These additional options will be offered, starting with the <a href=\"https:\/\/www.99.co\/singapore\/insider\/600-households-ang-mo-kio-sers\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ang Mo Kio SERS<\/a>.&nbsp;<\/p>\n\n\n\n<p>The new housing options introduced are:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>50-year lease replacement flat at the designated replacement site at Ang Mo Kio Drive<\/li><li>Lease Buyback Scheme for the existing flat<br><\/li><\/ul>\n\n\n\n<p>These additional options will be offered along with the current SERS rehousing benefits. These include the following:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Compensation for the flat based on the market value at the time of announcement<\/li><li>Option to purchase a replacement flat with a fresh 99-year lease at the designated replacement site<\/li><li>Option to apply for a flat elsewhere with SERS rehousing benefits through the <a href=\"https:\/\/www.99.co\/singapore\/insider\/category\/hdb\/hdb-bto\/\" target=\"_blank\" rel=\"noreferrer noopener\">HDB BTO<\/a> or <a href=\"https:\/\/www.99.co\/singapore\/insider\/sale-of-balance-flats-hdb\/\" target=\"_blank\" rel=\"noreferrer noopener\">SBF<\/a> exercise&nbsp;<\/li><li>Ex-gratia payment of S$30,000 and SERS grant, on top of the flat compensation<\/li><li>Option to sell the flat with SERS benefits on the open market&nbsp;<br><\/li><\/ul>\n\n\n\n<p>These new options come on the back of <a href=\"https:\/\/www.straitstimes.com\/singapore\/housing\/some-ang-mo-kio-residents-dismayed-by-top-up-for-similar-sized-sers-replacement-units-hdb-exploring-options\" target=\"_blank\" rel=\"noreferrer noopener\">some residents&#8217; concerns about<\/a> having to <a href=\"https:\/\/mothership.sg\/2022\/06\/hdb-amk-sers-compensation\/\" target=\"_blank\" rel=\"noreferrer noopener\">fork out money to get a similar-sized replacement flat<\/a>. Many of the residents are seniors, and given their age, they may not be able to get a housing loan to afford a new flat.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-50-year-lease-replacement-flat-at-the-designated-site\">50-year lease replacement flat at the designated site&nbsp;<\/h2>\n\n\n\n<p>Those who are at least 45 years old can purchase a replacement flat at the designated site with either a 99-year <strong>or 50-year lease<\/strong>.&nbsp;<\/p>\n\n\n\n<p>The shorter lease option is available for those who buy a 3-room or larger new flat (up to the same flat type as their SERS flat) at the SERS replacement sites.&nbsp;<\/p>\n\n\n\n<p>This gives those who do not require a longer lease a more affordable option while ensuring that the lease will be able to cover the buyer up to age 95.<\/p>\n\n\n\n<p>Not only that, there&#8217;s a potential monetary upside as well.<\/p>\n\n\n\n<p>For example, if a SERS flat owner living in an existing 3-room SERS flat (68 sqm) buys a 3-room (65 sqm) new replacement flat on a 50-year lease, the owner can potentially nett himself or herself some cash and\/or CPF proceeds with the estimated market value of the SERS flat. <\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"774\" height=\"654\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Example-Buy-new-flat-50-year-lease.jpg\" alt=\"\" class=\"wp-image-55599\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Example-Buy-new-flat-50-year-lease.jpg 774w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Example-Buy-new-flat-50-year-lease-150x127.jpg 150w\" sizes=\"(max-width: 774px) 100vw, 774px\" \/><figcaption>Source: HDB<\/figcaption><\/figure>\n\n\n\n<p>At the same time, these flats can be resold on the open market with the remaining lease or rented out after the five-year <a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-minimum-occupation-period-mop\/\" target=\"_blank\" rel=\"noreferrer noopener\">Minimum Occupation Period (MOP)<\/a> has ended. The rooms can also be rented out during the MOP.&nbsp;<\/p>\n\n\n\n<p>MND has also clarified with 99.co that there will not be an age requirement for the resale buyers of these flats, adding that the balance lease should cover the youngest owner till age 95. <\/p>\n\n\n\n<p>&#8220;Otherwise, the use of CPF savings and the Loan-to-Value limit of the HDB loan will be pro-rated based on the extent to which the remaining lease length can cover the youngest buyer to the age of 95.&#8221;<\/p>\n\n\n\n<p>This is unlike the short-lease 2-room Flexi flats that HDB currently offers through the BTO and SBF exercises, which cannot be resold on the resale market.&nbsp;<\/p>\n\n\n\n<p>Here are the eligibility and lease conditions for the purchase of a 3-room or larger new replacement flat on a 50-year lease:<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" width=\"754\" height=\"920\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Buy-new-flat-50-year-lease.jpg\" alt=\"\" class=\"wp-image-55598\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Buy-new-flat-50-year-lease.jpg 754w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Buy-new-flat-50-year-lease-150x183.jpg 150w\" sizes=\"(max-width: 754px) 100vw, 754px\" \/><figcaption><br><br><br>Source: HDB<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-lease-buyback-scheme-lbs-for-senior-flat-owners\">Lease Buyback Scheme (LBS) for senior flat owners&nbsp;<\/h2>\n\n\n\n<p>Currently, the <a href=\"https:\/\/www.99.co\/singapore\/insider\/lease-buyback-vs-rightsizing\/\" target=\"_blank\" rel=\"noreferrer noopener\">Lease Buyback Scheme<\/a> allows seniors aged 65 and above to sell part of the flat\u2019s lease back to HDB, with the minimum lease to be sold at 20 years. They will be able to retain the length of the lease based on the age of the youngest owner.\u00a0<\/p>\n\n\n\n<p>This allows them to monetise their flat while continuing to live in it. The proceeds from selling part of the lease will be used to top up their CPF Retirement Account (RA). The CPF RA savings can then be used to join CPF Life which will provide a monthly payout for life.&nbsp;<\/p>\n\n\n\n<p>The owner(s) will also enjoy an LBS cash bonus of up to S$30,000\/S$15,000 (3-room or smaller\/4-room respectively) for the CPF RA top-up.<\/p>\n\n\n\n<p>The new option allows seniors to use the market compensation for the lease of the SERS flat retained under LBS to buy an equivalent replacement flat of the same lease length and up to the same flat type.<\/p>\n\n\n\n<p>Note that previously, SERS flat owners could no longer apply for LBS after their flat had been announced for SERS, so this is definitely a new change for senior flat owners affected by SERS.<\/p>\n\n\n\n<p>So with this scheme, senior flat owners can: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>First, take up LBS for their existing SERS flat (after SERS announcement). Part of the proceeds from this will be used to top up their CPF RAs and purchase CPF Life.<\/li><li>Then, with the remaining compensation and the SERS grant, buy a new replacement flat on an equivalent lease of their SERS flat<br><\/li><\/ul>\n\n\n\n<p>Here are the eligibility and lease conditions for this option:<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"630\" height=\"1120\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Eligibility-and-lease-conditions-LBS-Full.jpg\" alt=\"\" class=\"wp-image-55600\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Eligibility-and-lease-conditions-LBS-Full.jpg 630w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Eligibility-and-lease-conditions-LBS-Full-150x267.jpg 150w\" sizes=\"(max-width: 630px) 100vw, 630px\" \/><figcaption>Source: HDB<\/figcaption><\/figure>\n\n\n\n<p>With Lease Buyback Scheme, owners will not be able to resell their new short-lease flats in the open market (since their leases are sold back to HDB). <\/p>\n\n\n\n<p>They are also not allowed to rent out the entire flat except for spare rooms.
