{"id":46665,"date":"2021-12-21T16:00:49","date_gmt":"2021-12-21T08:00:49","guid":{"rendered":"https:\/\/www.99.co\/singapore\/insider\/?p=46665"},"modified":"2023-08-04T17:46:06","modified_gmt":"2023-08-04T09:46:06","slug":"singapores-long-term-plan-review-for-the-next-50-years-and-beyond","status":"publish","type":"post","link":"https:\/\/www.99.co\/singapore\/insider\/singapores-long-term-plan-review-for-the-next-50-years-and-beyond\/","title":{"rendered":"Singapore\u2019s Long-Term Plan Review for the next 50 years and beyond"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div><p><span data-preserver-spaces=\"true\">From October to December 2021, the Urban Redevelopment Authority (URA) conducted Phase 2 out of 4 of Singapore\u2019s <\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.ura.gov.sg\/Corporate\/Planning\/Long-Term-Plans\/Long-Term-Plan-Review\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Long-Term Plan Review (LTPR)<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0public engagement exercises.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">In Phase 2, different segments of the population, including residents, businesses, professional communities, and academia, were invited to join six facilitated discussions on possible land-use strategies to shape the future of Singapore.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">This year\u2019s LTPR is the Government\u2019s latest review of Singapore\u2019s long-term land-use plans, which guide the country\u2019s physical development over the next 50 years and beyond.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The long-term goal, previously known as the Concept Plan, was first formulated in 1971 as a foundation for Singapore\u2019s growth and city structure and is reviewed every ten years to keep up with evolving trends and changing demands.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Phase 1 of the LTPR public engagement exercise occurred from July to September this year in the form of a public poll, workshops, and dialogues to understand the hopes, aspirations, and concerns of Singaporeans for the city\u2019s long-term future.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">By considering the feedback collected in Phase 1 and potential vital trends and disruptions in Singapore\u2019s future, the URA conceptualised four pillars as goals for Singapore\u2019s future urban environment, which guided the six discussions in Phase 2.<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">The URA\u2019s four pillars for Singapore\u2019s development in 50 years and beyond<\/span><\/strong><\/h2>\n<h3><strong><span data-preserver-spaces=\"true\">1. Inclusivity<\/span><\/strong><\/h3>\n<p><span data-preserver-spaces=\"true\">This pillar indicates that Singapore of the future should:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Meet the diverse needs of its people, including people of different ages, backgrounds, abilities, and interests<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Consist of urban infrastructure that provides spaces for everyone while strengthening social inclusiveness and cohesion<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Provide a variety of quality and affordable housing for residents of different demographics<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Provide improved accessibility and mobility<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Provide better distribution of amenities and job opportunities near homes<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Offer improved integration of housing, facilities, mobility networks and public spaces to bring together Singapore\u2019s diverse society.<\/span><\/li>\n<\/ul>\n<figure id=\"attachment_46673\" aria-describedby=\"caption-attachment-46673\" style=\"width: 933px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/12\/HDB-Yew-Tee-Integrated-Development.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-46673\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/12\/HDB-Yew-Tee-Integrated-Development.jpg\" alt=\"HDB Yew Tee Integrated Development\" width=\"933\" height=\"700\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/12\/HDB-Yew-Tee-Integrated-Development.jpg 2048w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/12\/HDB-Yew-Tee-Integrated-Development-1536x1152.jpg 1536w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/12\/HDB-Yew-Tee-Integrated-Development-380x284.jpg 380w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/12\/HDB-Yew-Tee-Integrated-Development-150x113.jpg 150w\" sizes=\"(max-width: 933px) 100vw, 933px\" \/><\/a><figcaption id=\"caption-attachment-46673\" class=\"wp-caption-text\">HDB&#8217;s Yew Tee Integrated Development<\/figcaption><\/figure>\n<p><span data-preserver-spaces=\"true\">National Development Minister Desmond Lee spoke of integrated developments (mixed-use developments that combine residential, commercial, and communal spaces) as one way to build a more inclusive Singapore in his\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.mnd.gov.sg\/newsroom\/speeches\/view\/opening-remarks-by-minister-desmond-lee-at-the-long-term-plan-review-public-engagement-phase-2-facilitated-discussion-session-1-(virtual)\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">opening remarks<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0at Phase 2\u2019s first facilitated discussion session.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">As examples, he brought up\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.99.co\/singapore\/insider\/peace-centre-mansion-en-bloc-golden-mile-complex-next\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Golden Mile Complex<\/span><\/a><span data-preserver-spaces=\"true\">, Kampung Admiralty, and the upcoming Yew Tee Integrated Development, which \u201cintegrates senior housing, healthcare facilities, a community club, stores, and a hawker centre.\u201d<\/span><\/p>\n<h3><strong><span data-preserver-spaces=\"true\">2. Adaptability and Resilience<\/span><\/strong><\/h3>\n<p><span data-preserver-spaces=\"true\">This pillar indicates that Singapore of the future should:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Be equipped to operate in an increasingly complex and uncertain environment.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Be capable of seizing future opportunities to remain competitive and liveable.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Offer workplaces and homes designed to address emerging economic and technological trends, and the fast-changing needs of businesses<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Maintain its economic vibrancy in the face of future challenges<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">As an example of adaptability, Mr Lee mentioned in his opening remarks that 21 Switch work booths, small pods which provide a conducive workspace, were recently made available across six HDB shopping complexes to address the increased need for telecommuting in light of the pandemic.<\/span><\/p>\n<h3><strong><span data-preserver-spaces=\"true\">3. Camphin (Pexels)<\/figcaption><\/figure>\n<p><span data-preserver-spaces=\"true\">This pillar indicates that Singapore of the future should:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Be liveable in the long term.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Be capable of striking a balance between its environmental, economic, and social goals.\u00a0<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Optimise the use of its limited land resources and care for the environment while addressing other competing needs<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Balance development with nature, close its resource loops, advance its green economy, and support sustainable infrastructure.<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">In his speech, Mr Lee also spoke about transforming Singapore into a City in Nature as one possible approach to achieve sustainability.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">To illustrate existing efforts to weave nature into the city, he mentioned how the Government has been naturalising parks, gardens, and roadside greenery and tapping renewable energy by installing solar panels on HDB rooftops and reservoir surfaces.<\/span><\/p>\n<h3><strong><span data-preserver-spaces=\"true\">4. Distinction and Endearment<\/span><\/strong><\/h3>\n<figure id=\"attachment_46669\" aria-describedby=\"caption-attachment-46669\" style=\"width: 1050px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/12\/pexels-timo-volz-1842332-scaled-e1639471428620.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"size-full wp-image-46669\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/12\/pexels-timo-volz-1842332-scaled-e1639471428620.jpg\" alt=\"Marina Bay Sands\" width=\"1050\" height=\"700\"><\/a><figcaption id=\"caption-attachment-46669\" class=\"wp-caption-text\">Image credit: Timo Volz (Pexels)<\/figcaption><\/figure>\n<p><span data-preserver-spaces=\"true\">This pillar indicates that Singapore of the future should:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Remain attractive to businesses and tourists while maintaining a strong sense of identity and familiarity amongst residents<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Retain and celebrate its built and natural heritage<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Offer enhanced recreational areas and attractions.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Offer a vibrant city centre and\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.99.co\/singapore\/insider\/you-probably-missed-this-important-change-to-our-cbd\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Central Business District<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0with a good mix of jobs, homes, lifestyle amenities, retail stores, and arts and cultural offerings.\u00a0<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">In his opening remarks, Mr Lee listed several considerations for shaping a more distinctive and endearing Singapore of the future.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">They include finding ways to keep Singapore modern and exciting on the global stage while preserving its heritage and identity, identifying critical aspects of the city that should be enhanced, retaining the distinctive character of historic districts like Kampong Glam and Little India while refreshing them for new generations, and finding ways to breathe new life into the city centre.<\/span><\/p>\n<h3><strong><span data-preserver-spaces=\"true\">What\u2019s next in the current Long-Term Plan Review (LTPR)?<\/span><\/strong><\/h3>\n<p><span data-preserver-spaces=\"true\">According to the URA, Phase 3 of the LTPR public engagement exercise will be conducted from January 2022 to March 2022. It will involve further conversations with the public about the possible land-use strategies developed from Phase 2 discussions.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Public engagement will be conducted via platforms such as town hall sessions.<\/span> <span data-preserver-spaces=\"true\">In Phase 4, which takes place from April 2022 to June 2022, the URA will announce the long-term land-use plans and strategies developed based on the public\u2019s feedback and ideas from Phase 1 to 3.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">These plans and strategies will guide Singapore\u2019s long-term development and the following\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.99.co\/singapore\/insider\/ura-master-plan\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Master Plan<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0review in 2024.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">\u2013<\/span><\/p>\n<h2><strong>What would you like to see in Singapore\u2019s future cityscape?
