{"id":56440,"date":"2022-07-19T17:40:51","date_gmt":"2022-07-19T09:40:51","guid":{"rendered":"https:\/\/www.99.co\/singapore\/insider\/?p=56440"},"modified":"2022-10-14T17:08:11","modified_gmt":"2022-10-14T09:08:11","slug":"environmental-impact-studies-hdb-monkey-otter-boar-wildlife-home-invasions","status":"publish","type":"post","link":"https:\/\/www.99.co\/singapore\/insider\/environmental-impact-studies-hdb-monkey-otter-boar-wildlife-home-invasions\/","title":{"rendered":"Can HDB&#8217;s environmental impact studies help us better understand recent wildlife home invasions?"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div><p>Recently, a video went viral when it showed a troop of about nine macaque monkeys scaling the external HDB estate wall of <a href=\"https:\/\/www.99.co\/singapore\/hdb\/118-clementi-street-13-advUySEpGxb9xB6Rf3bFLeSN\" target=\"_blank\" rel=\"noopener\">118 Clementi Street 13<\/a> &#8211; with a few apparently entering a fifth-floor apartment and uh, stealing some <del>bananas<\/del>&#8230; food? Either that or they&#8217;re just being playful and curious.<\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/48sV3IEOO84\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>While most viewers found the video amusing and got off with a chuckle, these incidents shouldn&#8217;t be taken lightly. Just last week, a gang of monkeys kidnapped a four-month-old baby in Bareilly, India and <strong><a href=\"https:\/\/news.yahoo.com\/4-month-old-baby-dies-233240761.html\" target=\"_blank\" rel=\"noopener\">threw the baby off a three-storey roof<\/a><\/strong>, killing the child.<\/p>\n<p>With the Clementi video, some viewers advised caution, referring to the <a href=\"https:\/\/www.nparks.gov.sg\/gardens-parks-and-nature\/dos-and-donts\/animal-advisories\/macaques\" target=\"_blank\" rel=\"noopener\">advisory<\/a> from the National Parks Board on ways to &#8220;monkey-proof&#8221; one&#8217;s home, such as installing window mesh and grilles and closing all windows and doors when not at home.<\/p>\n<p>Others, however, question if our harmonious living with nature is suspect since our wildlife has to brazenly emerge out of their natural habitat in search of food (or exercise?).<\/p>\n<p>Notably, this isn&#8217;t the first time monkeys have casually scaled a housing block. In late 2019, two monkeys scaled 4 storeys of <a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/springdale-condominium\" target=\"_blank\" rel=\"noopener\">Springdale condominium<\/a> at Hindhede Walk, <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/bukit-timah\" target=\"_blank\" rel=\"noopener\">Bukit Timah<\/a>. There are &#8220;family groups&#8221; now, with the Bishan Otter Family (known as the Bishan 10) being the most popular (or widely spotted and territorial).<\/p>\n<p>The smooth-coated and small-clawed otters are classified as critically endangered species in Singapore, and sightings of them only emerged in 1998 (after the 1970s).<\/p>\n<p>According to The Economist, the emergence of the Bishan otter family is a &#8220;sign of Singapore&#8217;s success in its greening policy.&#8221; They were even featured in David Attenborough&#8217;s Wild City documentary.<\/p>\n<p>And yes, National Parks Board also has an <a href=\"https:\/\/www.nparks.gov.sg\/gardens-parks-and-nature\/dos-and-donts\/animal-advisories\/otters\" target=\"_blank\" rel=\"noopener\">advisory<\/a> on what homeowners can do to protect their compound from these occasional, hungry critters.<\/p>\n<figure id=\"attachment_56453\" aria-describedby=\"caption-attachment-56453\" style=\"width: 990px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Otters_in_Singapore-e1658215298386.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-56453 size-full\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Otters_in_Singapore-e1658215298386.jpg\" alt=\"Otters_in_Singapore\" width=\"990\" height=\"630\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Otters_in_Singapore-e1658215298386.jpg 990w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Otters_in_Singapore-e1658215298386-150x95.jpg 150w\" sizes=\"(max-width: 990px) 100vw, 990px\" \/><\/a><figcaption id=\"caption-attachment-56453\" class=\"wp-caption-text\">Cute and adorable to most Singapore residents and tourists, the wild otter families have been using our cleaned drainpipes and waterways to navigate and hunt for food sources in various prized fish ponds, like those in landed homes, condos, hotel resorts and at one point, even a church.<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p>While it&#8217;s easy to treat these otters as cute and adorable creatures, they can also be hostile if feel threatened, like in the <a href=\"https:\/\/www.straitstimes.com\/singapore\/man-bitten-by-otter-after-trailing-pack-of-30-during-morning-run\" target=\"_blank\" rel=\"noopener\">case of this unfortunate jogger<\/a>.<\/p>\n<p>What&#8217;s even more unfortunate, though, is that otter families have been continuously raiding fish ponds in landed homes and condominiums.<\/p>\n<p>In the past few months, otters have been spotted (and returning) to fish ponds in several condominiums along Pasir Ris Grove, where they&#8217;ve vociferously decimated several of the koi fishes there.<\/p>\n<p>Several would take the flesh and bones from their meals to the nearby swimming pools, which then means the condo MCSTs would have to shut down the pools for some &#8220;deep cleaning&#8221; &#8211; which would add to residents&#8217; costs and inconvenience.<\/p>\n<p>In March 2022, otters slaughtered a total of 50 giant goldfishes and eight koi in a private landed property in <a href=\"https:\/\/www.99.co\/singapore\/houses\/seletar-hills-estate-dex9hKRFRRiygsQLTu3K6djY\" target=\"_blank\" rel=\"noopener\">Seletar Hills<\/a>. The family had been raising the Tamasabas goldfishes and koi for over 13 years.<\/p>\n<p>Even their 12-year-old Belgian Malinois &#8216;K9-trained&#8217; dog was overwhelmed by the otters, enough to not make a sound and alert its homeowners.<\/p>\n<p><iframe loading=\"lazy\" style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=476&amp;href=https%3A%2F%2Fwww.facebook.com%2Fannetterochellelee%2Fvideos%2F255876762281343%2F&amp;show_text=false&amp;width=380&amp;t=0\" width=\"380\" height=\"476\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>In May 2021, otters killed and ate over a hundred fish at the Church of Saint Teresa along Kampong Bahru Road. Most of the fish remains &#8211; some with their heads or tails bitten off &#8211; were scattered around the church&#8217;s compound.<\/p>\n<p>Once again, these fishes have been raised by the church for close to 15 years. The otters consumed most of them in four days.<\/p>\n<p>In April 2021, a dozen otters (the Zouk family) were at Alexandra Road&#8217;s <a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/the-crest\" target=\"_blank\" rel=\"noopener\">The Crest condominium<\/a>, where they ate almost all of the fish. These otters normally prowl the canals which lead to the Singapore and Kallang Rivers.<\/p>\n<p><iframe loading=\"lazy\" style=\"border: none; overflow: hidden;\" src=\"https:\/\/www.facebook.com\/plugins\/post.php?href=https%3A%2F%2Fwww.facebook.com%2Fjazreel.low%2Fposts%2F10158772959193949&amp;show_text=true&amp;width=500\" width=\"500\" height=\"646\" frameborder=\"0\" scrolling=\"no\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>The migratory movements (or sightings) of these otter families seem to indicate a trail, usually driven by where it&#8217;s easy to hunt for available food sources.<\/p>\n<p>For example, earlier between 2015 and 2016, most of the otters were sighted around Sentosa Island, potentially seen as their hunting ground.<\/p>\n<p>Then, otters <a href=\"https:\/\/www.straitstimes.com\/singapore\/otters-prey-on-fish-at-sentosa-cove-homes-desperate-residents-put-up-fences-motion-sensor\" target=\"_blank\" rel=\"noopener\">destroyed<\/a> about S$64,000 worth of koi belonging to a homeowner on Singapore&#8217;s Sentosa Island. During that same period, the koi ponds at Sentosa&#8217;s Sofitel Singapore Sentosa Resort &amp; Spa and Amara Sanctuary Resort Sentosa were almost entirely wiped out.<\/p>\n<p>Besides monkeys and otters, there are also more wild boar sightings (which we&#8217;ve covered in a <a href=\"https:\/\/www.99.co\/singapore\/insider\/singapore-hdb-condo-wildlife\/\" target=\"_blank\" rel=\"noopener\">wildlife survival guide<\/a>). And we don&#8217;t necessarily need to remind you of how <a href=\"https:\/\/www.straitstimes.com\/singapore\/woman-injured-by-wild-boar-outside-hdb-neighbourhood-shops-in-khatib\" target=\"_blank\" rel=\"noopener\">dangerous<\/a> they are.<\/p>\n<p>Last year, there were 102 calls made to Animal Concerns Research and Education Society (Acres) about wild boar sightings and complaints (87 the year before and as of March 2022, 34 calls).<\/p>\n<p>Anyway, we&#8217;ll just leave this here &#8211; in February 2022, a wild boar was filmed roaming a public exercise area at <a href=\"https:\/\/www.99.co\/singapore\/hdb\/482-segar-road-ad3Smtz8Qtz7WDxDzkxP8am\" target=\"_blank\" rel=\"noopener\">482 Segar Road<\/a>.<\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/ZAJxAHfzDao\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<h2>HDB Environmental Studies<\/h2>\n<p>If you&#8217;re curious, HDB has a list of <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/about-us\/our-role\/smart-and-sustainable-living\/Planning-with-the-Environment-in-mind\" target=\"_blank\" rel=\"noopener\">environmental studies<\/a> it conducts for different neighbourhoods it plans to <a href=\"https:\/\/www.99.co\/singapore\/insider\/environmental-study-yishun-miltonia-woodlands-north-hdb\/\" target=\"_blank\" rel=\"noopener\">redevelop into housing estates<\/a>.<\/p>\n<p>At press time, the latest report is that of the <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/-\/media\/doc\/RPG\/Keppel-Club-Site-Report-Executive-Summary.ashx\" target=\"_blank\" rel=\"noopener\">Keppel Club Site<\/a>, which has been brownfield-zoned for residential development, including <a href=\"https:\/\/www.99.co\/singapore\/insider\/first-bto-projects-greater-southern-waterfront-gsw-in-3-years\/\" target=\"_blank\" rel=\"noopener\">6000 HDB BTO flats<\/a> and 3000 private units.<\/p>\n<p>Other studies include <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/-\/media\/doc\/RPG\/Choa-Chu-Kang-N1-Report-Executive-Summary.ashx?la=en&amp;hash=8DBB1470DFFF4682BC1FEEB82539B7063B739D61\" target=\"_blank\" rel=\"noopener\">Choa Chua Kang N1<\/a> site and Mount Pleasant &#8211; the latter having both an <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/-\/media\/doc\/RPG\/Mount-Pleasant-Report-Executive-Summary.ashx?la=en&amp;hash=FB3688EB20294656B33A0AD2C94AFEFBE1DEBA70\" target=\"_blank\" rel=\"noopener\">impact study<\/a> and a <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/-\/media\/doc\/RPG\/Old-Police-Academy-Heritage-Study-Executive-Summary.ashx?la=en&amp;hash=7C2395908C248A61483DF8752037D6B15BF66BB5\" target=\"_blank\" rel=\"noopener\">heritage study<\/a>.<\/p>\n<p>The studies, which are carried out by technical agencies and independent consultancies, guide the development plans for the areas and generally provide advice on minimising the impact of development works on the environment.<\/p>\n<p>We&#8217;ve seen its effect on the new housing estate in Choa Chu Kang, which will change to accommodate at least 2 hectares of existing greenery, including the retention of healthy, mature tree clusters.<\/p>\n<p>This was because <a href=\"https:\/\/www.straitstimes.com\/singapore\/housing\/hdb-to-retain-at-least-2ha-of-existing-pang-sua-woodland-which-will-be-developed-for-housing\" target=\"_blank\" rel=\"noopener\">green spaces weren&#8217;t planned<\/a> in the URA 2019 master plan for the 21.7-hectare site.<\/p>\n<p><iframe loading=\"lazy\" style=\"border: 0;\" src=\"https:\/\/www.google.com\/maps\/embed?pb=!1m14!1m12!1m3!1d5188.020994628788!2d103.75812097657779!3d1.3853457110405485!2m3!1f0!2f0!3f0!3m2!1i1024!2i768!4f13.1!5e1!3m2!1sen!2ssg!4v1658213652157!5m2!1sen!2ssg\" width=\"600\" height=\"450\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p><em>From Google Maps, we can clearly see the cluster of trees between Pang Sua Canal to the west and the Rail Corridor\/Woodlands Road to the east.<\/em><\/p>\n<figure id=\"attachment_56451\" aria-describedby=\"caption-attachment-56451\" style=\"width: 985px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Choa-Chua-Kang-Pang-Sua-Woodland-URA-2019-Masterplan-e1658213963745.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-56451 size-full\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Choa-Chua-Kang-Pang-Sua-Woodland-URA-2019-Masterplan-e1658213963745.jpg\" alt=\"Choa Chua Kang Pang Sua Woodland URA 2019 Masterplan\" width=\"985\" height=\"630\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Choa-Chua-Kang-Pang-Sua-Woodland-URA-2019-Masterplan-e1658213963745.jpg 985w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/Choa-Chua-Kang-Pang-Sua-Woodland-URA-2019-Masterplan-e1658213963745-150x96.jpg 150w\" sizes=\"(max-width: 985px) 100vw, 985px\" \/><\/a><figcaption id=\"caption-attachment-56451\" class=\"wp-caption-text\">Here&#8217;s the proposed land use based on URA&#8217;s Master Plan 2019 where originally, there were no plans to incorporate greenery such as a park within the housing estate. They also proposed that the stretch of Pang Sua Canal next to the woodland be naturalised so that it could serve as a habitat for animals.<\/p>\n<p>Unfortunately, while feedback was received, HDB could not naturalise the canal due to a lack of additional land. Also, to do so would mean the trees may need to be cleared. Labrador Nature Reserve to the south-west and Mount Faber Park to the north-east), but we doubt that these will be the only recreational areas the free-roaming otters will be visiting once the site&#8217;s developed &#8211; especially if there are potential food sources for them here.
