Developers benefit from increased gross floor area when they shift from a single-use office model to a mixed-use concept. The SDI scheme, on the other hand, allows neighbouring building owners to jointly propose redevelopment plans that enhance their precinct\u2019s appeal.<\/p>\n\n\n\n<p>Since their introduction, these schemes have gained traction. To improve their effectiveness, adjustments have been made in 2025 to expand their reach and introduce sustainability measures.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-applied-changes-to-cbdi-and-sdi-2025\">Applied changes to CBDI and SDI 2025<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-flexibility-in-the-anson-and-cecil-areas\">Flexibility in the Anson and Cecil areas<\/h3>\n\n\n\n<p>Developments in the Anson and Cecil areas now have the option to retain commercial spaces within their redevelopment plans. However, they must incorporate long-stay <a href=\"https:\/\/www.99.co\/singapore\/rent\/condos-apartments\/serviced-apartments\" target=\"_blank\" rel=\"noreferrer noopener\">serviced apartments<\/a>, which require a minimum rental period of three months. Previously, this flexibility applied only to office developments in <a href=\"https:\/\/www.99.co\/singapore\/neighbourhoods\/tanjong-pagar\" target=\"_blank\" rel=\"noreferrer noopener\">Tanjong Pagar<\/a>, Robinson Road, and Shenton Way.<\/p>\n\n\n\n<p>This move responds to industry feedback, acknowledging the demand for alternative housing solutions. More long-stay serviced apartments in the <a href=\"https:\/\/www.99.co\/singapore\/sale\/neighbourhoods\/cbd\" target=\"_blank\" rel=\"noreferrer noopener\">CBD<\/a> will provide new accommodation options for professionals who seek convenience near their workplaces.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-sustainability-focus-for-cbd-redevelopment-proposals\">Sustainability focus for CBD redevelopment proposals<\/h3>\n\n\n\n<p>The updated schemes introduce a stronger focus on sustainability. Developers must now submit a sustainability statement that assesses the feasibility of retrofitting rather than demolishing existing structures. Some projects may also need to conduct a carbon optioneering assessment, which evaluates different redevelopment approaches based on their environmental impact.<\/p>\n\n\n\n<p>Singapore aims to strike a balance between urban renewal and reducing unnecessary demolition. Authorities support redevelopment but discourage excessive rebuilding that generates high carbon emissions. Several projects in Anson-Tanjong Pagar \u2014 such as <a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/newport-residences\" target=\"_blank\" rel=\"noreferrer noopener\">Newport Plaza<\/a>, The Skywaters, 15 Hoe Chiang Road, and 51 Anson Road \u2014 are under construction. These developments will introduce over 1,000 new homes, hotels, retail spaces, and public areas, contributing to a more dynamic city centre.<\/p>\n\n\n\n<p>The shift towards long-stay serviced apartments also addresses evolving market needs. With Singapore\u2019s high <a href=\"https:\/\/www.99.co\/singapore\/insider\/additional-buyers-stamp-duty-absd\/\" target=\"_blank\" rel=\"noreferrer noopener\">Additional Buyer\u2019s Stamp Duty<\/a> (ABSD) of 60% for foreign buyers, demand for traditional residential units has slowed.
