The most common reason people choose to get a resale flat is the short waiting time. For instance, the <a href=\"https:\/\/www.99.co\/singapore\/insider\/buy-an-hdb-resale-flat-guide\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">resale buying process<\/a> usually takes three months, from putting down the option fee to the key collection.<\/p>\n\n\n\n<p>Of course, there are other advantages associated with getting a resale flat, such as being able to scope out who your neighbours are, and there is no income ceiling.<\/p>\n\n\n\n<p>The downside? Resale flats are usually more expensive than new BTO flats, and there would probably be a need for a more extensive renovation, adding to the expenses.<\/p>\n\n\n\n<p>According to HDB, <a href=\"https:\/\/www.hdb.gov.sg\/residential\/selling-a-flat\/overview\/resale-statistics\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">14,420 resale applications were registered in the first half of 2024<\/a>. The flat types are varied, from 1 to 5 room, executive, to multi-gen flats. That being said, the popularity of resale flats.<\/p>\n\n\n\n<p>The new policies rolled out in the first half of 2019, allowed <a href=\"https:\/\/www.99.co\/singapore\/insider\/5-things-to-know-about-the-new-hdb-loan-and-cpf-rules\/\" target=\"_blank\" rel=\"noreferrer noopener\">more flexibility in using CPF savings<\/a> to buy ageing flats. <a href=\"https:\/\/www.99.co\/singapore\/insider\/manpower-crunch-in-the-construction-sector-whats-the-situation-so-far\/\" target=\"_blank\" rel=\"noreferrer noopener\">Construction delays<\/a> have also driven more people to buy resale flats.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-to-take-note-of-before-buying-an-hdb-resale-flat-nbsp\"><b>What to take note of before buying an HDB resale flat?&nbsp;<\/b><\/h2>\n\n\n\n<p>Before we get on with the HDB resale eligibility, take note of these conditions, which prevent you from buying one:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Currently own an HDB flat. If you do, the existing flat must be disposed of within six months of the resale purchase. The same rules apply if any of the applicants own private property in Singapore or overseas.<\/li>\n\n\n\n<li><span class=\"s2\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/ethnic-integration-policy-eip-hdb\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s3\">Ethnic Integration Policy (EIP)<\/span><\/a><\/span> and Singapore PR (SPR) quota of the block or neighbourhood. You can check the eligibility quota, which is refreshed monthly, on the <a href=\"https:\/\/services2.hdb.gov.sg\/webapp\/BB29ETHN\/BB29STREET\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"><span class=\"s1\">HDB website<\/span><\/a>.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-hdb-resale-flat-eligibility-criteria-nbsp\"><b>HDB resale flat eligibility criteria&nbsp;<\/b><\/h2>\n\n\n\n<p>Here are the schemes and eligibility criteria you can apply to buy an HDB resale flat.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-public-scheme\"><b>Public Scheme<\/b><\/h3>\n\n\n\n<p>This is for Singapore Citizens or Singapore Permanent Residents (SPRs) who are married or are applying with their family.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-eligibility-criteria-nbsp\"><b>Eligibility criteria:&nbsp;<\/b><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The applicant must be 21 years old and above<\/li>\n\n\n\n<li>Have one listed applicant who is also an SC or SPR (e.g. father or spouse of the applicant)<\/li>\n\n\n\n<li>SPRs applying with their SPR-only family must have received their residency status for at least three years before the purchase. In addition, they must also meet the SPR quota for their block and estate.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/09\/hdb-resale-eligibility-couples.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" width=\"1000\" height=\"667\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/09\/hdb-resale-eligibility-couples.jpg\" alt=\"Couples looking at the HDB resale eligibility criteria\" class=\"wp-image-42950\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/09\/hdb-resale-eligibility-couples.jpg 1000w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/09\/hdb-resale-eligibility-couples-150x100.jpg 150w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/a><figcaption class=\"wp-element-caption\">Couples usually buy an HDB resale flat under the Public Scheme or the Fianc\u00e9\/Fianc\u00e9e Scheme.<\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-fiance-fiancee-scheme\"><b>Fianc\u00e9\/Fianc\u00e9e Scheme<\/b><\/h3>\n\n\n\n<p>Engaged couples who would like to own a home without the long wait for a BTO flat can buy a resale flat under the Fianc\u00e9\/Fianc\u00e9e Scheme.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-eligibility-criteria-nbsp-0\"><b>Eligibility criteria:&nbsp;<\/b><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Both applicants must either be an SC or SPR.<\/li>\n\n\n\n<li>The applicants must be 21 years old and above. Those between 18 and 21 years old must have consent from their parents, while those below 18 years old must submit their Special Marriage Licence issued by the Ministry of Social and Family Development.<\/li>\n\n\n\n<li>The applicants must solemnise their marriage with the Registry of Civil Marriages or Registry of Muslim Marriages within three months from the resale completion date.<\/li>\n\n\n\n<li>Divorced applicants must also submit the following divorce documents: Interim Judgement, Order of Court and Final Judgment.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-single-singapore-citizen-scheme\"><b>Single Singapore Citizen Scheme<\/b><\/h3>\n\n\n\n<p>This is for the singles. Under this scheme, unmarried Singapore Citizens above 35 who wish to own public housing can buy a resale flat.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-eligibility-criteria-nbsp-1\"><b>Eligibility criteria:&nbsp;<\/b><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If unmarried, the application must be a Singaporean aged 35 and above.<\/li>\n\n\n\n<li>If widowed or orphaned, the application must be above 21 years old.<\/li>\n\n\n\n<li>For orphaned applicants, at least one deceased parent must have been an SC or SPR. They should also not have a sibling below 35 years old owning an HDB flat under the Orphans, Single Singapore Citizen or Joint Singles schemes if the orphaned applicant is below 35 years old.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-joint-singles-scheme-nbsp\"><b>Joint Singles Scheme&nbsp;<\/b><\/h3>\n\n\n\n<p>With this scheme, singles can also opt to jointly buy a resale flat with one to three other fellow Singaporeans.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-eligibility-criteria-nbsp-2\"><b>Eligibility criteria:&nbsp;<\/b><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>All applicants must be SCs<\/li>\n\n\n\n<li>Unmarried or divorced SCs must be 35 years old or above, and widowed or orphaned SCs must be 21 years old or above<\/li>\n\n\n\n<li>Only joint purchasing is allowed, in which each SC will be listed as a co-applicant<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-non-citizen-spouse-scheme\"><b>Non-Citizen Spouse Scheme<\/b><\/h3>\n\n\n\n<p>As an SC, if you\u2019re married to a foreigner, you can still buy an HDB resale flat if you meet the following eligibility criteria.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-eligibility-criteria-nbsp-3\"><b>Eligibility criteria:&nbsp;<\/b><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If the applicant is between the ages of 21 and 34, the spouse must have a Long Term Visit Pass (LTVP) or Work Pass (WP) valid for at least six months at the time of the resale flat purchase submission<\/li>\n\n\n\n<li>If the applicant is above the age of 35, the spouse must have a valid Visit Pass or Work Pass at the time of resale flat purchase submission<\/li>\n\n\n\n<li>The non-citizen spouse will be listed as an occupier since foreigners cannot own public housing<\/li>\n<\/ul>\n\n\n\n<p>But if you have a child who\u2019s an SC or SPR, you can buy the resale flat under the Public Scheme instead.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-orphans-scheme-nbsp\"><b>Orphans Scheme&nbsp;<\/b><\/h3>\n\n\n\n<p>As an orphan, you can buy a resale flat with your siblings through this scheme.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-eligibility-criteria-nbsp-4\"><b>Eligibility criteria:&nbsp;<\/b><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Applicants must include at least one SC or SPR sibling as a co-applicant or occupier in their application<\/li>\n\n\n\n<li>At least one of the applicant\u2019s deceased parents must have been an SC or SPR<\/li>\n\n\n\n<li>Those below 35 years old must not have another sibling below 35 years old buying or owning another flat under the Orphans, Single Singapore Citizen or Joint Singles schemes<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/09\/hdb-resale-eligibility-single-mother-children.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" width=\"1280\" height=\"751\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/09\/hdb-resale-eligibility-single-mother-children.jpg\" alt=\"Single mother with her children\" class=\"wp-image-42951\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/09\/hdb-resale-eligibility-single-mother-children.jpg 1280w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/09\/hdb-resale-eligibility-single-mother-children-150x88.jpg 150w\" sizes=\"(max-width: 1280px) 100vw, 1280px\" \/><\/a><figcaption class=\"wp-element-caption\">Widowed or divorced parents are eligible to buy a resale flat under the Public Scheme, Non-Citizen Family Scheme and Conversion Scheme. Single unmarried parents can also contact HDB to seek approval to buy a resale flat.<\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-non-citizen-family-scheme\"><b>Non-Citizen Family Scheme<\/b><\/h3>\n\n\n\n<p>This is for single Singapore citizens who would like to buy a resale flat with their family members, including parents, who are neither SCs nor PRs.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-eligibility-criteria-nbsp-5\"><b>Eligibility criteria:&nbsp;<\/b><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Applicant must be at least 21 years old<\/li>\n\n\n\n<li>The applicant must form a family nucleus with their parents and\/or siblings<\/li>\n\n\n\n<li>For widowed or divorced applications, it will be with children under their legal custody<\/li>\n\n\n\n<li>At least one parent or child must have an LTVP or WP valid for at least six months at the time of resale flat purchase submission<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-conversion-scheme\"><b>Conversion Scheme<\/b><\/h3>\n\n\n\n<p>This is more for families who need bigger homes.
