{"id":40583,"date":"2021-06-01T17:45:14","date_gmt":"2021-06-01T09:45:14","guid":{"rendered":"https:\/\/www.99.co\/singapore\/insider\/?p=40583"},"modified":"2022-06-13T17:27:17","modified_gmt":"2022-06-13T09:27:17","slug":"recent-surge-home-resale-prices-possible-avoid-high-cash-over-valuations","status":"publish","type":"post","link":"https:\/\/www.99.co\/singapore\/insider\/recent-surge-home-resale-prices-possible-avoid-high-cash-over-valuations\/","title":{"rendered":"With the recent surge in home resale prices, is it possible to avoid high cash over valuations?"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div><p class=\"p1\">As we see\u00a0<a href=\"https:\/\/www.srx.com.sg\/research\/61031\/hdb-resale-prices-continue-rising-for-ten-straight-months-in-april-2021-year-on-year-prices-increase-108\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">higher HDB resale prices over the past few quarters<\/span><\/a>, cash over valuation is also back in the spotlight. While people are willing to pay more for resale flats, there\u2019s also a growing number of people who find them becoming more unaffordable.<\/p>\n<h2 class=\"p3\"><b>What is cash over valuation (COV)?\u00a0<\/b><\/h2>\n<p class=\"p1\"><span class=\"s1\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-cash-over-valuation-cov\/\" target=\"_blank\" rel=\"noopener\">Cash over valuation<\/a><\/span>, or COV in short, refers to the difference between the transacted price and the actual valuation by HDB. When the valuation is lower than the transacted price, you\u2019ll have to pay this difference in cash. And hence the name.<\/p>\n<p class=\"p1\">Let\u2019s say you\u2019re buying a flat for S$600,000. If the valuation is S$550,000, you\u2019ll have to pay the S$50,000 difference in cash.<\/p>\n<p class=\"p1\">Many years ago, buyers and sellers used valuations as a base price to negotiate the price. So this negotiated price usually exceeded the valuation. HDB also used to publish the COV, so paying the COV was commonplace.<\/p>\n<p class=\"p1\">But this also made housing become more unaffordable. It even got to a point where a maisonette in Bishan was sold for a COV of S$250,000 in 2013.<\/p>\n<p class=\"p1\">So in March 2014, HDB stopped publishing the COV. They also come up with new rules to minimise the high COV. Now, buyers and sellers have to agree on the transaction price first. Once they settle on a price and sign the <a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-option-to-purchase-otp\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">Option to Purchase (OTP)<\/span><\/a>, they can then get a valuation report from the HDB. Since then, paying above the valuation has become rare. That is, until the past few months.<\/p>\n<h2 class=\"p3\"><b>Why have people been willing to pay for COV?<\/b><\/h2>\n<p class=\"p1\">Along with the robust resale market, more people are now paying the cash over valuation. These days, it can <a href=\"https:\/\/www.todayonline.com\/singapore\/cash-over-valuation-back-spotlight-rising-property-demand-drives-resale-prices\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">range from S$10,000 to S$50,000<\/span><\/a>. Some have even been willing to pay between S$100,000 and S$200,000.<\/p>\n<p class=\"p1\">A major factor driving these COV transactions is the higher resale demand brought by the construction delay. With BTOs getting delayed for up to one year, more are opting for resale flats.<\/p>\n<figure id=\"attachment_40589\" aria-describedby=\"caption-attachment-40589\" style=\"width: 600px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/06\/cash-over-valuation-hdb-construction.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-40589\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/06\/cash-over-valuation-hdb-construction.jpg\" alt=\"HDB construction\" width=\"600\" height=\"400\"><\/a><figcaption id=\"caption-attachment-40589\" class=\"wp-caption-text\">Construction delays have been driving up the resale prices, and potentially COVs.<\/figcaption><\/figure>\n<p class=\"p1\">With fewer flats being launched in mature estates, people are also more willing to pay a premium for them. Likewise, rare flat types such as jumbo flats and executive apartments tend to come with higher COV.<\/p>\n<p class=\"p1\">While\u00a0<a href=\"https:\/\/www.channelnewsasia.com\/news\/business\/hdb-resale-flat-buyers-cash-over-valuation-property-agents-14052454\" target=\"_blank\" rel=\"noopener\"><span class=\"s1\">valuations are based on transactions in the area<\/span><\/a>, they\u2019re usually based on past data; the new transactions haven&#8217;t been recorded yet. So valuations tend not to follow the current market price. This leads to the huge gap between valuations and the actual transaction prices.<\/p>\n<h2 class=\"p3\"><b>What happens if the valuation is lower than the agreed price?\u00a0<\/b><\/h2>\n<p class=\"p1\">As mentioned earlier, you\u2019ll have to pay the difference in cash. But it\u2019s not just this higher cash outlay that you\u2019ll have to prepare.<\/p>\n<p class=\"p1\">Having a lower valuation also affects the amount of financing you can get. Since the loan-to-value limit is based on the property value, having a lower valuation means that you\u2019ll have a lower amount you can borrow.<\/p>\n<p class=\"p1\">And if you decide to back out because of the high COV, you\u2019ll have to forfeit the option fee. This is because you\u2019ll need to pay this option fee when signing the OTP before getting the valuation report. The option fee is usually S$1,000 for HDB flats.<\/p>\n<p class=\"p1\">Having a COV may not be a good thing for sellers either. If the property is paid using CPF and the amount is more than the cash proceeds from selling the flat, they\u2019ll also need to fork out cash to <a href=\"https:\/\/www.99.co\/singapore\/insider\/hdb-sale-proceeds-cpf\/\" target=\"_blank\" rel=\"noopener\">return their CPF money<\/a>.<\/p>\n<h2 class=\"p3\"><b>How to avoid cash over valuation\u00a0<\/b><\/h2>\n<p class=\"p1\">Technically, it\u2019s very hard to avoid cash over valuation, since you only know the valuation of the flat after you\u2019ve agreed on the transaction price. That is unless you back out of the deal and lose the S$1,000 option fee.<\/p>\n<p class=\"p1\">What you can do is minimise the amount of COV you can pay by doing your research. For starters, look at the past transactions around the area. On the other hand, BTOs are facing construction delays these days. Although they\u2019re still cheaper, the wait will be longer.
