This includes <span class=\"s1\">the ultra-premium 14-unit <a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/les-maisons-nassim\" target=\"_blank\" rel=\"noopener\">Les Maisons Nassim<\/a> in District 10, which saw a 12,077 square feet super penthouse <a href=\"https:\/\/www.99.co\/singapore\/insider\/75m-penthouse-les-maisons-nassim\/\" target=\"_blank\" rel=\"noopener\">sold for a record price<\/a> of S$75 million, or S$6,210 per square foot.<\/span><\/p>\n<figure id=\"attachment_41343\" aria-describedby=\"caption-attachment-41343\" style=\"width: 960px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/06\/thomson-east-coast-line-les-maisons-nassim.jpeg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-41343 size-full\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/06\/thomson-east-coast-line-les-maisons-nassim.jpeg\" alt=\"Les Maisons Nassim\" width=\"960\" height=\"640\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/06\/thomson-east-coast-line-les-maisons-nassim.jpeg 960w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/06\/thomson-east-coast-line-les-maisons-nassim-150x100.jpeg 150w\" sizes=\"(max-width: 960px) 100vw, 960px\" \/><\/a><figcaption id=\"caption-attachment-41343\" class=\"wp-caption-text\">Shun Tak&#8217;s focus is on developing luxurious properties in Singapore. Pictured is the ultra-premium Les Maisons Nassim in District 10.<\/figcaption><\/figure>\n<h2 class=\"p1\"><span class=\"s1\"><b>Why did the deal fall through?<\/b><\/span><\/h2>\n<h3 class=\"p1\"><span class=\"s1\"><b>Lower interest from buyers<\/b><\/span><\/h3>\n<p class=\"p1\"><span class=\"s1\">Some reasons point to potentially lower interest from local and foreign buyers due to the increase in ABSD. Most purchasing luxury condos would be second or third time buyers, who stand to face punitive ABSD charges of up to 30%. With the pandemic shuttering borders, foreign buyers fell to a <a href=\"https:\/\/www.straitstimes.com\/business\/property\/private-flat-sales-to-foreign-buyers-fall-to-17-year-low\" target=\"_blank\" rel=\"noopener\">17-year low in 2020<\/a>. This, combined with the ABSD hike, poses a double whammy for luxury developers gunning for ultra-wealthy foreign buyers.<br \/>\n<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Amongst the slew of cooling measures is the tightening of the\u00a0<a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-total-debt-servicing-ratio-tdsr\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">Total Debt Servicing Ratio<\/span><\/a>\u00a0(TDSR) from 60% to 55%. TDSR takes into account monthly debt obligations such as car loans, student loans, personal loans and credit card balances.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Buyers who were keen to pull the trigger on a property purchase before the cooling measures kicked in may be forced to recalculate their budgets to factor in the new change. Current homeowners with an outstanding home loan may think twice about purchasing a second property as doing so might bust through the 55% debt ratio limit.<\/span><\/p>\n<h3 class=\"p1\"><span class=\"s1\"><b>Higher risk for developers<\/b><\/span><\/h3>\n<p class=\"p1\"><span class=\"s1\">With the ABSD hike,\u00a0<a href=\"https:\/\/www.99.co\/singapore\/insider\/a-5-minute-explanation-on-how-absd-for-developers-may-be-worsening-the-supply-glut\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">developers face a stiffer penalty<\/span><\/a> if they fail to complete the building and sell all units of the development within the stipulated time frame of 5 years. This time limit is fixed regardless of the size of the development, whether it is a relatively small project of 98 units or a mega-project consisting of over 1,000 units.<br \/>\n<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">As such, developers may be looking to exercise more caution when bidding for new projects to manage their risks.\u00a0<\/span><\/p>\n<h2 class=\"p1\"><span class=\"s1\"><b>Curb your en bloc enthusiasm<\/b><\/span><\/h2>\n<p class=\"p1\"><span class=\"s1\">With the increased risk for developers, en bloc hopefuls will need to lower their pricing expectations if they want the deal to go through. This is especially important for unit owners living on larger residential land sites. <\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Collective sale acquisitions may see a decrease after a promising year in 2021, with developments such as\u00a0<a href=\"https:\/\/www.99.co\/singapore\/insider\/peace-centre-mansion-en-bloc-golden-mile-complex-next\/\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">Peace Centre and Peace Mansion<\/span><\/a> being put up for sale. It was just picking up steam, too, with ten <a href=\"https:\/\/www.straitstimes.com\/business\/property\/collective-sales-hit-265b-but-face-speed-bump-0\" target=\"_blank\" rel=\"noopener\">collective sale sites worth sold<\/a> at a total of S$2.65 billion, compared with deals totalling just S$127.3 million in 2020.<br \/>\n<\/span><\/p>\n<figure id=\"attachment_46513\" aria-describedby=\"caption-attachment-46513\" style=\"width: 933px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/12\/peace-centre-en-bloc.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-46513 size-full\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/12\/peace-centre-en-bloc.jpg\" alt=\"peace centre\" width=\"933\" height=\"700\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/12\/peace-centre-en-bloc.jpg 933w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/12\/peace-centre-en-bloc-150x113.jpg 150w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/12\/peace-centre-en-bloc-380x284.jpg 380w\" sizes=\"(max-width: 933px) 100vw, 933px\" \/><\/a><figcaption id=\"caption-attachment-46513\" class=\"wp-caption-text\">Peace Centre\/Peace Mansion was sold in a S$650m deal in Dec 2021<\/figcaption><\/figure>\n<p class=\"p1\"><span class=\"s1\">The cyclical nature of en bloc deals also means that developers will need to refresh their land banks after redeveloping and selling their current projects, so there will still be en bloc deals being pursued, albeit at a less aggressive stance while developers wait and see how the cooling measures play out in the market.\u00a0<\/span><\/p>\n<h2 class=\"p1\"><span class=\"s1\"><b>Turning to GLS sites <\/b><\/span><\/h2>\n<p class=\"p1\"><span class=\"s1\">Developers may choose to play it safer, being more selective with their land acquisitions and working with smaller and mid-sized projects of 600 units or less to ensure full completion before the deadline.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">They may also prefer to purchase sites under the Government Land Sales (GLS) programme, which is more straightforward than undergoing a lengthy process with collective sales.\u00a0<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u00a0A site that will likely be a prime pick on the\u00a0<a href=\"https:\/\/www.mnd.gov.sg\/newsroom\/press-releases\/view\/release-of-first-half-of-2022-government-land-sales-(gls)-programme\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">H1 2022 GLS programme<\/span><\/a>\u00a0is the Bukit Timah Link site, with a yield of around 140 units. Its small size makes it less risky for developers to take on, and the\u00a0<a href=\"https:\/\/www.ura.gov.sg\/Corporate\/Media-Room\/Media-Releases\/pr20-21\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">upcoming developments<\/span><\/a>\u00a0to the Beauty World area will further boost the property&#8217;s value.<\/span><\/p>\n<figure id=\"attachment_47590\" aria-describedby=\"caption-attachment-47590\" style=\"width: 673px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/bukit-timah-link-GLS-site.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-47590\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/bukit-timah-link-GLS-site.jpg\" alt=\"bukit timah link GLS site\" width=\"673\" height=\"600\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/bukit-timah-link-GLS-site.jpg 2010w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/bukit-timah-link-GLS-site-1536x1369.jpg 1536w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/bukit-timah-link-GLS-site-150x134.jpg 150w\" sizes=\"(max-width: 673px) 100vw, 673px\" \/><\/a><figcaption id=\"caption-attachment-47590\" class=\"wp-caption-text\">The Bukit Timah Link site is located right next to The Linq@Beauty World<\/figcaption><\/figure>\n<p class=\"p1\"><span class=\"s1\">Sites such as Dunman Road and Kampong Bugis might see fewer bids due to their massive size of over 1,000 residential units.\u00a0\u00a0<\/span><\/p>\n<hr>\n<h2>What do you think will happen to the en bloc market in 2022?
