Not only can you qualify for a higher grant amount, but you get more priority too (read: better chance of securing a queue number).<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\" id=\"h-first-timer-applicant-benefits-for-hdb-bto\"><strong>First-timer applicant benefits for HDB BTO<\/strong><\/h2>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\" id=\"h-enhanced-cpf-housing-grant-of-up-to-s-80k\"><strong>Enhanced CPF Housing Grant of up to S$120k<\/strong><\/h3>\r\n\r\n\r\n\r\n<p>As a first-timer, you can qualify for the <a href=\"https:\/\/www.99.co\/singapore\/insider\/hdb-grants-for-couples\/\" target=\"_blank\" rel=\"noopener\">Enhanced CPF Housing Grant (EHG)<\/a> of up to S$120,000. These include:<\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li>Higher flat allocation<\/li>\r\n<li>Two ballot chances (compared to one for second-timers and singles)<\/li>\r\n<li>Additional ballot chances if you were unsuccessful in previous attempts to ballot in non-mature estates<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<p><em>(Plus, from the August 2023 BTO exercise onwards, there will be a <a href=\"https:\/\/www.straitstimes.com\/singapore\/politics\/first-timers-must-select-bto-flats-when-invited-by-hdb-or-lose-priority-for-a-year-from-august-launch\" target=\"_blank\" rel=\"noreferrer noopener\">new priority category<\/a> called First-Timers (Parents and Married Couples) or FT (PMC). Under this scheme, up to 40% of the BTO flats and 60% of the SBF flats will be set aside for FT (PMC)<\/em>. Your income will only be assessed around three months before the flat completion.<\/p>\r\n\r\n\r\n\r\n<p>The eligibility criteria is that both of you must also be full-time students or NSF, and\/or have completed studies or NS within 12 months before applying for a flat.<\/p>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\" id=\"h-staggered-downpayment-scheme\"><strong>Staggered Down Payment Scheme<\/strong><\/h3>\r\n\r\n\r\n\r\n<p>First-timers are also eligible for the Staggered Down Payment Scheme if you are applying as a married couple or applying under the Fiance\/Fiancee Scheme. Through the scheme, instead of paying the down payment during the signing of the Agreement for Lease, you can pay it in two instalments: during the agreement signing and key collection.<\/p>\r\n\r\n\r\n\r\n<p>So if you are taking an <a href=\"https:\/\/www.99.co\/singapore\/insider\/home-loan-hdb-concessionary-loan\/\" target=\"_blank\" rel=\"noopener\">HDB loan<\/a>, the remaining down payment to be paid during key collection will be 25%. This is because of the change in <a href=\"https:\/\/www.99.co\/singapore\/insider\/ltv-limit-loan-to-value-property-singapore\/\" target=\"_blank\" rel=\"noreferrer noopener\">loan-to-value (LTV) ratio limit<\/a> for HDB loans, which has since decreased from 80% to 75%, as announced in the <a href=\"https:\/\/www.99.co\/singapore\/insider\/national-day-rally-2024\/\" target=\"_blank\" rel=\"noopener\">National Day Rally in August 2024<\/a>.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\" id=\"h-so-who-s-considered-a-first-timer-hdb-bto-applicant\"><strong>So who is considered a first-timer HDB BTO applicant?<\/strong><\/h2>\r\n\r\n\r\n\r\n<p>You are considered a first-timer applicant if you have received none housing subsidies before. This means you have never bought:<\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li>A flat directly from the HDB<\/li>\r\n<li>A <a href=\"https:\/\/www.99.co\/singapore\/sale\/hdb\" target=\"_blank\" rel=\"noopener\">resale flat<\/a> with CPF housing grant<\/li>\r\n<li>A DBSS flat from a developer<\/li>\r\n<li>An <a href=\"https:\/\/www.99.co\/singapore\/sale\/executive-condominiums\" target=\"_blank\" rel=\"noopener\">EC<\/a> from a developer<\/li>\r\n<li>Or enjoyed other forms of housing subsidy, e.g. <a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-selective-enbloc-redevelopment-scheme-sers\/\" target=\"_blank\" rel=\"noopener\">Selective En bloc Redevelopment Scheme (SERS)<\/a>, privatisation of HUDC estate, etc.<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<p>So you are considered a second-timer if you have bought any of these. From 9 May 2023 onwards, if you are listed as an essential occupier and received the housing grant, you will also be <a href=\"https:\/\/www.99.co\/singapore\/insider\/changes-distribution-use-hdb-grants-cooling-measure\/\" target=\"_blank\" rel=\"noopener\">considered a second-timer<\/a> for your next HDB flat purchase. As a second-timer, pay the <a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-resale-levy\/\" target=\"_blank\" rel=\"noopener\">resale levy<\/a> when you buy a flat from HDB.<\/p>\r\n\r\n\r\n\r\n<p><em>(While <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/residential\/buying-a-flat\/buying-procedure-for-new-flats\/application\/priority-schemes?anchor=privileges\" target=\"_blank\" rel=\"noreferrer noopener\">HDB regards<\/a> couples comprising a first-timer and a second-timer as a first-timer family, take note that there are schemes, such as the Parenthood Priority Scheme that require both applicants to be first-timers.) <\/em><\/p>\r\n\r\n\r\n\r\n<p>With that, we break down a few situations that disqualify you from enjoying first-timer applicant benefits.<\/p>\r\n\r\n\r\n\r\n<h2 class=\"wp-block-heading\" id=\"h-why-you-may-not-be-able-to-enjoy-first-timer-applicant-benefits-for-hdb-bto\"><strong>Why you may not enjoy first-timer applicant benefits for HDB BTO<\/strong><\/h2>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\" id=\"h-1-you-have-bought-a-subsidised-flat-with-a-family-member-before\"><strong>1. You have bought a subsidised flat with a family member before<\/strong><\/h3>\r\n\r\n\r\n\r\n<p>For instance, you have bought a flat directly from HDB or a resale flat using a CPF grant with your parents under the Public Scheme or with your siblings under the Orphans Scheme. You may have bought it with a family member to pay the mortgage.<\/p>\r\n\r\n\r\n\r\n<p>Doing so also means you will lose your first-timer applicant status when you buy a flat later on with your spouse (or on your own as a single when you turn 35). So you will be considered a second-timer when you buy a BTO flat.<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/09\/buying-property-joint-tenancy-in-commons.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"alignnone wp-image-19666\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/09\/buying-property-joint-tenancy-in-commons.jpg\" alt=\"two people looking at a document\" width=\"1200\" height=\"800\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/09\/buying-property-joint-tenancy-in-commons.jpg 720w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/09\/buying-property-joint-tenancy-in-commons-150x100.jpg 150w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/09\/buying-property-joint-tenancy-in-commons-600x400.jpg 600w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2018\/09\/buying-property-joint-tenancy-in-commons-440x294.jpg 440w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><\/a>\r\n<figcaption>Buying a flat with your sibling may not be a good idea.<\/figcaption>\r\n<\/figure>\r\n\r\n\r\n\r\n<p>Also, deal with the admin issue of removing your name from the flat and having the other family members buy your share. This is because you cannot own more than one HDB flat at a time.<\/p>\r\n<p>And that is why we do not recommend people to <a href=\"https:\/\/www.99.co\/singapore\/insider\/co-owning-hdb-flat-with-family\/\" target=\"_blank\" rel=\"noopener\">buy a flat together with a family member<\/a>.<\/p>\r\n<p>Additionally, essential occupiers will <a href=\"https:\/\/www.99.co\/singapore\/insider\/changes-distribution-use-hdb-grants-cooling-measure\/\" target=\"_blank\" rel=\"noopener\">now be considered second-timers the next time they buy an HDB flat<\/a>. The only exception to this rule is parent-child households, whereby the child is listed as an essential occupier.<\/p>\r\n\r\n\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\" id=\"h-2-your-parents-have-transferred-the-ownership-of-a-subsidised-flat-to-you\"><strong>2. Your parents have transferred the ownership of a subsidised flat to you<\/strong><\/h3>\r\n\r\n\r\n\r\n<p>This includes inheriting the flat.<\/p>\r\n\r\n\r\n\r\n<p>We are not saying this is a bad thing since it means you already have a home to your name. And if it is fully paid up already, you will just need to pay the legal fees and other costs like <a href=\"https:\/\/www.99.co\/singapore\/insider\/property-tax-much-pay\/\" target=\"_blank\" rel=\"noopener\">property tax<\/a> and conservancy fees.<\/p>\r\n\r\n\r\n\r\n<p>But if you are planning to get a BTO flat, owning a subsidised flat can disrupt your plans. First, there is the five-year MOP that you have to fulfil after taking over the flat. This should also satisfy the <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/residential\/living-in-an-hdb-flat\/changing-owners-occupiers\/change-in-ownership\/change-in-flat-ownership\/conditions-after-transfer\" target=\"_blank\" rel=\"noreferrer noopener\">five-year time bar<\/a> before you can apply to buy another subsidised flat.<\/p>\r\n\r\n\r\n\r\n<p>On top of that, since you are planning to buy another subsidised flat, pay the resale levy and be considered a second-timer.<\/p>\r\n\r\n\r\n\r\n<p>And since you can only own one HDB flat at a time, you will also have to dispose of this inherited flat You have rejected a chance to select a flat twice<\/strong><\/h3>\r\n\r\n\r\n\r\n<p>There are various reasons you may have rejected an invitation to book a flat. This can be because the flats left for selection are not desirable, or you may have financial difficulties.<\/p>\r\n\r\n\r\n\r\n<p>But if you have been invited to book a flat twice and rejected both chances, you will have your first-timer priority suspended for a year. So during this one-year period, you can still apply for a BTO flat, but you will be balloted together with the second-timers. This means having a lower chance of securing a queue number because of the lower flat allocation for second-timers.<\/p>\r\n\r\n\r\n\r\n<p>And if you still decide not to book a flat when invited twice, you will have the first-timer priority suspended for another year. So you will have to wait one more year before you will be considered a first-timer and enjoy the first-timer priority again.<\/p>\r\n\r\n\r\n\r\n\r\n\r\n<p><em>If you look at the flat allocation and application rates for second-timers, you will know how hard it is to get a queue number as a second-timer.<\/em><\/p>\r\n\r\n\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\" id=\"h-4-you-have-cancelled-your-bto-application-after-booking-a-flat\"><strong>4. You have cancelled your BTO application after booking a flat<\/strong><\/h3>\r\n\r\n\r\n\r\n<p>The penalty is more severe than cancelling your application before the flat booking.<\/p>\r\n\r\n\r\n\r\n<p>Suppose you cancel your BTO application before the key collection. In that case, the next time you apply for a BTO flat, you will not get any additional ballot chances that would have been accumulated from the previous unsuccessful applications in the non-mature estates.<\/p>\r\n\r\n\r\n\r\n<p>Besides this first-timer benefit, you will also have to wait for one year before you can apply or be an essential occupier for:<\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li>A new flat<\/li>\r\n<li>A resale flat bought with a CPF housing grant<\/li>\r\n<li>A DBSS flat from a developer<\/li>\r\n<li>An EC bought from a developer<\/li>\r\n<li>A resale flat that is been chosen for SERS<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<p>Plus, forfeit the option fee if you have paid for it (before signing the lease) and 5% of the purchase price (after signing the lease).<\/p>\r\n\r\n\r\n\r\n<h3 class=\"wp-block-heading\" id=\"h-5-you-broke-up-after-the-key-collection\"><strong>5. You broke up after the key collection<\/strong><\/h3>\r\n\r\n\r\n\r\n<p>Unfortunately, sometimes things happen. One of the most common cases we hear is <a href=\"https:\/\/www.99.co\/singapore\/insider\/hdb-flat-couples-split\/\" target=\"_blank\" rel=\"noopener\">couples breaking up<\/a> after the BTO key collection.<\/p>\r\n\r\n\r\n\r\n<p>In such a case, since you have applied as a couple, should you break up later after getting your flat, give the flat back to HDB. HDB will then compensate you at the prevailing compensation price.<\/p>\r\n\r\n\r\n\r\n<p>(If you have listed either of your parents in the application instead, HDB will allow you to keep the flat.)<\/p>\r\n\r\n\r\n\r\n<p>On top of that, there is a penalty.
