{"id":51010,"date":"2022-04-29T11:00:52","date_gmt":"2022-04-29T03:00:52","guid":{"rendered":"https:\/\/www.99.co\/singapore\/insider\/?p=51010"},"modified":"2022-06-13T18:11:52","modified_gmt":"2022-06-13T10:11:52","slug":"whats-narrowing-gap-between-ccr-rcr-prices","status":"publish","type":"post","link":"https:\/\/www.99.co\/singapore\/insider\/whats-narrowing-gap-between-ccr-rcr-prices\/","title":{"rendered":"What&#8217;s narrowing the gap between CCR and RCR prices?"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div><p><span data-preserver-spaces=\"true\">Those seeking property purchase opportunities in the Core Central Region (CCR) can rejoice \u2013 the price gap for new private homes in the prime districts and those outside of them continues to narrow.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">In 2021, the prices of CCR homes\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.ura.gov.sg\/-\/media\/Corporate\/Media-Room\/2022\/Apr\/pr22-18a2.pdf\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">rose<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0by 3.8%, paling against the 16.3% increase in RCR homes and the 8.8% increase in OCR homes.\u00a0\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">According to URA\u2019s\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.ura.gov.sg\/Corporate\/Media-Room\/Media-Releases\/pr22-18\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">flash estimate<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0of the price index for Q1 2022, prices of non-landed properties declined by 0.3% quarter-on-quarter, from a 5.3% gain in Q4 2021.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The drop came from the prices of homes in the CCR falling by 0.1% and prices in the Rest of Central Region (RCR) retreating by 2.7%, giving back some gains from the 6.7% increase in the preceding quarter.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">However, the Outside of Central Region (OCR) prices increased by 2.2%, adding to the 5.7% hike in the previous quarter. In 2017, it stood at 59.3%. Fast forward to 2022, it currently stands at 33%, a whopping 26.3% decrease.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">It reflects the total unsold stock, with OCR having just\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.ura.gov.sg\/-\/media\/Corporate\/Media-Room\/2022\/Apr\/pr22-18b2.pdf\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">705 units of unsold inventory<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0\u2013 the fewest number of units among the three market segments since Q4 2020.\u00a0<\/span><\/p>\n<table>\n<tbody>\n<tr>\n<td><b>Condos<\/b><\/td>\n<td><b>Q4 2021<\/b><\/td>\n<td><b>Q1 2022<\/b><\/td>\n<\/tr>\n<tr>\n<td><b>CCR<\/b><\/td>\n<td>1,671<\/td>\n<td>1,490<\/td>\n<\/tr>\n<tr>\n<td><b>RCR<\/b><\/td>\n<td>1,544<\/td>\n<td>1,009<\/td>\n<\/tr>\n<tr>\n<td><b>OCR<\/b><\/td>\n<td>1,051<\/td>\n<td>705<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><span data-preserver-spaces=\"true\">For Q1 2022, the CCR makes up for the most significant portion of unsold private residential units, representing 46.5% of all unsold units over all regions.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">When comparing the difference in average price psf between RCR and CCR condos, the price gap isn\u2019t narrowing as aggressively as between the OCR and CCR condos. This is a huge drop from the 1,372 units launched in the RCR in Q4 2021.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Developers managed to sell 1,825 private residential units (excluding executive condos) in the first quarter of 2022, a 39.5% decrease from the 3,018 units sold the previous quarter and 47.8% lower year-on-year.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">There were\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.ura.gov.sg\/-\/media\/Corporate\/Media-Room\/2022\/Apr\/pr22-18f.pdf\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">no ECs launched<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0in Q1 2022 and Q4 2021, while 131 and 538 ECs were sold in Q1 2022 and Q4 2021, respectively.\u00a0<\/span><\/p>\n<h2><strong><span data-preserver-spaces=\"true\">Reasons for the narrowing price gap<\/span><\/strong><\/h2>\n<p><span data-preserver-spaces=\"true\">There\u2019s a confluence of factors that may give some insight to why more are looking towards the RCR and OCR instead of choosing to purchase property within the CCR.\u00a0\u00a0<\/span><\/p>\n<h3><strong><span data-preserver-spaces=\"true\">1. Higher taxes and pandemic restrictions<\/span><\/strong><\/h3>\n<p><span data-preserver-spaces=\"true\">When the revised\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-additional-buyers-stamp-duty-absd\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">additional buyer\u2019s stamp duty<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0(ABSD) rates\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.99.co\/singapore\/insider\/cooling-measures-announced-absd-tdsr-ltv-16-december-2021\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">kicked in on 16 December<\/span><\/a><span data-preserver-spaces=\"true\">, it dampened those who were hoping to buy private residential property.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">It wasn\u2019t just the recent ABSD hike that killed the voracious appetite of those snapping up private property in Singapore. ABSD was first introduced in 2011 at 10%, which increased to 15% by 2013 and 20% in 2018.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Foreign buyers are hit especially hard by the rate hike to 30%. Foreigners generally prefer living in the central region,\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.etcsea.com\/wp-content\/uploads\/2021\/08\/Private-Homes-Report-Q2-2021.pdf\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">making up 9%<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0of CCR transactions in Q2 2021.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">When Singapore imposed tight border controls at the start of the pandemic, there were markedly fewer home sales in the private property sector. It fell to a\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.straitstimes.com\/business\/property\/private-flat-sales-to-foreign-buyers-fall-to-17-year-low\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">17-year low<\/span><\/a><span data-preserver-spaces=\"true\">, with just 742 properties sold to foreigners \u2013 the lowest figure since 2003, according to real estate consultancy firms ERA Realty Network and OrangeTee &amp; Tie.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The deadly combination of higher ABSD plus a worldwide lockdown is a one-two combo that muted the uptake in CCR units over the past years.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">On the other hand, owner-occupiers, who make up the majority of homebuyers, are generally unaffected by ABSD.\u00a0\u00a0<\/span><\/p>\n<h3><strong><span data-preserver-spaces=\"true\">2. Low supply (Property curbs) and construction delays<\/span><\/strong><\/h3>\n<p><span data-preserver-spaces=\"true\">The supply of private non-landed homes remained low due to a shortage of major launches during the quarter.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">With the pandemic putting a chokehold on\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.straitstimes.com\/business\/property\/manpower-material-constraints-behind-cost-spike-for-construction-firms\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">manpower<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0and\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.businesstimes.com.sg\/energy-commodities\/high-material-prices-to-remain-a-drag-on-singapore-construction-this-year-report\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">construction materials<\/span><\/a><span data-preserver-spaces=\"true\">, developers faced high material costs and significant delays in completing housing projects according to projected timelines.\u00a0<\/span><\/p>\n<p><img decoding=\"async\" class=\"aligncenter wp-image-35630\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/07\/stirling-residences-condo-under-construction-april-2020.jpg\" alt=\"stirling residences condo under construction april 2020\" width=\"600\" height=\"450\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/07\/stirling-residences-condo-under-construction-april-2020.jpg 640w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2020\/07\/stirling-residences-condo-under-construction-april-2020-380x284.jpg 380w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/p>\n<p><span data-preserver-spaces=\"true\">Q1 2022 experienced a sharp decline in private units launched (79.1% fewer units than in Q1 2021). All three regions had a quarter-on-quarter decrease, with 79.5% in the RCR, followed by 74.4% in the CCR and 44.1% in the OCR.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">It remains to see whether this trend will be echoed through the rest of 2022.\u00a0\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Market sales performance could improve in the upcoming quarter with major projects being launched, like the 407-unit\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/reviews\/piccadilly-grand\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Piccadilly Grand<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0and\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/enchante\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Enchante<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0in the prime district of Novena.<\/span><\/p>\n<h3><strong><span data-preserver-spaces=\"true\">3. Decentralisation\u00a0<\/span><\/strong><\/h3>\n<p><span data-preserver-spaces=\"true\">In line with its decentralisation efforts over the past decade, Singapore encourages more employment areas outside the CBD to shorten daily commute and boost work efficiency.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Tech giant\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.straitstimes.com\/tech\/google-moves-to-new-office-to-house-fast-growing-team-of-engineers-in-singapore\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Google moved out of the Marina Financial Distric<\/span><\/a><span data-preserver-spaces=\"true\">t into Mapletree Business City II, located within the RCR.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Plans for three major economic gateways are in the pipeline, including a second CBD in the\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.99.co\/singapore\/insider\/jurong-lake-district-is-going-to-be-a-new-tourism-hub\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Jurong Lake District<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0(JLD). Paya Lebar Central and the Bishan Sub-Regional Centre are undergoing a major transformation.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">To encourage developers to inject more vibrancy into the business district, the government is encouraging the redevelopment of older office buildings into mixed-use buildings.\u00a0<\/span><\/p>\n<figure id=\"attachment_51013\" aria-describedby=\"caption-attachment-51013\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/04\/CBD-downtown-use.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-51013\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/04\/CBD-downtown-use.jpg\" alt=\"\" width=\"600\" height=\"309\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/04\/CBD-downtown-use.jpg 1224w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/04\/CBD-downtown-use-150x77.jpg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-51013\" class=\"wp-caption-text\">Source: <a href=\"https:\/\/www.ura.gov.sg\/Corporate\/Planning\/Master-Plan\/Regional-Highlights\/Central-Area\/Downtown\" target=\"_blank\" rel=\"noopener\">URA<\/a><\/figcaption><\/figure>\n<p><span data-preserver-spaces=\"true\">Prior to the pandemic, URA rolled out the\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.99.co\/singapore\/insider\/cbd-to-get-a-revamp-following-cbd-incentive-scheme\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">CBD Incentive (CBDI) Scheme\u00a0<\/span><\/a><span data-preserver-spaces=\"true\">and\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/www.99.co\/singapore\/insider\/rejuvenating-core-central-region-ccr-ura-masterplan-orchard-newton-novena-health-city\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Strategic Development Incentive (SDI) Scheme<\/span><\/a><span data-preserver-spaces=\"true\">.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">This includes converting CBD offices that are at least 20 years old into other forms of commercial real estate such as hotels and retail and dining options and building larger residential units to cater to families.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">When the pandemic hit, it accelerated the decentralisation process, with the majority of the workforce adjusting to the new normal of working from home.
