And for the financially better off individuals, they have the additional choice of private properties like condominiums, apartments or even landed housing.<\/p>\n<p>However, there is one property class that is often missed out on by the LGBTQ+ community \u2013 the Executive Condo (EC). In this article, I will look at the option of EC and how it can be a viable option for different groups of\u00a0 LGBTQ+ in Singapore.<\/p>\n<figure id=\"attachment_45294\" aria-describedby=\"caption-attachment-45294\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/11\/parc-greenwich.jpeg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-45294\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/11\/parc-greenwich.jpeg\" alt=\"parc greenwich\" width=\"600\" height=\"333\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/11\/parc-greenwich.jpeg 1263w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/11\/parc-greenwich-270x149.jpeg 270w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2021\/11\/parc-greenwich-150x83.jpeg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-45294\" class=\"wp-caption-text\"><a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/parc-greenwich\" target=\"_blank\" rel=\"noopener\">Parc Greenwich<\/a> is an executive condominium that launched last year. Other ECs with planned launches this year include Yishun&#8217;s <a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/north-gaia\" target=\"_blank\" rel=\"noopener\">North Gaia<\/a> and one at <a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/tengah-garden-walk\" target=\"_blank\" rel=\"noopener\">Tengah Garden Walk<\/a>.<\/figcaption><\/figure>\n<h2>What is an EC?<\/h2>\n<p>Commonly known as the \u2018sandwich flat\u2019, EC was introduced in 1996 as a special home class to cater to middle-income home buyers, especially young graduates and professionals who can afford more than an HDB flat but find private property beyond their reach.<\/p>\n<p>Essentially it is a hybrid form of private-public housing, as it is first sold via HDB as public housing but is automatically privatised after a ten-year period. Besides the title difference, a typical EC resembles a typical private condo and offers the same amenities, including swimming pools, gyms, clubhouses, tennis courts, etc. They are also managed by a management office with full guardhouse security.<\/p>\n<p>However, buying a new EC has lots of pros and cons.<\/p>\n<h3><strong>The Pros<\/strong><\/h3>\n<ul>\n<li>New ECs are generally priced 20-30% lower than private new launches so EC homeowners tend to enjoy a good upside potential when they decide to sell it off after its 5-year MOP period, or after 10 years when it is fully privatised.<\/li>\n<li>For eligible family units with household income below S$12,000, there is an HDB Housing Grant for EC of up to 30k to subsidise the property. (However, this grant is NOT available to those buying under the Joint Singles Scheme)<\/li>\n<li>HDB upgraders to ECs do not have to pay ABSD as it is mandatory for them to sell off their HDB upon TOP of the EC.<\/li>\n<li>HDB upgraders to ECs do not have to sell the current property first. They can continue to live in their flat while waiting for the construction of the ECs (4-5 years) and sell it later upon TOP.<\/li>\n<li>HDB upgraders to ECs can still get a 75% home loan even if they have an existing loan. This will allow them to secure the loan needed for the EC with no financial issues.<\/li>\n<\/ul>\n<h3><strong>The Cons<\/strong><\/h3>\n<ul>\n<li>One of the main drawbacks of EC is the required 5-year MOP on top of 4-5 years of construction. This is a similar timeline to BTO flats purchased from HDB. What it means for buyers who apply for EC is that they will not be able to buy or sell another property for a good 9-10 years period.<\/li>\n<li>Because of the hybrid nature of ECs, they will only be fully privatised after the 10th year from TOP. So foreigners can only buy a fully privatised EC after 10 years. (Note: SPRs however are allowed to buy EC after 5 years)<\/li>\n<\/ul>\n<p><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/02\/lg27-scaled-e1644396205423.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-48229\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/02\/lg27-scaled-e1644396205423.jpg\" alt=\"LGBTQ+ gay couple female facing each other\" width=\"467\" height=\"700\"><\/a><\/p>\n<h2>Can an LGBTQ+ person buy a new EC from launch?<\/h2>\n<p>Unlike buying a private condo, buying an EC at launch from HDB comes with its own set of eligibility criteria:<\/p>\n<table data-pm-slice=\"1 1 []\" data-en-clipboard=\"true\">\n<colgroup>\n<col>\n<col><\/colgroup>\n<tbody>\n<tr>\n<td data-colwidth=\"190\">\n<div>Family nucleus<\/div>\n<\/td>\n<td data-colwidth=\"615\">\n<div>You will need to qualify for the EC under one of these eligibility schemes:<\/div>\n<div>&#8211; Public Scheme<\/div>\n<div>&#8211; Fianc\u00e9\/Fianc\u00e9e Scheme<\/div>\n<div>&#8211; Orphans Scheme<\/div>\n<div>&#8211; Joint Singles Scheme<\/div>\n<\/td>\n<\/tr>\n<tr>\n<td data-colwidth=\"190\">\n<div>Citizenship<\/div>\n<\/td>\n<td data-colwidth=\"615\">\n<div>&#8211; You must be a Singapore Citizen<\/div>\n<div>&#8211; At least 1 other applicant must be a Singapore Citizen or Singapore Permanent Resident<\/div>\n<div>&#8211; All singles must be Singapore Citizens if applying under the Joint Singles Scheme<\/div>\n<\/td>\n<\/tr>\n<tr>\n<td data-colwidth=\"190\">\n<div>Age<\/div>\n<\/td>\n<td data-colwidth=\"615\">\n<div>&#8211; At least 21 years old<\/div>\n<div>&#8211; At least 35 years old, if applying under the Joint Singles Scheme<\/div>\n<\/td>\n<\/tr>\n<tr>\n<td data-colwidth=\"190\">\n<div>Income ceiling<\/div>\n<\/td>\n<td data-colwidth=\"615\">\n<div>Your household income must not exceed the $16,000 income ceiling.<\/div>\n<\/td>\n<\/tr>\n<tr>\n<td data-colwidth=\"190\">\n<div>Property ownership<\/div>\n<\/td>\n<td data-colwidth=\"615\">\n<div>&#8211; You do not own other property overseas or locally, or have not disposed of any within the last 30 months<\/div>\n<div>&#8211; You have not bought a new HDB\/ DBSS flat or EC, or received a CPF Housing Grant before; or, have only bought 1 of these properties\/ received 1 CPF Housing Grant thus far<\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<p>As seen in the table above, a single LGBTQ+ will not be able to qualify for a new EC. The only way is to apply under the <strong>Joint Singles Scheme<\/strong>. For a Singaporean LGBTQ+ couple, they have a chance to buy a brand new EC together under these conditions.<\/p>\n<h3><strong>Joint Singles Scheme<\/strong><\/h3>\n<p>You and up to 3 other co-applicants, and all individuals must be:<\/p>\n<ul>\n<li>Single (unmarried, divorced, or widowed)<\/li>\n<li>Singapore Citizens<\/li>\n<li>At least 35 years old<\/li>\n<li>Applying jointly as co-applicants<\/li>\n<li>The CPF Housing Grant is NOT available when buying an EC under Joint Singles Scheme.<\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">At first glance, the age restriction, 5-year MOP requirement, and lack of housing grants for the &#8220;joint single&#8221; owners will make EC an unattractive option for LGBTQ+ couples. They could simply go into the private properties market to buy something without any of these restrictions.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">However, private new launches and resale properties are becoming more expensive than ever. New ECs are generally priced 20-30% lower than the private condominium in the market. For an LGBTQ+ couple looking for an own-stay home with no plans to sell in the short term, getting an EC is a good option if they are not bothered by its 5-year MOP and 10-year privatisation timeline. On top of that, they also stand an excellent chance of capital appreciation over the years.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Another clear advantage of new ECs for LGBTQ+ couples is that they are not limited by the type of units, unlike the BTO where they are only allowed to buy a 2-room flex unit in a non-matured HDB estate.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">LGBTQ+ couples who own existing properties and are planning to transition to another private property are also\u00a0<\/span><strong><span data-preserver-spaces=\"true\">NOT ABLE<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0to enjoy\u00a0<\/span><strong><span data-preserver-spaces=\"true\">ABSD remission<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0(unlike married heterosexual couples who can). If they want to buy a private new launch together, they will first need to sell away their current property to avoid a 17% ABSD (on the 2nd new property) and rent a place for 3-4 years while waiting for the construction complete. As a result, they are less likely to buy a new launch and be limited to private resale properties (check out my\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.99.co\/singapore\/insider\/lgbtq-private-home-buyers-new-launch-first-property\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">previous article<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0on this subject).<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">On the other hand, buyers of ECs are exempted from ABSD, and they do not have to sell away their HDB until the TOP of the EC. This is a considerable advantage for LGBTQ+ homeowners trying to upgrade from an HDB to a brand new property.<\/span><\/p>\n<p><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/02\/lg22-scaled-e1644396266376.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"aligncenter size-full wp-image-48231\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/02\/lg22-scaled-e1644396266376.jpg\" alt=\"LGBTQ+ gay couple male lying side by side\" width=\"560\" height=\"700\"><\/a><\/p>\n<h2>Not forgetting the opportunities in resale ECs<\/h2>\n<p>While we have looked at the various possibilities of buying a brand new EC, there are however many LGBTQ+ who are still left out of the equation. They are:<\/p>\n<ul>\n<li>the Singaporeans below 35 years old<\/li>\n<li>the Singles (non-couple LGBTQ+)<\/li>\n<li>the Singapore Permanent Residents ( SPRs)<\/li>\n<li>the Foreigners<\/li>\n<\/ul>\n<p>Here&#8217;s the good news: Consider buying something from the resale EC market. It has way more flexibility for these groups of people.<\/p>\n<p>Two very important milestones for a typical EC is the 5-year Minimum Occupation Period (MOP) date, followed by its 10th-year mark.<\/p>\n<p>Upon completion of the Minimum Occupation Period (MOP) of 5 years, an EC is considered &#8216;semi-privatised&#8217;.<\/p>\n<ul>\n<li>The property can now be sold in the private resale market without going through HDB<\/li>\n<li>The property can now be sold to Singaporeans and SPRs (but ABSD still applies)<\/li>\n<li>There is no more need to meet the previous HDB family nucleus criteria<\/li>\n<li>There is no more 35-years-old age restriction for singles.<\/li>\n<li>There is also no income restriction.<\/li>\n<\/ul>\n<p>The final turning point for the EC is after its 10th year, during which it will be &#8216;fully-privatised&#8217; and sold as private property. The important change at the point is for foreigners to be able to buy the property in the open resale market.<\/p>\n<p><span data-preserver-spaces=\"true\">All of the above possibilities by resale ECs have opened up many options for the LGBTQ+ community looking for an alternative to HDB housing but could not afford the expensive private properties. It is also a good way for LGBTQ+ members with HDB to afford hybrid housing before transitioning to the private segment if they want.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Finally, the resale EC option provides LGBTQ+ couples of mixed nationalities the opportunity to plan and co-invest in a home together in Singapore. <\/span><\/p>\n<p><span data-preserver-spaces=\"true\">This was impossible under the HDB policies with its strict eligible criteria on the family unit. Singaporeans, SPRs, and foreigners can all mix and buy the properties together as co-owners for a fully privatised resale EC. <\/span><\/p>\n<p><span data-preserver-spaces=\"true\">However, do note that the ABSD for SPR and foreigners still applies, so it is crucial for all parties to structure the purchase carefully.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">At the point of writing, gay marriage is not legalised in Singapore, so there are many details and points to consider when co-sharing financial assets and properties as an LGBTQ+ couple. It is of paramount importance to consult an LGBTQ+ affirming professional(s) experienced in legal, financial planning and real estate when you embark on this exciting journey together. <\/span><\/p>\n<p><span data-preserver-spaces=\"true\">One such community group you can seek help from is\u00a0<\/span><a class=\"editor-rtfLink\" href=\"http:\/\/prident.co\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Prident<\/span><\/a><span data-preserver-spaces=\"true\">.
