Not sure what\u2019s the difference between a project in a mature estate versus one in a non-mature estate? And how is the PLH BTO different from a mature estate BTO?<\/p>\n<p class=\"p3\">If you\u2019re considering to ballot for an <a href=\"https:\/\/www.99.co\/singapore\/insider\/feb-2022-hdb-bto-overview\/\" target=\"_blank\" rel=\"noopener\">HDB BTO<\/a> project, location, amenities and accessibility shouldn\u2019t be the only factors to consider. One main factor to consider is whether it\u2019s located in a prime location, <a href=\"https:\/\/www.99.co\/singapore\/insider\/what-is-non-mature-estates-vs-mature-estates-hdb\/\" target=\"_blank\" rel=\"noopener\">mature estate or non-mature estate<\/a>. This is because it determines things like eligibility, resale gains, priority flat allocation and price.<\/p>\n<h2 class=\"p5\"><b>PLH BTO\u00a0<\/b><\/h2>\n<ul class=\"ul1\">\n<li class=\"li3\">A chance to live in the city centre at a subsidised price<\/li>\n<li class=\"li3\">But comes with more restrictions, such as a 10-year MOP and subsidy clawback<\/li>\n<li class=\"li3\">Potentially lower resale gains<\/li>\n<li class=\"li3\">Highest price tag<\/li>\n<li class=\"li3\">Very high application rate<\/li>\n<\/ul>\n<p class=\"p3\">This refers to BTO projects that fall under the <a href=\"https:\/\/www.99.co\/singapore\/insider\/plh-prime-location-public-housing-model-hdb\/\" target=\"_blank\" rel=\"noopener\">Prime Location Public Housing (PLH)<\/a> model, which was announced in October 2021. As the name suggests, these BTO projects will be located in the city centre (so technically, they\u2019re in mature estates as well), near amenities like malls and MRT stations. The first PLH BTO projects are <a href=\"https:\/\/www.99.co\/singapore\/insider\/bto-hdb-november-nov-2021-in-depth-review-rochor-plh\/\" target=\"_blank\" rel=\"noopener\">River Peaks I &amp; II<\/a> in Rochor, located in the Central area housing estate. One main highlight is that <a href=\"https:\/\/www.99.co\/singapore\/mrt-stations\/jalan-besar-mrt\" target=\"_blank\" rel=\"noopener\">Jalan Besar MRT<\/a> is right next to these developments.<\/p>\n<figure id=\"attachment_45517\" aria-describedby=\"caption-attachment-45517\" style=\"width: 600px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/11\/rochor-river-peaks-nov-bto-2021-map.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-45517\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/11\/rochor-river-peaks-nov-bto-2021-map.jpg\" alt=\"River Peaks I &amp; II BTO map\" width=\"600\" height=\"476\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/11\/rochor-river-peaks-nov-bto-2021-map.jpg 670w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/11\/rochor-river-peaks-nov-bto-2021-map-150x119.jpg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-45517\" class=\"wp-caption-text\">Jalan Besar MRT is right in front of River Peaks I &amp; II. Source: HDB<\/figcaption><\/figure>\n<p class=\"p3\">Securing the ballot number for a PLH BTO flat means that you get to live in a prime area like the city centre or <a href=\"https:\/\/www.99.co\/singapore\/insider\/greater-southern-waterfront-gsw-election\/\" target=\"_blank\" rel=\"noopener\">Greater Southern Waterfront<\/a> at a subsidised rate.<\/p>\n<p class=\"p3\">But the downside is that it comes with several restrictions aimed to deter people from buying a BTO flat for profit, curbing the lottery effect (which is what we\u2019ve seen for projects like <a href=\"https:\/\/www.99.co\/singapore\/hdb\/the-pinnacle-duxton-de84zoRNJ9gpzbow3a7N2CS3\" target=\"_blank\" rel=\"noopener\">Pinnacle @ Duxton<\/a>).<\/p>\n<p class=\"p3\">The major one is the 10-year <a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-minimum-occupation-period-mop\/\" target=\"_blank\" rel=\"noopener\">Minimum Occupation Period (MOP)<\/a>. And let\u2019s not forget the construction time too. Just take the example of the Rochor BTO, which has a waiting time of nearly six years (71 months to be exact). This means that if you manage to secure a flat there, you have to <b>wait 16 years<\/b> before you can sell your flat to upgrade or buy a private property for investment. And a lot can happen in 16 years.<\/p>\n<p class=\"p3\">Then there\u2019s the S$14,000 income ceiling when these flats enter the resale market (which may or may not change in 10 years), limiting the pool of buyers you can sell your PLH flat to. Coupled with the subsidy clawback, there\u2019s potentially <a href=\"https:\/\/www.99.co\/singapore\/insider\/should-not-get-plh-hdb-flat-if-upgrading\/\" target=\"_blank\" rel=\"noopener\">less resale gains<\/a>.<\/p>\n<p class=\"p3\">And because of the prime location of these flats, they have the highest price tags among the BTO projects. For instance, the starting price of a 4-room Rochor BTO flat was S$582,000.<\/p>\n<p class=\"p3\">All these restrictions didn\u2019t deter people from applying for the Rochor BTO though. Within <a href=\"https:\/\/www.99.co\/singapore\/insider\/river-peaks-application-rate-singaporeans-accept-10-year-mop\/\" target=\"_blank\" rel=\"noopener\">two days of the application period<\/a> in the <a href=\"https:\/\/www.99.co\/singapore\/insider\/hdb-bto-november-2021-overview-choa-chu-kang-hougang-jurong-west-kallang-whampoa-rochor-tengah\/\" target=\"_blank\" rel=\"noopener\">November 2021 BTO<\/a> launch, the overall subscription rate was 4.6 for 4-room flats. The launch ended with an <a href=\"https:\/\/services2.hdb.gov.sg\/webapp\/BP13BTOENQWeb\/AR_Nov2021_BTO?strSystem=BTO\" target=\"_blank\" rel=\"noopener\">overall rate of 10.3<\/a>.<\/p>\n<figure id=\"attachment_47745\" aria-describedby=\"caption-attachment-47745\" style=\"width: 600px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/Source-HDB.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-47745\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/Source-HDB.jpg\" alt=\"application rate for November 2021 BTO\" width=\"600\" height=\"345\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/Source-HDB.jpg 2498w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/Source-HDB-1536x883.jpg 1536w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/Source-HDB-2048x1177.jpg 2048w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/Source-HDB-150x86.jpg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-47745\" class=\"wp-caption-text\">Source: HDB<\/figcaption><\/figure>\n<p class=\"p3\">So if you decide to ballot for a PLH BTO, expect tough competition.<\/p>\n<h2 class=\"p5\"><b>Mature estate BTO<\/b><\/h2>\n<ul class=\"ul1\">\n<li class=\"li3\">Potentially higher resale gains<\/li>\n<li class=\"li3\">Easier to upgrade<\/li>\n<li class=\"li3\">Estates are mostly relatively close to the city centre<\/li>\n<li class=\"li3\">Relatively high application rate<\/li>\n<\/ul>\n<p class=\"p3\">The following HDB estates are considered mature estates: <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/ang-mo-kio\" target=\"_blank\" rel=\"noopener\">Ang Mo Kio<\/a>, <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/bedok\" target=\"_blank\" rel=\"noopener\">Bedok<\/a>, <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/bishan\" target=\"_blank\" rel=\"noopener\">Bishan<\/a>, <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/bukit-merah\" target=\"_blank\" rel=\"noopener\">Bukit Merah<\/a>, <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/bukit-timah\" target=\"_blank\" rel=\"noopener\">Bukit Timah<\/a>, Central area, <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/clementi\" target=\"_blank\" rel=\"noopener\">Clementi<\/a>, <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/geylang\" target=\"_blank\" rel=\"noopener\">Geylang<\/a>, <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/kallang\" target=\"_blank\" rel=\"noopener\">Kallang\/Whampoa<\/a>, <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/marine-parade\" target=\"_blank\" rel=\"noopener\">Marine Parade<\/a>, <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/pasir-ris\" target=\"_blank\" rel=\"noopener\">Pasir Ris<\/a>, <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/queenstown\" target=\"_blank\" rel=\"noopener\">Queenstown<\/a>, <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/serangoon\" target=\"_blank\" rel=\"noopener\">Serangoon<\/a>, <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/tampines\" target=\"_blank\" rel=\"noopener\">Tampines<\/a> and <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/toa-payoh\" target=\"_blank\" rel=\"noopener\">Toa Payoh<\/a>.<\/p>\n<p class=\"p3\">Given the restrictions that come with the PLH BTO projects, the mature estate BTO projects are now even more attractive. This is especially for those in excellent locations such as the <a href=\"https:\/\/www.99.co\/singapore\/insider\/may-2021-hdb-bto-in-depth-review-bukit-merah\/\" target=\"_blank\" rel=\"noopener\">Telok Blangah Beacon BTO<\/a>, which is very close to the Greater Southern Waterfront; flats in such locations can potentially earn the highest resale gains after the five-year MOP ends.<\/p>\n<figure id=\"attachment_48030\" aria-describedby=\"caption-attachment-48030\" style=\"width: 600px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/telok-blangah-beacon-bto-map.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-48030\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/telok-blangah-beacon-bto-map.jpg\" alt=\"Telok Blangah Beacon BTO\" width=\"600\" height=\"339\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/telok-blangah-beacon-bto-map.jpg 1151w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/01\/telok-blangah-beacon-bto-map-150x85.jpg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-48030\" class=\"wp-caption-text\">Telok Blangah Beacon is very close to the Greater Southern Waterfront. Source: HDB<\/figcaption><\/figure>\n<p class=\"p3\">For starters, there\u2019s no income ceiling requirement to buy these flats when they enter the resale market. So the pool of buyers can include high-income earners who are more than willing to pay top dollar for choice flats.<\/p>\n<p class=\"p3\">Compared to River Peaks BTO, the Telok Blangah Beacon BTO has a slightly higher starting price of S$602,000 for a 4-room flat. But these flats don\u2019t come with an income ceiling and subsidy clawback when they\u2019re resold. So owners of these flats can potentially get higher resale gains, which may mean more funds to upgrade, whether it\u2019s for a bigger flat, EC or even condo.<\/p>\n<p class=\"p3\">However, depending on the project, the application rate can be pretty high too. For instance, in the last launch in November 2021, 4-room flats in Kallang\/Whampoa had an overall subscription rate of 6.6, compared to the same flat type in Hougang, which had a rate of 4.3. So the chances of getting a queue number here can be pretty low.<\/p>\n    <section id=\"portal-widget-tab-panel-6ab5699dbfb3b\" class=\"portal-widget-tab-panel\">\n        <div While we\u2019ve seen these flats being launched in mature estates like the ones in the <a href=\"https:\/\/www.99.co\/singapore\/insider\/august-2021-hdb-bto-in-depth-review-tampines-bedok-reservoir\/\" target=\"_blank\" rel=\"noopener\">August 2021 Tampines BTO<\/a> launch, most 5-room flats were launched in non-mature estates like Tengah in recent years.<\/p>\n<p class=\"p3\">For instance, in the last launch in November 2021, all the 5-room flats launched were located in Hougang and Tengah. Likewise, for the upcoming launch in February 2022, all the 5-room flats will be located in Tengah and Yishun.<\/p>\n<p class=\"p3\">Flats here are generally the cheapest ones too, given that
