5-Arial\">Amenities<\/span><span id=\"E511\" class=\"qowt-font5-Arial\"> and facilities<\/span><\/li>\n<li id=\"E512\" class=\"qowt-li-6_0 qowt-list qowt-stl-ListParagraph\"><span id=\"E513\" class=\"qowt-font5-Arial\">Condition of the flat<\/span><\/li>\n<li id=\"E514\" class=\"qowt-li-6_0 qowt-list qowt-stl-ListParagraph\"><span id=\"E515\" class=\"qowt-font5-Arial\">Size<\/span><span id=\"E516\" class=\"qowt-font5-Arial\"> of the flat<\/span><\/li>\n<\/ul>\n<h3 id=\"E518\"><strong><span id=\"E519\" class=\"qowt-font5-Arial\">1. Amenities<\/span><span id=\"E520\" class=\"qowt-font5-Arial\"> and facilities<\/span><\/strong><\/h3>\n<p id=\"E521\"><span id=\"E522\" class=\"qowt-font5-Arial\">Over the years, certain amenities such as coffee shops, train stations, and malls may have sprung up around the flat. The location and \u201cbrand name\u201d of nearby schools is also a crucial factor.<\/span><\/p>\n<p id=\"E523\"><span id=\"E524\" class=\"qowt-font5-Arial\">Buyers who desire certain amenities (e.g. wanting to live near a good school to improve their children\u2019s odds of getting in) may be willing to pay above average prices to live in the area.<\/span><\/p>\n<p id=\"E525\"><span id=\"E526\" class=\"qowt-font5-Arial\">In general, resale flats have higher values than newer ones. This is because most new flats are constructed in non-mature districts such as Punggol \u2013 these are areas where amenities are not yet built up.<\/span><\/p>\n<p id=\"E527\"><span id=\"E528\" class=\"qowt-font5-Arial\">In terms of facilities, older flats have some features that new ones don\u2019t. For example, many older flats have a garbage chute located in the unit itself. For newer flats, you may have to bring the garbage to a common area. This seemingly trivial feature is actually a big deal. Buyers with mobility issues (e.g. the elderly or handicapped) greatly prefer having the disposal chute in the unit itself.<\/span><\/p>\n<h3 id=\"E530\"><strong><span id=\"E531\" class=\"qowt-font5-Arial\">2. <\/span><span id=\"E532\" class=\"qowt-font5-Arial\">Condition of the flat<\/span><\/strong><\/h3>\n<\/div>\n<\/div>\n<div id=\"contentsContainer\" contenteditable=\"true\">\n<div id=\"contents\">\n<p id=\"E533\"><span id=\"E534\" class=\"qowt-font5-Arial\">Old flats are often more valuable, but that assumes their age doesn\u2019t show <\/span><span id=\"E536\" class=\"qowt-font5-Arial\">too <\/span><span id=\"E537\" class=\"qowt-font5-Arial\">much. If the flat looks like the aftermath of an airstrike, buyers are going to offer less. After all, they\u2019ll have to pay for restoration work after buying.<\/span><\/p>\n<p id=\"E538\"><span id=\"E539\" class=\"qowt-font5-Arial\">Renovations, maintenance of paint and wallpapering, non-warped flooring, etc. all factor into the price. <\/span><\/p>\n<h3 id=\"E541\"><strong><span id=\"E542\" class=\"qowt-font5-Arial\">3. Size of the flat<\/span><\/strong><\/h3>\n<p id=\"E543\"><span id=\"E544\" class=\"qowt-font5-Arial\">Older flats tend to be larger than newer ones. Here\u2019s a little tip: if you see there\u2019s no multi-storey carpark, the flats will tend to be more spacious (less room is taken up by said carpark.) <\/span><\/p>\n<p id=\"E545\"><span id=\"E546\" class=\"qowt-font5-Arial\">Some older types of HDB flats, such as maisonettes, may feature things like balconies or more than one floor. It may no longer be possible to get flats of that size, and this will raise the COV.<\/span><\/p>\n<p id=\"E548\"><span id=\"E549\" class=\"qowt-font5-Arial\">The best way to guess at your flat\u2019s value is to look at surrounding property transactions. <\/span><span id=\"E550\" class=\"qowt-font5-Arial\">Visit sites that list property in the area, and see how much they\u2019re going for.
