The changes took effect from 9 May 2023 onwards \u2014 the same day the <a href=\"https:\/\/www.99.co\/singapore\/insider\/hfe-hdb-flat-eligibility-letter-what-is-it-how-to-apply\/\" target=\"_blank\" rel=\"noopener\">HDB Flat Eligibility Letter (HFE)<\/a> replaced the <a href=\"https:\/\/www.99.co\/singapore\/insider\/hdb-loan-eligiblity-hle\/\" target=\"_blank\" rel=\"noopener\">HDB Loan Eligibility (HLE) letter<\/a>.<\/p>\n<p>Among the changes, the ones that caught our eye are these:<\/p>\n<ul>\n<li>How the HDB grants are distributed and used<\/li>\n<li>The essential occupier being treated as a second-timer in the next flat purchase<\/li>\n<\/ul>\n<p>We don\u2019t know about you guys, but to us, they seem like a form of cooling measure for public housing.<\/p>\n<h2>Major change #1: How the HDB grants are distributed and used<\/h2>\n<p>Essentially, from 9 May 2023 onwards, <a href=\"https:\/\/www.99.co\/singapore\/insider\/hdb-grants-for-couples\/\" target=\"_blank\" rel=\"noopener\">HDB grants<\/a> are distributed equally to the applicants and essential occupiers (which HDB refers to as core occupiers in their <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/about-us\/news-and-publications\/press-releases\/08052023-HDB-Flat-Eligibility-Letter\" target=\"_blank\" rel=\"noopener\">press release<\/a>). Before 9 May, the grants would only be credited to the SC\u2019s CPF OA.<\/p>\n<p>This means that for an SC\/PR household buying a 4-room resale flat, they\u2019re entitled to a <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/residential\/buying-a-flat\/understanding-your-eligibility-and-housing-loan-options\/flat-and-grant-eligibility\/couples-and-families\/cpf-housing-grants-for-resale-flats-families\" target=\"_blank\" rel=\"noopener\">CPF Housing Grant<\/a> of S$70,000. The amount will be split between the OA of the SC and PR, i.e. each will get S$35,000.<\/p>\n<p>Perhaps the most significant change is that even though the essential occupier receives the grant, they won\u2019t be able to use it to offset the flat purchase, unless they\u2019re listed as an owner.<\/p>\n<p>Alternatively, they can use it for the next HDB flat purchase, but not for private property purchase. (The silver lining is that the grant will earn you 2.5% interest while it sits in the OA.)<\/p>\n<h3>How it\u2019s akin to a cooling measure<\/h3>\n<p>Before this change, the government announced during Budget 2023 that the CPF Housing Grant for resale flats will be increased, from S$50,000 to S$80,000 for a 4-room flat or smaller. But since only the owner\u2019s share of the S$40,000 grant can be used for the grant, this may get them to rethink their flat purchase. They may instead want to settle for a flat with a lower price.<\/p>\n<p>This may help slow down the resale price increase coming from these households.<\/p>\n    <section household\u201d all about?<\/h4>\n<p>Here\u2019s something not a lot of people know. When buying an HDB flat as a household together with the spouse, parent or child, we\u2019ve heard of stories where only one person is listed as the owner, while the other is the essential occupier.<\/p>\n<p>(This is different from the application, whereby you have to apply as a family to be eligible for public housing if you\u2019re not buying as a single.)<\/p>\n<p>An essential occupier (or the core occupier, according to HDB) refers to a household member that\u2019s listed in the flat application to form a family nucleus to help you qualify for a flat. The <a href=\"https:\/\/www.99.co\/singapore\/insider\/4-ways-essential-occupier-help-hdb-bto-resale-flat-purchase-grant\/\" target=\"_blank\" rel=\"noopener\">essential occupier can also help you<\/a> <a href=\"https:\/\/www.99.co\/singapore\/insider\/bto-hdb-increase-ballot-chances\/\" target=\"_blank\" rel=\"noopener\">increase your chances of getting a BTO queue number<\/a>, and qualify for grants. They can be your spouse, child or parent.<\/p>\n<p>Like the owner, the essential occupier will have to meet certain conditions, such as<\/p>\n<ul>\n<li>Not having any interest in any private residential property before the HDB flat purchase<\/li>\n<li>Physically occupying the HDB flat during the MOP<\/li>\n<li>Not allowed to own any other residential property during the MOP<\/li>\n<li>Being allowed to <a href=\"https:\/\/www.99.co\/singapore\/insider\/met-your-mop-what-can-you-do-with-your-flat\/\" target=\"_blank\" rel=\"noopener\">buy or invest in private property after MOP<\/a><\/li>\n<\/ul>\n<p>The main difference is that they don\u2019t have any ownership and share in the flat. This means that after the MOP, they can buy private property without incurring the 20% <a href=\"https:\/\/www.99.co\/singapore\/insider\/additional-buyers-stamp-duty-absd\/\" target=\"_blank\" rel=\"noopener\">ABSD<\/a>.<\/p>\n<p>Meanwhile, the main owner can still keep the flat.<\/p>\n<p><em>See where this is going?<\/em><\/p>\n<figure id=\"attachment_65462\" aria-describedby=\"caption-attachment-65462\" style=\"width: 1200px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2023\/05\/couple-using-calculator-stressed.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"wp-image-65462 size-full\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2023\/05\/couple-using-calculator-stressed.jpg\" alt=\"couple using calculator stressed\" width=\"1200\" height=\"700\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2023\/05\/couple-using-calculator-stressed.jpg 1200w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2023\/05\/couple-using-calculator-stressed-150x88.jpg 150w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><\/a><figcaption id=\"caption-attachment-65462\" class=\"wp-caption-text\">Hmm if we spend this much for our first flat, can we still afford to buy a condo after MOP?<\/figcaption><\/figure>\n<p>With the changes in the usage of the grants, these owner-essential occupier households can still go ahead with their plan of <a href=\"https:\/\/www.99.co\/singapore\/insider\/upgrading-hdb-condo-ultimate-guide\/\" target=\"_blank\" rel=\"noopener\">buying a private property<\/a> in future, after their MOP has ended.<\/p>\n<p>But with only half the grant received that can be utilised, their affordability will be reduced.<\/p>\n<p>That is, unless they decide not to follow through with the owner-essential occupier plan, and buy the flat as co-owners instead. If they still want to buy private property in future, they have to <a href=\"https:\/\/go.99.co\/99gformblog\" target=\"_blank\" rel=\"noopener\">sell the HDB flat<\/a> after the MOP so that they won\u2019t incur the ABSD.<\/p>\n<p><a id=\"nopopup\" href=\"https:\/\/go.99.co\/99gformblog\" target=\"_blank\" rel=\"noopener\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"alignnone wp-image-62770 size-full\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2023\/01\/seller-lead-cta-banner-e1672816945355.jpg\" alt=\"Seller 99.co in-house CTA banner\" width=\"1200\" height=\"225\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2023\/01\/seller-lead-cta-banner-e1672816945355.jpg 1200w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2023\/01\/seller-lead-cta-banner-e1672816945355-150x28.jpg 150w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><\/a><\/p>\n<h2>Major change #2: The essential occupier will be treated as a second-timer for the next flat purchase<\/h2>\n<p>Another implication of the essential occupier receiving the grant is that they will now be treated as a second-timer for the next flat purchase.<\/p>\n<p>This is because they\u2019re also deemed to have received a housing subsidy.<\/p>\n<p>(The exception to this rule is parent-child households. The first-timer child, whether they\u2019re listed as a co-applicant or essential occupier, won\u2019t be considered to have enjoyed the subsidy this time. See the table above for more info on this.)<\/p>\n<p>Previously, they would be considered first-timers. <a href=\"https:\/\/www.99.co\/singapore\/insider\/scenarios-disqualify-hdb-bto-first-timer-applicant-benefits\/\" target=\"_blank\" rel=\"noopener\">First-timers get more benefits<\/a> when buying public housing, whether it\u2019s BTO or resale.<\/p>\n<p>For starters, most of the BTO and SBF flat supply is allocated to first-timers. During the application stage, households with first-timer and second-timer applicants are considered first-timer families, allowing them to get the same benefits as those who are both first-timers.<\/p>\n<p>Just look at the application rate of BTO and SBF launches. Source: <a href=\"https:\/\/services2.hdb.gov.sg\/webapp\/BP13BTOENQWeb\/AR_Feb2023_BTO?strSystem=BTO\" target=\"_blank\" rel=\"noopener\">HDB<\/a><\/figcaption><\/figure>\n<p>What\u2019s more, first-timer families get two more ballot chances, increasing their chances of securing a flat.<\/p>\n<p>Another benefit of having one applicant as a first-timer is that first-timer\/second-timer households can still enjoy grants, albeit less than households comprising two first-timers.<\/p>\n<p>Meanwhile, second-timers generally aren\u2019t eligible for any grants, unless they\u2019re living in a subsidised 2-room flat in a non-mature estate or public rental flat, and buying a flat in a non-mature estate.<\/p>\n<h3>How it\u2019s akin to a cooling measure<\/h3>\n<p>Treating the essential occupier as a second-timer makes it harder for them to get a BTO or SBF flat. Given the low likelihood, they may decide not to apply for a BTO or SBF altogether, reducing demand from second-timers.<\/p>\n<p>As for the owner-essential occupier household, both parties will now be considered second-timers the next time they buy an HDB flat.<\/p>\n<p>Perhaps more importantly, the implication is that there will be fewer first-timer\/second-timer households (who will be considered first-timer families) joining the competition to get a flat.<\/p>\n<p>But it will probably take some years before we see the impact. Since this change was only effective from 9 May 2023 onwards, there will still be groups of people (who were not impacted by the rule change) that may decide to take part in the balloting (as first-timer families) to get their second subsidised housing.
