In early May 2025, another 5-room flat changed hands for S$1.49 million, setting a new HDB record for the town.<\/p>\n\n\n\n<p>Why is there an increasing interest in DBSS flats, and why do these flats keep hitting the million-dollar mark? The 5-room flat is a mid-floor unit, located between the 22nd and 24th floors of City View @ Boon Keng. With its lease commencing in 2011, the flat still has 84 years and 10 months remaining. This transaction surpassed the previous record by around S$400K, which was set by a similar unit just six months earlier in November 2024.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.99.co\/singapore\/hdb\/city-view-boon-keng-deXqTs8Y3A5UnTZaGRUXe6d3\" target=\"_blank\" rel=\"noreferrer noopener\">City View @ Boon Keng<\/a> has long been known as a top-performing DBSS development. Comprising 714 units spread across three 40-storey blocks, it gained attention as early as 2016 when its 5-room units first breached the million-dollar mark. That was shortly after the project\u2019s 5-year <a href=\"https:\/\/www.99.co\/singapore\/insider\/property-jargon-of-the-day-minimum-occupation-period-mop\/\" target=\"_blank\" rel=\"noreferrer noopener\">Minimum Occupation Period<\/a> (MOP) ended \u2014 at a time when the overall resale market was relatively subdued.<\/p>\n\n\n\n<p>This Kallang DBSS project has been making record-breaking sales ever since. A <a href=\"https:\/\/www.99.co\/singapore\/insider\/the-peak-toa-payoh-dbss-first-s1-6m-hdb-resale\/\" target=\"_blank\" rel=\"noreferrer noopener\">5-room flat in Block 138A changed hands for S$1.6 million in January 2025<\/a>, working out to S$1,270 psf.<\/p>\n\n\n\n<p>That 1,259 sqft unit is located between the 19th and 21st floors. Although it\u2019s not at the very top, it still enjoys decent elevation and views. With a lease that began in 2012, the unit had 86 years and 6 months left when sold.<\/p>\n\n\n\n<p>Interestingly, the S$1.6 million sale actually fetched the second-highest price for HDB flats ever sold in Singapore. Back in June last year, a <a href=\"https:\/\/www.99.co\/singapore\/insider\/skyoasis-dawson-1-7m-ath\/\" target=\"_blank\" rel=\"noreferrer noopener\">5-room flat at SkyOasis @ Dawson sold for a staggering S$1.73 million<\/a>. Last year, 7 out of 23 transactions above the S$1.5 million mark came from this development \u2014 the highest count from any single project in Singapore.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-are-dbss-flats-leading-the-hdb-resale-market\">Are DBSS flats leading the HDB resale market?<\/h2>\n\n\n\n<p>Between 2005 and 2011, 13 DBSS projects were built under a short-lived scheme. High prices and workmanship problems led to public criticism and the scheme\u2019s eventual discontinuation. Despite the controversy, DBSS flats remain desirable. That said, only 4 out of the 13 DBSS projects outperformed the broader market: Natura Loft @ Bishan, Park Central @ Ang Mo Kio, Centrale 8 @ Tampines, and Pasir Ris One.<\/p>\n\n\n\n<p>Properties with higher entry points, such as The Peak @ Toa Payoh and City View @ Boon Keng, typically show a softer pace of price appreciation. However, Natura Loft @ Bishan seems to defy this trend. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-natura-loft-bishan-s-strong-resale-performance\">Natura Loft @ Bishan&#8217;s strong resale performance<\/h3>\n\n\n\n<p><a href=\"https:\/\/www.99.co\/singapore\/hdb\/natura-loft-deMnx9k5zxYePhptWYw8hhKZ\" target=\"_blank\" rel=\"noreferrer noopener\">Natura Loft<\/a> features some of the largest DBSS flats, with 5-room units reaching 1,292 sqft. Despite the high entry, this Bishan DBSS recorded the most significant resale price growth among all DBSS developments in Singapore.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"780\" height=\"674\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2025\/05\/graph-15.png\" alt=\"Natura Loft @ Bishan's strong resale performance\" class=\"wp-image-85119\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2025\/05\/graph-15.png 780w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2025\/05\/graph-15-150x130.png 150w\" sizes=\"(max-width: 780px) 100vw, 780px\" \/><\/figure>\n\n\n\n<p>In 2020, its average resale price of S$978K was already the highest among all DBSS projects. But over just 5 years, the average price has jumped by nearly half of its previous rate to S$1.445 million in 2025. This is more than double the current national average HDB resale price of S$644K.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-pasir-ris-dbss-lower-priced-yet-promising\">Pasir Ris DBSS: Lower priced yet promising<\/h3>\n\n\n\n<p>Among the standout performers, <a href=\"https:\/\/www.99.co\/singapore\/hdb\/pasir-ris-one-deRnUCMNSUtEinUfZaM8qup3\" target=\"_blank\" rel=\"noreferrer noopener\">Pasir Ris One<\/a> might offer the most potential. It is the last DBSS project ever launched, with around 89 years of lease remaining in 2025.  Despite its rocky start \u2014 over <a href=\"https:\/\/www.straitstimes.com\/singapore\/housing\/residents-of-dbss-project-pasir-ris-one-complain-over-flaws-lack-of-corridor-space\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">500 complaints<\/a> were lodged after key collection in 2015 \u2014 Pasir Ris One has been showing a promising trend.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"780\" height=\"671\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2025\/05\/graph-16.png\" alt=\"Pasir Ris DBSS resale price\" class=\"wp-image-85120\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2025\/05\/graph-16.png 780w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2025\/05\/graph-16-150x129.png 150w\" sizes=\"(max-width: 780px) 100vw, 780px\" \/><\/figure>\n\n\n\n<p>From 2020 to 2025, Pasir Ris One saw a 47.17% increase in average resale prices, climbing from S$613K to S$902K.
