{"id":57952,"date":"2022-08-16T10:27:21","date_gmt":"2022-08-16T02:27:21","guid":{"rendered":"https:\/\/www.99.co\/singapore\/insider\/?p=57952"},"modified":"2022-08-19T18:15:23","modified_gmt":"2022-08-19T10:15:23","slug":"ang-mo-kio-sers-replacement-site-ballot-bto","status":"publish","type":"post","link":"https:\/\/www.99.co\/singapore\/insider\/ang-mo-kio-sers-replacement-site-ballot-bto\/","title":{"rendered":"Ang Mo Kio SERS: Go for the replacement site or ballot for the Ang Mo Kio BTO?"},"content":{"rendered":"<div id=\"bsf_rt_marker\"><\/div><p><a href=\"https:\/\/www.straitstimes.com\/singapore\/housing\/ang-mo-kio-sers-residents-given-option-of-applying-for-bto-flat-in-same-estate-under-priority-scheme\" target=\"_blank\" rel=\"noopener\">Straits Times<\/a> and <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/doesnt-make-difference-ang-mo-kio-sers-residents-bto-flat-estate-replacement-2866761\" target=\"_blank\" rel=\"noopener\">CNA<\/a> recently reported that those affected by the <a href=\"https:\/\/www.99.co\/singapore\/insider\/600-households-ang-mo-kio-sers\/\" target=\"_blank\" rel=\"noopener\">Ang Mo Kio SERS<\/a> can get priority if they apply for the Ang Mo Kio BTO in the upcoming August 2022 <a href=\"https:\/\/www.99.co\/singapore\/insider\/category\/hdb\/hdb-bto\/\" target=\"_blank\" rel=\"noopener\">HDB BTO<\/a> exercise.<\/p>\n<h2>BTO priority for residents affected by SERS<\/h2>\n<p>Besides the <a href=\"https:\/\/www.99.co\/singapore\/insider\/august-2022-hdb-bto-review-ang-mo-kio\/\" target=\"_blank\" rel=\"noopener\">Ang Mo Kio BTO<\/a> site, flat owners affected by the SERS can also enjoy priority if they decide to apply for either of the following projects in the <a href=\"https:\/\/www.99.co\/singapore\/insider\/august-2022-hdb-bto-overview\/\" target=\"_blank\" rel=\"noopener\">August 2022 BTO<\/a>:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.99.co\/singapore\/insider\/august-2022-hdb-bto-review-choa-chu-kang\/\" target=\"_blank\" rel=\"noopener\">Choa Chu Kang BTO<\/a><\/li>\n<li><a href=\"https:\/\/www.99.co\/singapore\/insider\/august-2022-hdb-bto-review-tampines\/\" target=\"_blank\" rel=\"noopener\">Tampines BTO<\/a><\/li>\n<li><a href=\"https:\/\/www.99.co\/singapore\/insider\/august-2022-hdb-bto-review-woodlands\/\" target=\"_blank\" rel=\"noopener\">Woodlands BTO<\/a><\/li>\n<\/ul>\n<p>According to both articles, the estimated delivery possession date \u2013 deadline for HDB to hand over the keys to owners \u2013 for these projects is 2029. This is around the same time as the estimated delivery possession date for the SERS replacement project at Ang Mo Kio Drive.<\/p>\n<p>Up to 10% of the flats offered in these projects will be set aside for those applying under the SERS, Resettlement, Relocation Scheme. At the same time, this quota will be shared with those applying under the Tenants\u2019 Priority Scheme (TPS).<\/p>\n<p>This 10% priority is actually not a new option. We note that during the first SERS announcement, the 10% priority for BTO application was already <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/-\/media\/doc\/CCG\/07042022_Annexes\/AnnexC.ashx\" target=\"_blank\" rel=\"noopener\">included in the SERS benefits<\/a>. Source: HDB<\/figcaption><\/figure>\n<p>As you can see in the screenshot, the priority doesn\u2019t apply if you\u2019re applying for a Community Care Apartment or a unit at a <a href=\"https:\/\/www.99.co\/singapore\/insider\/plh-prime-location-public-housing-model-hdb\/\" target=\"_blank\" rel=\"noopener\">Prime Location Public Housing (PLH)<\/a> BTO project.<\/p>\n<p>(This should also indicate that the Ang Mo Kio BTO won\u2019t be a PLH project. Instead, there\u2019s a high chance that the two <a href=\"https:\/\/www.99.co\/singapore\/insider\/august-2022-hdb-bto-review-bukit-merah\/\" target=\"_blank\" rel=\"noopener\">Bukit Merah BTO<\/a> will be PLH projects, since they\u2019re not among the eligible projects that owners can enjoy the 10% priority).<\/p>\n<p>The recent reports come after the announcement of two <a href=\"https:\/\/www.99.co\/singapore\/insider\/new-housing-options-sers\/\" target=\"_blank\" rel=\"noopener\">new housing options for SERS flat owners in July<\/a>. MND had announced that owners aged at least 45 can opt for a unit with a 50-year lease instead of the full 99-year lease. Another option is to take up the Lease Buyback Scheme for the existing flat to monetise the flat and fund the purchase of the replacement flat.<\/p>\n<p>These options were offered after residents <a href=\"https:\/\/mothership.sg\/2022\/06\/hdb-amk-sers-compensation\/\" target=\"_blank\" rel=\"noopener\">expressed concerns<\/a> about having to <a href=\"https:\/\/www.straitstimes.com\/singapore\/housing\/some-ang-mo-kio-residents-dismayed-by-top-up-for-similar-sized-sers-replacement-units-hdb-exploring-options\" target=\"_blank\" rel=\"noopener\">top up extra money for a similar-sized replacement flat<\/a>.<\/p>\n<h2>Should Ang Mo Kio SERS flat owners opt for the replacement flat at the designated site or the Ang Mo Kio BTO?<\/h2>\n<p>We\u2019ve heard that some residents have asked for the August 2022 Ang Mo Kio BTO to be offered as a second designated site, on top of the Ang Mo Kio Drive site.<\/p>\n<p>And given that HDB has said that the flat owners can get priority for the Ang Mo Kio BTO, we decided to do a comparison analysis of both sites and chances of getting a BTO queue number.<\/p>\n<h3>Designated site at Ang Mo Kio Drive<\/h3>\n<p><strong>Number of units offered:<\/strong> 1,065<br \/>\n<strong>Flat types offered:<\/strong> 2-room Flexi, 3-room and 4-room<br \/>\n<strong>Estimated completion date:<\/strong> Q3 2027<\/p>\n<h4>Site analysis<\/h4>\n<p><em>*Disclaimer: Walking, public transport ride and driving durations are based on Google Maps estimates. Actual times may vary.<\/em><\/p>\n<p>The good thing about this SERS replacement site is that there\u2019s a good range of amenities nearby. Cheng San Market and Cooked Food Centre is just a five-minute walk away. It\u2019s also where you can find a Giant Express and various neighbourhood shops for your daily essentials.<\/p>\n<p>Closer to the site, there\u2019s a Sheng Shiong Supermarket at ITE College Central. Source: HDB<\/figcaption><\/figure>\n<p>Besides the childcare in the development, there are a few childcare centres within a 10-minute walk, such as Carpe Diem at ITE College Central, My First Skool at Ang Mo Kio Avenue 10 and Hui Ming Child Development Centre at Ang Mo Kio Avenue 5.<\/p>\n<p>As for school options, just like the Ang Mo Kio BTO site, there\u2019s a good range of schools nearby, from the primary to post-secondary level:<\/p>\n<ul>\n<li>ASPN Chaoyang School<\/li>\n<li>Jing Shan Primary<\/li>\n<li>Mayflower Primary<\/li>\n<li>Anderson Secondary<\/li>\n<li>Deyi Secondary<\/li>\n<li>CHIJ St Nicholas Girls\u2019<\/li>\n<li>Presbytarian High<\/li>\n<li>Yio Chu Kang Secondary<\/li>\n<li>Anderson Serangoon JC<\/li>\n<li>ITE College Central<\/li>\n<li>Nanyang Polytechnic<\/li>\n<\/ul>\n<p>But unlike the BTO site, this site only has one <a href=\"https:\/\/www.99.co\/singapore\/insider\/p1-registration-living-within-1km-of-a-primary-school\/\" target=\"_blank\" rel=\"noopener\">primary school within a 1km radius<\/a> (Jing Shan Primary) of it.<\/p>\n<p>In terms of recreational options, it\u2019s around a 20-minute bus ride to Yio Chu Kang Sports Hall, Stadium, Swimming Complex, Squash and Tennis Centre. Source: Google Street View<\/figcaption><\/figure>\n<p>For starters, it\u2019s around a 16-minute walk to <a href=\"https:\/\/www.99.co\/singapore\/mrt-stations\/ang-mo-kio-mrt\" target=\"_blank\" rel=\"noopener\">Ang Mo Kio MRT<\/a> and <a href=\"https:\/\/www.99.co\/singapore\/mrt-stations\/yio-chu-kang-mrt\" target=\"_blank\" rel=\"noopener\">Yio Chu Kang MRT<\/a> (or a 10-minute bus ride). This also means that AMK Hub and Ang Mo Kio Bus Interchange will be 10 minutes away by bus.<\/p>\n<p>On top of that, the nearest polyclinic and hospital are a little further away.<\/p>\n<p>For instance, Ang Mo Kio Polyclinic, which is located next to the BTO site, is around a 35-minute bus ride from this SERS replacement site. (Hopefully by the time the project is ready, we\u2019ll have another bus with a shorter route that goes to the polyclinic.)<\/p>\n<p>And Mount Alvernia Hospital is around a 20-minute drive from the replacement site.<\/p>\n<p>Nevertheless, there\u2019s a few medical clinics near the Cheng San Market and Food Centre that residents can head to for minor ailments.<\/p>\n<p>Another downside is that the nearest park (Ang Mo Kio Town Garden East) is a little far at around a 40-minute bus ride away. In comparison, the BTO has two parks within walking distance.<\/p>\n<h4>Chances of securing a flat<\/h4>\n<p>606 households are affected by the Ang Mo Kio SERS, while the total number of flats available at the replacement site is 1,065 units. So all the affected households should be able to get a unit here.<\/p>\n<p>The thing is, the units offered here are 2-room Flexi, 3-room and 4-room only.<\/p>\n<p>On the other hand, there are a few 5-room and executive flats (both types were <a href=\"https:\/\/www.99.co\/singapore\/insider\/jumbo-hdb-flats-2\/\" target=\"_blank\" rel=\"noopener\">converted from joining two units of 3-room flats<\/a>) in the SERS affected blocks. So those looking to get a similar-sized unit will have to look elsewhere, such as the Ang Mo Kio BTO which offers 5-room and <a href=\"https:\/\/www.99.co\/singapore\/insider\/3-things-3gen-hdb\/\" target=\"_blank\" rel=\"noopener\">3Gen flats<\/a>.<\/p>\n<h3>August 2022 Ang Mo Kio BTO<\/h3>\n<p><strong>Number of units offered:<\/strong> 890<br \/>\n<strong>Flat types offered:<\/strong> 2-room Flexi, 4-room, 5-room and 3Gen flats<br \/>\n<strong>Estimated completion date:<\/strong> TBC<\/p>\n<h4>Site analysis<\/h4>\n<p>This Ang Mo Kio BTO is probably the most popular project among the August 2022 BTO projects (just look at the number of views for our video review). And for good reason.<\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/k71yNY3q_xs\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>For starters, it\u2019s around a 13-minute walk from both <a href=\"https:\/\/www.99.co\/singapore\/mrt-stations\/ang-mo-kio-mrt\" target=\"_blank\" rel=\"noopener\">Ang Mo Kio MRT<\/a> and <a href=\"https:\/\/www.99.co\/singapore\/mrt-stations\/yio-chu-kang-mrt\" target=\"_blank\" rel=\"noopener\">Yio Chu Kang MRT<\/a>. In contrast to the SERS replacement site, this BTO is closer to AMK Hub.<\/p>\n<p>This BTO is also closer to the town centre. It\u2019s also why some residents have asked for this site to be the second replacement site.<\/p>\n<p>But flat owners should note that with the accessibility and convenience it offers, it\u2019s more likely to come with a higher price tag than the flats at the Ang Mo Kio Drive site.<\/p>\n<h4>Chances of securing a flat<\/h4>\n<p>As mentioned earlier, 10% of the flats here (or around 90 units) will be set aside for the SERS residents applying and those applying under the Tenants\u2019 Priority Scheme.<\/p>\n<p>Another thing we\u2019d like to point out is that according to the <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/residential\/buying-a-flat\/buying-procedure-for-new-flats\/application\/priority-schemes\" target=\"_blank\" rel=\"noopener\">HDB website<\/a>, this priority is only applicable for 2-room Flexi and 3-room flats.<\/p>\n<figure id=\"attachment_57956\" aria-describedby=\"caption-attachment-57956\" style=\"width: 600px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/08\/amk-sers-benefits-bto-priority-1.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-57956\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/08\/amk-sers-benefits-bto-priority-1.jpg\" alt=\"SERS priority for BTO\" width=\"600\" height=\"271\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/08\/amk-sers-benefits-bto-priority-1.jpg 891w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/08\/amk-sers-benefits-bto-priority-1-150x68.jpg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-57956\" class=\"wp-caption-text\">Only those applying for 2-room Flexi and 3-room flats will be eligible for the priority. Source: HDB<\/figcaption><\/figure>\n<p>Since this Ang Mo Kio BTO does not offer 3-room flats, only those applying for 2-room Flexi will be able to enjoy the 10% priority.<\/p>\n<p>On top of that, there\u2019s no guarantee that you\u2019ll be able to get a flat as you\u2019ll have to go through balloting with other applicants. The <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/doesnt-make-difference-ang-mo-kio-sers-residents-bto-flat-estate-replacement-2866761\" target=\"_blank\" rel=\"noopener\">CNA report had quoted HDB<\/a> that If there are more applicants than the 10% of flats set aside, they\u2019ll have to go through another round of balloting with the other applicants.<\/p>\n<p>Even if you want to apply here because it offers a bigger flat, say a 5-room, chances will be lower.<\/p>\n<p>Firstly, there\u2019s a lower number of units available here (890 units vs 1,065 units).<\/p>\n<p>Secondly, you\u2019ll be <a href=\"https:\/\/www.99.co\/singapore\/insider\/scenarios-disqualify-hdb-bto-first-timer-applicant-benefits\/\" target=\"_blank\" rel=\"noopener\">considered a second-timer<\/a> since you\u2019re deemed to have enjoyed subsidised housing as you\u2019ll be getting SERS compensation. Second-timers have one ballot chance, while first-timers have two.<\/p>\n<p>Thirdly, looking at the application rates of past BTO exercises, second-timers have generally registered higher application rates. This is because there\u2019s a <a href=\"https:\/\/www.99.co\/singapore\/insider\/how-hdb-allocates-bto-and-sbf-flat-supply\/\" target=\"_blank\" rel=\"noopener\">lower proportion of flats for these applicants<\/a>.<\/p>\n<p>For instance, during the last BTO launch in Ang Mo Kio (<a href=\"https:\/\/www.99.co\/singapore\/insider\/aug-2020-bto-launch-in-depth-review-part-2-woodlands-and-ang-mo-kio\/\" target=\"_blank\" rel=\"noopener\">Kebun Baru Edge in August 2020<\/a>), the <a href=\"https:\/\/mothership.sg\/2020\/08\/bto-hdb-geylang\/\" target=\"_blank\" rel=\"noopener\">application rate<\/a> for second-timers was a whopping 171.1, compared with the application rate for first-timers at 11.9.
