But if you\u2019re wondering about a PR\u2019s eligibility to buy landed property in Singapore, then you\u2019ve come to the right article.<\/p>\n<h2 class=\"p3\"><b>The short answer is yes, but it\u2019s subject to approval\u00a0<\/b><\/h2>\n<p class=\"p1\">A Singapore Permanent Resident (PR) can buy landed residential property in Singapore, but they will need to <a href=\"https:\/\/www.sla.gov.sg\/property-boundary-n-ownership\/foreign-ownership-of-property\" target=\"_blank\" rel=\"noopener\">get approval from the Land Dealings Approval Unit (LDAU)<\/a> of the Singapore Land Authority (SLA) beforehand.<\/p>\n<p class=\"p1\">Under the <a href=\"https:\/\/sso.agc.gov.sg\/Act\/RPA1976\" target=\"_blank\" rel=\"noopener\">Residential Property Act<\/a>, a foreign person has to seek approval from the authorities before buying a landed residential property here.<\/p>\n<p class=\"p1\">A foreign person refers to anyone who is not any of the following:<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\">Singapore citizen<\/li>\n<li class=\"li1\">Singapore company<\/li>\n<li class=\"li1\">Singapore limited liability partnership<\/li>\n<li class=\"li1\">Singapore society<\/li>\n<\/ul>\n<p class=\"p1\">So under this definition, a Singapore PR is considered a foreigner. This means that if you\u2019re a PR, you will have to apply for approval if you plan to buy a landed residential property.<\/p>\n<h3 class=\"p3\"><b>What are the conditions for approval?\u00a0<\/b><\/h3>\n<p class=\"p1\">According to SLA, each application is assessed on a case-by-case basis. But they do consider factors such as the following:<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\">You should be a Singapore PR for at least five years, and<\/li>\n<li class=\"li1\">Have exceptional economic contributions to Singapore. Factors such as your employment income assessable for tax in Singapore are taken into consideration for this.<\/li>\n<\/ul>\n<p class=\"p1\">Applications have to be submitted online via <a href=\"https:\/\/app1.sla.gov.sg\/ldau\" target=\"_blank\" rel=\"noopener\">this portal<\/a>. The processing time generally takes around a month.<\/p>\n<h3 class=\"p3\"><b>What types of properties does a foreign person have to seek approval for purchase?\u00a0<\/b><\/h3>\n<p class=\"p1\">Here\u2019s a complete list of the types of properties that a foreign person (including PR) has to get approval from the authorities before buying one. Given their new citizenship status, they would no longer need to get approval from the authorities when buying a landed property such as a GCB.<\/p>\n    <section something that we don\u2019t know. And probably a figure that SLA will never reveal.<\/p>\n<p class=\"p1\">But we do know that there are landed residential property transactions by PRs, though they form a very small minority of the total transaction volume.<\/p>\n<p class=\"p1\">According to URA\u2019s REALIS, out of the 12,009 transactions for landed residential properties from 2017 to 2021, only 103 transactions were made by PRs. The main bulk of the transactions (11,229) was by Singaporeans.<\/p>\n<p class=\"p1\">And out of these transactions by PRs, there\u2019s the <a href=\"https:\/\/www.99.co\/singapore\/insider\/james-dyson-strikes-again-billionaire-to-purchase-second-luxury-property-in-singapore\/\" target=\"_blank\" rel=\"noopener\">S$45 million Cluny Road GCB purchase by James Dyson<\/a> back in 2019. This came just weeks after he bought the super penthouse at Wallich Residence for S$73.8 million (which was a record at that time). As a Permanent Resident here, he had to get approval from the SLA to buy the GCB.<\/p>\n<h2 class=\"p3\"><b>Are there any other landed properties that PRs can buy without getting approval from SLA?<\/b><\/h2>\n<p class=\"p1\">The good news is that yes, when it comes to buying a landed house in Singapore, PRs have a few options that do not require them to get approval from SLA.<\/p>\n<p class=\"p1\">These are:<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\">Strata landed house in an approved condominium development (not projects classified as apartments on URA)<\/li>\n<li class=\"li1\">A leasehold estate in a landed residential property for a term not exceeding seven years, including any further term which may be granted by way of an option for renewal<\/li>\n<\/ul>\n<figure id=\"attachment_39259\" aria-describedby=\"caption-attachment-39259\" style=\"width: 600px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/01\/oxley-strata-landed-affinity-at-serangoon.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-39259\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/01\/oxley-strata-landed-affinity-at-serangoon.jpg\" alt=\"\" width=\"600\" height=\"716\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/01\/oxley-strata-landed-affinity-at-serangoon.jpg 1048w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/01\/oxley-strata-landed-affinity-at-serangoon-150x179.jpg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-39259\" class=\"wp-caption-text\">Artist&#8217;s impression of strata landed house in Affinity At Serangoon.<\/figcaption><\/figure>\n<p class=\"p1\">While there are many examples of strata landed houses in a condo (like <a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/kent-ridge-hill-residences\" target=\"_blank\" rel=\"noopener\">Kent Ridge Hill Residences<\/a>, <a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/riverfront-residences\" target=\"_blank\" rel=\"noopener\">Riverfront Residences<\/a> and <a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/affinity-at-serangoon\" target=\"_blank\" rel=\"noopener\">Affinity At Serangoon<\/a>), if you&#8217;re a PR, it is best to reconfirm with <a href=\"https:\/\/www.ura.gov.sg\/realEstateIIWeb\/transaction\/submitSearch.action\" target=\"_blank\" rel=\"noopener\">URA<\/a>, the managing agent or developer on whether the project is classified as a condominium or apartment. Of course, unlike a typical landed house, these houses share communal facilities such as swimming pools. Much like a condo, these developments are managed by the MCST.<\/p>\n<h2 class=\"p3\"><b>How about non-PR foreigners?\u00a0<\/b><\/h2>\n<p class=\"p1\">There is an exception for foreigners who aren\u2019t PRs. They can still get approval from SLA to buy landed residential property in Singapore, but they\u2019re restricted to <a href=\"https:\/\/www.99.co\/singapore\/houses\/sentosa-cove-deP2J2J8E5kEE3ds8ARjRGid\" target=\"_blank\" rel=\"noopener\">Sentosa Cove<\/a>.<\/p>\n<p class=\"p1\">Likewise, they\u2019ll need to submit the application online, with the processing time taking around one month. Another thing to note is that the <a href=\"https:\/\/app1.sla.gov.sg\/ldau\/Application\/FAQs.aspx?ID=c6nEfGCq%2FR4ULau%2BxteKmg%3D%3D&amp;TYPE=XmqWmx2s7Ik%3D\" target=\"_blank\" rel=\"noopener\">land area of the property must not exceed 1,800 sqm<\/a>.<\/p>\n<hr \/>\n<h2><strong>Frequently Asked Questions (FAQs)<\/strong><\/h2>\n<p><strong>Can Permanent Residents (PRs) buy landed property in Singapore?<\/strong><\/p>\n<p>Yes, PRs can buy landed residential property in Singapore, but they need approval from the Land Dealings Approval Unit (LDAU) of the Singapore Land Authority (SLA) before purchasing.<\/p>\n<p><strong>What factors influence the approval process for PRs buying landed property? <\/strong><\/p>\n<p>Approval is assessed case-by-case, considering factors such as being a PR for at least five years and making exceptional economic contributions to Singapore.
