{"id":46941,"date":"2021-12-24T10:00:58","date_gmt":"2021-12-24T02:00:58","guid":{"rendered":"https:\/\/www.99.co\/singapore\/insider\/?p=46941"},"modified":"2022-06-13T17:35:32","modified_gmt":"2022-06-13T09:35:32","slug":"property-trends-2022","status":"publish","type":"post","link":"https:\/\/www.99.co\/singapore\/insider\/property-trends-2022\/","title":{"rendered":"Property trends Singapore 2022: 5 market trend predictions"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div><p>Following a trend that began last year at the <a href=\"https:\/\/www.99.co\/singapore\/insider\/new-condo-sales-up-covid-19\/\" target=\"_blank\" rel=\"noopener\">start of the Covid-19 pandemic<\/a>, Singapore\u2019s property market boomed all through 2021.<\/p>\n<p>According to <a href=\"https:\/\/www.mnd.gov.sg\/newsroom\/speeches\/view\/remarks-by-minister-desmond-lee-at-media-briefing-on-property-market-measures\" target=\"_blank\" rel=\"noopener\">Minister for National Development Desmond Lee<\/a>, <b>private housing prices rose by 9%<\/b> since Q1 2020, while <b>HDB resale flat prices rose by 15%<\/b> in the same period. That\u2019s a pretty strong showing considering that there is still no end in sight for Covid-19. (Like a bad movie series, it keeps churning out instalment after instalment\u2026)<\/p>\n<p>With the new cooling measures announced, will the property market do an about-turn? Here\u2019s our take on what\u2019s in store in 2022.<\/p>\n<h2><b>Why did Singapore\u2019s property market do so well in 2021?<\/b><\/h2>\n<p>2021\u2019s upward spiral of property prices can be described as a perfect storm of multiple converging factors.<\/p>\n<p>First, there is the strong local demand for housing as <a href=\"https:\/\/www.todayonline.com\/big-read\/big-read-short-first-time-homebuyers-caught-property-market-perfect-storm\" target=\"_blank\" rel=\"noopener\">millennial couples look to buy their first homes<\/a>. But with <a href=\"https:\/\/www.99.co\/singapore\/insider\/full-list-bto-projects-mop-2022-near-mrt\/\" target=\"_blank\" rel=\"noopener\">BTO flats delayed due to border closures<\/a>, the YOLO generation is turning to HDB resale flats instead, driving resale prices up.<\/p>\n<p>Cashing in on surging HDB resale prices, HDB dwellers took the opportunity to sell their homes at a profit and upgrade to <a href=\"https:\/\/www.99.co\/singapore\/insider\/resale-prices-september-2021-hdb\/\" target=\"_blank\" rel=\"noopener\">larger, better-located HDB flats<\/a> or <a href=\"https:\/\/www.businesstimes.com.sg\/real-estate\/singapore-condo-resale-prices-continue-to-rise-in-nov-volumes-recover-srx-99co\" target=\"_blank\" rel=\"noopener\">private condominiums<\/a>. At the same time, foreign investors poured money into the <a href=\"https:\/\/www.99.co\/singapore\/insider\/7-reasons-singapore-continues-safe-haven-foreign-property-investors\/\" target=\"_blank\" rel=\"noopener\">safe haven that is Singapore\u2019s property market<\/a>, driving demand up for luxury properties.<\/p>\n<p>The cherry on top? Low mortgage interest rates, which make purchasing property even more attractive than before.<\/p>\n<h2><b>What are the new cooling measures \u2014 will they work?<\/b><\/h2>\n<p>With a property market threatening to spin out of control, it\u2019s no wonder that the government got increasingly anxious towards the end of 2021.<\/p>\n<p>We started seeing signs of this back in October when HDB announced a new <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/about-us\/news-and-publications\/press-releases\/27102021-Prime-location-public-housing-model\" target=\"_blank\" rel=\"noopener\">Prime Location Housing Model<\/a> to discourage house flippers from balloting for centrally-located BTO flats.<\/p>\n<p>Then, on 16 December 2021, MND announced a spate of <a href=\"https:\/\/www.99.co\/singapore\/insider\/cooling-measures-announced-absd-tdsr-ltv-16-december-2021\/\" target=\"_blank\" rel=\"noopener\">property cooling measures<\/a> to keep housing affordable for Singaporeans:<\/p>\n<ul>\n<li>Higher Additional Buyer\u2019s Stamp Duty (ABSD) across the board, except for Singapore citizens and PRs buying their first property<\/li>\n<li>Total Debt Servicing Ratio (TDSR) threshold tightened from 60% to 55%, including refinancing existing home loans<\/li>\n<li>HDB loan minimum downpayment increased from 10% to 15%<\/li>\n<\/ul>\n<p>The question is: what will these cooling measures mean for the property market in 2022? Here are five of our predictions.<\/p>\n<h2><b>1. More housing options for owner-occupiers<\/b><\/h2>\n<p>The cooling measures are meant to level the playing field for the average Singaporean \u2014 the genuine homeowner who just wants an affordable place to live in. Sounds like you, right? Not only are you off the hook for most of the cooling measures, but you also stand to gain the most from them.<\/p>\n<p>If the cooling measures work, they should reduce the red-hot demand for HDB resale flats, making them more affordable to first-timers and upgraders. In addition, MND announced a 35% increase in BTO flat supply, from 17,000 in 2021 to 23,000 in 2022.<\/p>\n<p>With hopefully more affordable HDB resale flats <i>and<\/i> more BTO flats to ballot for, that means 2022 should deliver more public housing options for regular people.<\/p>\n<p>But first-time homebuyers should be aware of the increased downpayment for an HDB housing loan from 10% to 15%. For those who don\u2019t have much cash or CPF savings, the sizeable jump might necessitate more time or discipline in <a href=\"https:\/\/www.99.co\/calculators\/affordability\" target=\"_blank\" rel=\"noopener\">saving up for your first home<\/a>.<\/p>\n<h2><b>2. HDB resale market to remain robust<\/b><\/h2>\n<p>Despite the increase in BTO supply, a sizeable chunk of Singaporeans will probably still opt for HDB resale flats, keeping the resale market buoyant.<\/p>\n<p>That\u2019s because <a href=\"https:\/\/www.businesstimes.com.sg\/real-estate\/hike-in-bto-supply-may-ease-hdb-resale-price-surge-but-construction-delays-still-a\" target=\"_blank\" rel=\"noopener\">construction delays are not likely to go away<\/a> in 2022. With Covid-19 still hanging around like a party guest that\u2019s outstayed its welcome, it looks like the <a href=\"https:\/\/www.99.co\/singapore\/insider\/manpower-crunch-in-the-construction-sector-whats-the-situation-so-far\/\" target=\"_blank\" rel=\"noopener\">construction sector\u2019s manpower crunch<\/a> and resulting delays may persist well into next year.<\/p>\n<p>So, HDB resale flats will continue to be popular with first-time homebuyers impatient to move in as well as families looking to upgrade from their starter HDB flats after completing the Minimum Occupation Period.<\/p>\n<p>With the buzz around the new <a href=\"https:\/\/www.straitstimes.com\/singapore\/housing\/what-is-hdbs-prime-location-public-housing-model-will-the-pinnacleduxton-be\" target=\"_blank\" rel=\"noopener\">Prime Location Housing Model<\/a>, there is likely to be even greater interest in city-fringe HDB resale flats that are close to the \u2018prime zones\u2019 but avoid the higher MOP requirements \u2014 think Toa Payoh and Bishan.<\/p>\n<h2><b>3. A quieter year for private condominiums<\/b><\/h2>\n<p>The <a href=\"https:\/\/www.99.co\/singapore\/insider\/recap-new-launch-condo-2021\/\" target=\"_blank\" rel=\"noopener\">private property market had a healthy 2021<\/a> with 31 new launches and condo units selling like hotcakes. Many were snapped up by HDB upgraders who were newly flush with cash, while others were bought by those wanting to lock it in before property prices appreciate even more.<\/p>\n<p>2022 looks set to be a quieter year for new launch condos though. For a start, there will be <a href=\"https:\/\/www.99.co\/singapore\/insider\/potential-new-launch-condo-2022\/\" target=\"_blank\" rel=\"noopener\">fewer new launch condo projects<\/a> due to the limited number of government land sales (GLS) parcels.<\/p>\n<p>Before the cooling measures were announced, there had been chatter about a possible en bloc sales revival \u2014 en bloc is an alternative for land-starved condo developers \u2014 but that\u2019s been quashed by the hefty ABSD, now 40%, which is imposed on developers.<\/p>\n<p>As the cooling measures mainly target property investors and foreign buyers, both important segments for private developers, <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/property-cooling-measures-2021-impact-home-sales-en-bloc-2383881\" target=\"_blank\" rel=\"noopener\">analysts expect condo sales to be muted in 2022<\/a>. <a href=\"https:\/\/www.todayonline.com\/singapore\/private-property-prices-climb-slower-expected-rise-most-3-cent-2022-following-curbs-analysts-1772766\" target=\"_blank\" rel=\"noopener\">Private property prices are expected to increase only 3% in 2022<\/a> instead of the previously projected 9%.<\/p>\n<p>On the flip side, the lull in demand and slowdown in prices also make 2022 the perfect year for <a href=\"https:\/\/www.99.co\/singapore\/new-launches\" target=\"_blank\" rel=\"noopener\">genuine homeowners to shop for a unit<\/a>.<\/p>\n<p><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/11\/bishan-hdb-park.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-45199\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/11\/bishan-hdb-park.jpg\" alt=\"Couple walking on the bridge at Bishan-Ang Mo Kio Park\" width=\"1000\" height=\"667\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/11\/bishan-hdb-park.jpg 1000w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/11\/bishan-hdb-park-150x100.jpg 150w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/a><\/p>\n<h2><b>4. Time to rethink investing in property<\/b><\/h2>\n<p>Whether local or foreign, it\u2019s property investors who are the hardest hit by the latest 2021 cooling measures.<\/p>\n<p>With ABSD for foreigners buying any property increased to a whopping 30%, 99 Group\u2019s Head of Research Pow Ying Khuan <a href=\"https:\/\/www.99.co\/singapore\/insider\/effect-new-cooling-measures-property-activity\/\" target=\"_blank\" rel=\"noopener\">predicts a drop in foreign demand<\/a>, especially in the prime Core Central Region (CCR) favoured by wealthy foreigners.<\/p>\n<p>Meanwhile, for locals looking to buy a second property for investment purposes, the ABSD has been increased to 17%. This extra 17% (not exactly loose change!) adds to your upfront costs, significantly diminishing your potential capital gains.<\/p>\n<p>On top of that, you\u2019ll also be restricted by the tighter TDSR, reduced from 60% to 55%. This threshold refers to the maximum of your monthly income you can spend on servicing debts, including mortgages, car loans and so on. The new TDSR will make it even harder for investors to service two home loans.<\/p>\n<h2><b>5. Potential rental market revival<\/b><\/h2>\n<p>On the other hand, investors will no doubt be weighing the added costs against a potential revival in Singapore\u2019s rental market in 2022.<\/p>\n<p>As Singapore\u2019s borders gradually reopen for the first time in two long years, 2022 is looking to be a strong year for the rental market. With vaccinated travel lanes (VTLs) opening up, including the all-important <a href=\"https:\/\/safetravel.ica.gov.sg\/vtl-land\/outbound-travel\" target=\"_blank\" rel=\"noopener\">land VTL with Malaysia<\/a>, we can expect more expats and students coming to live in Singapore soon.<\/p>\n<p>Interestingly, the <a href=\"https:\/\/www.straitstimes.com\/business\/property\/condo-hdb-rents-edge-up-in-september-while-leasing-volumes-dip\" target=\"_blank\" rel=\"noopener\">rental market here was buoyant in 2021<\/a> even when limited to domestic demand. Landlords here saw strong demand from local tenants such as millennials looking for their own space amid WFH rules, couples unwilling to put up with the long wait for a BTO, and HDB upgraders temporarily in-between homes.<\/p>\n<p>But, with borders opening and demand spiking in 2022, <a href=\"https:\/\/www.straitstimes.com\/business\/invest\/4-property-trends-to-watch-in-2022-\" target=\"_blank\" rel=\"noopener\">rental rates may increase at an even faster pace of 8% to 11% next year<\/a>, predict analysts.<\/p>\n<p>&#8211;<\/p>\n<h2><b>What are your thoughts on these 2022 property market predictions?
