If you are renting out a single room in your HDB flat, you can expect an extra S$500 \u2013 S$900 in your pocket each month. That is between S$6000 and S$10,800 you will rake in cold, hard cash per year. If you are renting out an entire flat, your income will be even more substantial.<\/p>\n\n\n\n<p>Before you put your bedroom or flat for rental on the market, here are some key guidelines you should know.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-1-check-your-eligibility\"><b>1. Check your eligibility<\/b><\/h3>\n\n\n\n<p>You must be a Singapore Citizen to rent out your entire HDB flat. SPRs may not do so, but may rent out bedrooms in the flat.<\/p>\n\n\n\n<p>Bedroom rentals are only permitted<b> if you own a flat that is 3-room or bigger<\/b>. Plus, you may rent out your flat only after fulfilling the five-year <a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-minimum-occupancy-period-mop\/\" target=\"_blank\" rel=\"noreferrer noopener\">Minimum Occupation Period<\/a> (MOP). (There have been exceptions though, for example, if you work overseas. You can read more about it <a href=\"https:\/\/www.99.co\/singapore\/insider\/how-i-rented-out-my-hdb-flat-moved-overseas-and-saved-8000-a-month\/\" target=\"_blank\" rel=\"noopener\">here<\/a>.)<\/p>\n\n\n\n<p>The <b>minimum rental period <\/b>for each tenant must be six months. This applies to both private property and HDB flats. Yes, this means that&nbsp;<a href=\"https:\/\/www.99.co\/singapore\/insider\/spotting-airbnb-unit-condo\/\" target=\"_blank\" rel=\"noreferrer noopener\">listing your bedroom as a short-term rental on Airbnb is illegal<\/a>. Don\u2019t do it!<\/p>\n\n\n\n<p>Ensure that you follow the <a href=\"https:\/\/www.hdb.gov.sg\/residential\/renting-out-a-flat-bedroom\/renting-out-your-flat\/regulations-for-renting-out-your-flat\" target=\"_blank\" rel=\"noopener noreferrer\">regulations<\/a> to the letter, as the HDB conducts regular checks. They will take action against unauthorised rentals and actively investigate suspected cases.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-2-check-who-you-can-rent-to-and-how-many-tenants-you-can-have\"><b>2. Check who you can rent to and how many tenants you can have<\/b><\/h2>\n\n\n\n<p>Tenants who are not Singapore Citizens (SC) or Permanent Residents (SPR) must possess any of the following passes: Employment Pass, S Pass, Work Permit, Student Pass, Dependant Pass, or Long-Term Social Visit Pass. <i>(Remember: Tourists may not rent HDB flats.)<\/i><\/p>\n\n\n\n<p>You should check all documentations thoroughly during the rental process.<\/p>\n\n\n\n<p>While there is no <a href=\"https:\/\/www.99.co\/singapore\/insider\/ethnic-integration-policy-eip-hdb\/\" target=\"_blank\" rel=\"noopener\">racial quota<\/a> (unlike buying an HDB flat), note the <a href=\"https:\/\/www.hdb.gov.sg\/residential\/renting-out-a-flat-bedroom\/renting-out-your-flat\/eligibility\" target=\"_blank\" rel=\"noopener noreferrer\">Non-Citizen Quota for Renting Out of Flat<\/a>. This applies if your tenant is a non-citizen and non-Malaysian, i.e. PRs and foreigners. Decide whether to engage an agent<\/b><\/h2>\n\n\n\n<p>Take this time to plan and prepare how you would like to manage the leasing process. Decide if you would like to engage a property agent. There are pros and cons to hiring an agent. On one hand, you save on the <a href=\"https:\/\/www.99.co\/singapore\/insider\/commission-property-agents\/\" target=\"_blank\" rel=\"noopener\">property agent commission<\/a> if you do not engage one.<\/p>\n\n\n\n<p>You can go the \u201cD-I-Y\u201d route by sharing on your Instagram stories, Facebook posts or by word-of-mouth. Or save time by scratching your head by engaging an expert for help. Engaging a property agent can help you save time by marketing your HDB for rent.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-5-arrange-for-meetings-and-viewings\"><b>5. Arrange for meetings and viewings<\/b><\/h2>\n\n\n\n<p>It\u2019s time to start \u2018<i>swiping left or right<\/i>\u2019 on your prospective tenants as you meet them (and their agents) in the flesh for viewing appointments.<\/p>\n\n\n\n<p><b>Viewings typically take between 15 to 30 minutes<\/b>, during which the potential tenant may ask you several questions about the property, furnishing, your expected rental prices. So it\u2019s wise to prepare yourself for these and other queries that may arise.<\/p>\n\n\n\n<figure class=\"wp-block-image alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/10\/couple-house-viewing-with-agent.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" width=\"1000\" height=\"667\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/10\/couple-house-viewing-with-agent.jpg\" alt=\"Agent showing tenant the HDB that landlord is renting out\" class=\"wp-image-44300\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/10\/couple-house-viewing-with-agent.jpg 1000w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/10\/couple-house-viewing-with-agent-150x100.jpg 150w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/a><figcaption class=\"wp-element-caption\">Viewings allows you to get to know your tenant better as well.<\/figcaption><\/figure>\n\n\n\n<p>While you are preparing for the viewings, consider the qualities you are looking for in a potential tenant, such as reliability and trustworthiness. Use the viewing as an opportunity to get to know them better. So that you know what their lifestyle is like and how it may affect their suitability as a tenant.<\/p>\n\n\n\n<p>For example, would they be to throw wild parties that could be a liability to the property, or are they mindful and considerate? These may be some of your considerations when looking for a tenant.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-6-start-negotiating\"><b>6. Start negotiating<\/b><\/h2>\n\n\n\n<p>Once you have a few tenants vying to rent your HDB room or flat, it\u2019s time to put your cards on the table and discuss the terms of the deal.<\/p>\n\n\n\n<p>Negotiate the tenant\u2019s expectations, such as whether they would like the flat to be renovated or repainted, how much furnishing to include in the agreement, as well as the price that they pitch to you.<\/p>\n\n\n\n<p>Following that, once you have mutually agreed on the terms of the deal, the <b>tenant would usually issue a <\/b><a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-letter-of-intent-loi\/\" target=\"_blank\" rel=\"noopener\"><b>Letter of Intent (LOI)<\/b><\/a>. This is a brief formal document stating their intention to rent your property and stipulating the terms that both parties have verbally agreed upon.<\/p>\n\n\n\n<p>While the LOI is optional, it is used especially when the rental period is a year or longer. The LOI would be accompanied by the good faith deposit. This deposit is mandatory, and is usually the price of a month\u2019s rent payment. The tenant pays this to secure the deal.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-7-apply-for-hdb-s-approval\"><b>7. Apply for HDB\u2019s approval<\/b><\/h2>\n\n\n\n<p>It\u2019s mandatory that you<b> get approval from HDB <\/b>when renting out your flat or bedroom before the tenancy period begins. You can submit your application via My <a href=\"http:\/\/www.hdb.gov.sg\/myhdbpage\" target=\"_blank\" rel=\"noopener noreferrer\">HDBPage<\/a> or the Mobile@HDB app (available for <a href=\"https:\/\/apps.apple.com\/us\/app\/mobile-hdb\/id425341800\" target=\"_blank\" rel=\"noopener noreferrer\">iOS<\/a> and <a href=\"https:\/\/play.google.com\/store\/apps\/details?id=hdb.android\" target=\"_blank\" rel=\"noopener noreferrer\">Android<\/a>).<\/p>\n\n\n\n<p>You must notify HDB if there are any changes in the rental within seven days. These include changes in your tenants&#8217; details, or if the rental is ended.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-8-prepare-and-sign-the-tenancy-agreement\"><b>8. Prepare and sign the Tenancy Agreement<\/b><\/h2>\n\n\n\n<p>The final stage of the deal is signing the <a href=\"https:\/\/www.99.co\/singapore\/insider\/tenancy-agreement-and-security-deposit\/\" target=\"_blank\" rel=\"noopener\"><b>Tenancy Agreement (TA)<\/b><\/a><b>.<\/b> This is a crucial document to pay attention to. It is a contract produced by the landlord (or the landlord\u2019s agent) specifying the terms and conditions of the rental.<\/p>\n\n\n\n<p>It is also when you collect the security deposit, which is used to cover any damages other than those caused by wear and tear. If you have collected the good faith deposit previously, this usually becomes the security deposit.<\/p>\n\n\n\n<p>Afterwards, get your tenant to stamp the tenancy agreement. This can be done via the <a href=\"https:\/\/estamping.iras.gov.sg\/WebForms\/Home.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">IRAS e-Stamping Portal<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-9-pass-the-keys-to-your-tenants\"><b>9. Pass the keys to your tenants<\/b><\/h2>\n\n\n\n<p>Before you hand over your keys to your tenants, prepare an inventory list for you and your tenant of all the furniture and appliances in the HDB flat you are renting out. You may also want to take pictures of your place as a way of recording the state of your house before you rent it out. This can come in useful should you have any <a href=\"https:\/\/www.99.co\/singapore\/insider\/resolving-tenancy-disputes-singapore\/\" target=\"_blank\" rel=\"noopener\">rental disputes<\/a>.<\/p>\n\n\n\n<p>Do a final walk-through with your tenant and you are ready to hand over the keys to them. But it\u2019s not hands-off for you yet!<\/p>\n\n\n\n<p>There would usually be a <b>\u201c30-day problem free period\u201d <\/b>clause in the LOI and TA stating that within this period, the tenant may alert the landlord to any defects in the property. As the landlord, you would be liable for any cost to do with the repair or replacement of the said problems during this period.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Cons of renting out your HDB<\/strong><\/h2>\n\n\n\n<p>Before you jump into putting your HDB up for rent, slow your roll. Here are some cons to consider.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1. Unreasonable tenants<\/strong><\/h3>\n\n\n\n<p>We have talked at length about\u00a0<a href=\"https:\/\/www.99.co\/singapore\/insider\/crazy-landlords-singapore\/\" target=\"_blank\" rel=\"noreferrer noopener\">crazy landlords<\/a>, but on the flip side, landlords\u00a0<em>also\u00a0<\/em>have to deal with unreasonable tenants. Some constantly leave dirty dishes in the sink. Some might run a business (one that may be illegal!) from your home.<\/p>\n\n\n\n<p>And of course, there are those who will only deign to pay their rent after repeated reminders each month. Don\u2019t expect life as a landlord to be easy.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. Lack of privacy<\/strong><\/h3>\n\n\n\n<p>Even if your renter does not have any \u201cdeal-breaker\u201d habits, you will still have to contend with the lack of privacy, which comes with being a landlord. For one thing, you will not want to leave your valuables lying around unattended.<\/p>\n\n\n\n<p>Also, ensure that you are appropriately attired when you are at home. That means no more watching Korean dramas in the living room in your underwear.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. Less than ideal rental income<\/strong><\/h3>\n\n\n\n<p>Last but not least, you might not\u00a0make as much as you hoped you would. Unless your property is in a fantastic area and you are fending off offers left and right, fork out extra to agree to requests from your potential tenants. Some might ask you to repaint the room before they move in; others might ask you to provide basic furnishings like a sofa, dining table and shoe rack (if you do not already do so).<\/p>\n\n\n\n<p>This will eat into your rental income.
