These include sites at Upper Thomson Road (Parcel A), Telok Blangah Road, and Dorset Road. Covering around 2.44 hectares, the site is zoned for a mixed-use development that could accommodate 595 private homes and 2,000 square metres of commercial space. Its appeal lies in both its scale and location, directly beside Springleaf MRT station and within a serene, low-density enclave surrounded by nature.<\/p>\r\n\r\n\r\n\r\n<p>The site\u2019s immediate neighbour is Parcel B, awarded in 2024 to GuocoLand and Intrepid Investments (under Hong Leong Holdings) for S$779.6 million. That smaller parcel, now named <a href=\"https:\/\/www.99.co\/singapore\/condos-apartments\/springleaf-residence\" target=\"_blank\" rel=\"noreferrer noopener\">Springleaf Residence<\/a>, received just one bid at S$905 psf ppr. In contrast, the Upper Thomson Road (Parcel A) saw no bidders at all in the same tender exercise, a rare outcome not seen in over two decades. The likely reason? A then-new planning condition that required part of the development to include Long-stay Serviced Apartments, a housing concept that had never been tested before.<\/p>\r\n\r\n\r\n\r\n<p>Following a muted developer response, the government has removed Long-stay Serviced Apartments from all Confirmed List sites in the later rounds, including this June GLS batch. This adjustment signals responsiveness to market realities, and potentially gives Parcel A a second shot at success.<\/p>\r\n\r\n\r\n\r\n<p>Without the burden of building untested long-stay apartment types, developers may now find Parcel A far more attractive. The site&#8217;s generous size allows for creative master planning, possibly with multiple residential blocks, commercial frontage along Upper Thomson Road, and integration with park connectors or green buffers. This plot lies within the former Keppel Club grounds, which URA has earmarked for a new housing precinct.
