Unless you\u2019re a Singaporean citizen, company, limited liability partnership or society, you will be considered a foreigner for the purposes of property ownership.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That means it doesn\u2019t matter that you\u2019re a Singapore Permanent Resident (<\/span><b>SPR<\/b><span style=\"font-weight: 400;\">) or paying taxes here, it buys you no further rights. <\/span><\/p>\n<h3><b>What kind of public housing are you eligible to buy as a foreigner?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">There are four types of public housing available in Singapore: <\/span><\/p>\n<ul>\n<li><b>Build-to-Order (BTO) flats or Sale of Balance Flats (SBF): <span style=\"font-weight: 400;\">These are flats built and sold directly by the Housing Development Board of Singapore (<\/span>HDB<span style=\"font-weight: 400;\">) to the public. <\/span><\/b><\/li>\n<\/ul>\n<ul>\n<li><strong>Resale Flats<\/strong><span style=\"font-weight: 400;\"><strong>:<\/strong> These are HDB flats that have been bought by members of the public, and are now being sold by said buyers in the open market.<\/span><\/li>\n<\/ul>\n<ul>\n<li><b>Design, Build and Sell Scheme (DBSS) Flats: <span style=\"font-weight: 400;\">DBSS flats were an initiative by the Government to bring higher-end flats to lower-income Singaporeans. Private developers would bid for the rights to DBSS projects, and the successful bidder would be responsible for building and selling the flats. The developers would only be allowed to sell the flats to persons who satisfied the <\/span><a href=\"http:\/\/www.hdb.gov.sg\/cs\/infoweb\/residential\/buying-a-flat\/new\/dbss-flat\"><span style=\"font-weight: 400;\">strict eligibility conditions placed by HDB<\/span><\/a><span style=\"font-weight: 400;\">, following which the usual resale flat conditions would apply to the buyer should they wish to sell the flat down the road. The DBSS scheme has been largely unsuccessful, and was suspended as of 2011.<\/span><\/b><\/li>\n<\/ul>\n<ul>\n<li><b>Executive Condominiums (EC): <span style=\"font-weight: 400;\">Similar to DBSS flats, ECs were meant to cater to the sandwiched class of Singaporeans: those who weren\u2019t yet able to afford condominiums, but were priced out of BTO\/SBF flats and DBSS flats. Although developed and built by private developers, they can only market the flats to persons who satisfy <\/span><a href=\"http:\/\/www.hdb.gov.sg\/cs\/infoweb\/residential\/buying-a-flat\/new\/eligibility\/executive-condominiums\"><span style=\"font-weight: 400;\">HDB\u2019s eligibility conditions<\/span><\/a><span style=\"font-weight: 400;\">. Should the buyer then wish to sell the condominium to subsequent parties, they would need to abide by HDB\u2019s sale restrictions, namely: (i) they must satisfy the 5-year minimum occupation period on their unit; (ii) between the 6<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> to 9<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\"> year, they can only sell the flat to Singapore Citizens or SPRs; You will also need to check that you comply with the <\/span><a href=\"http:\/\/www.hdb.gov.sg\/cs\/infoweb\/residential\/buying-a-flat\/resale\/ethnic-integration-policy-and-spr-quota&amp;rendermode=preview\"><span style=\"font-weight: 400;\">EIP and SPR quota<\/span><\/a><span style=\"font-weight: 400;\"> for your neighbourhood. <\/span><\/p>\n<h3><b>What about private housing for foreigners in Singapore?<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">For those of you unable to get your hands on public housing, your only option to own property here will be to purchase private property. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">If you\u2019re looking to purchase a condominium or apartment unit \u2013 you\u2019re in luck! There are no restrictions when it comes to foreigners in Singapore purchasing these forms of housing. You\u2019ll also be free to purchase any property zoned for commercial use as well, such as shop houses, offices, shopping malls etc. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are three main types of condominiums or apartments that you can buy: units that have already received its <\/span><a href=\"https:\/\/www.99.co\/singapore\/insider\/top-what-is-it\/\"><span style=\"font-weight: 400;\">Temporary Occupation Permit<\/span><\/a><span style=\"font-weight: 400;\"> (\u201c<\/span><b>TOP<\/b><span style=\"font-weight: 400;\">\u201d), units nearing its TOP and units that have just been launched by developers and are yet, or in the early stages, of being built (\u201c<\/span><b>Newly Launched Condominiums<\/b><span style=\"font-weight: 400;\">\u201d). <\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are some differences when it comes to the steps to buying and paying for these types of condominiums, but if you\u2019re interested in buying a Newly Launched Condominium, you might want to check out our guides on the <\/span><a href=\"https:\/\/www.99.co\/singapore\/insider\/steps-buy-new-launch-condominium\/\"><span style=\"font-weight: 400;\">steps to buying one<\/span><\/a><span style=\"font-weight: 400;\">, and <\/span><a href=\"https:\/\/www.99.co\/singapore\/insider\/paying-for-condo\/\"><span style=\"font-weight: 400;\">how the payments schemes are structured<\/span><\/a><span style=\"font-weight: 400;\">. \u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It gets a little more tricky when it comes to landed properties such as terrace houses, bungalows etc. Generally, foreigners are not allowed to purchase such landed properties, unless of course they\u2019re able to get special consent from the <\/span><a href=\"http:\/\/www.sla.gov.sg\/ldau\/\"><span style=\"font-weight: 400;\">Singapore Land Authority<\/span><\/a><span style=\"font-weight: 400;\"> to do so. Such permission is only granted where the applicant can prove that they make an \u2018adequate economic contribution\u2019 to Singapore \u2013 a somewhat nebulous but, as always, practical standard. <\/span><\/p>\n<p>This restriction does not, however, apply to landed properties that are:<\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">part of a larger condominium that obtained provisional planning permission before 3 April 2012 (eg. cluster houses or townhouses); or<\/span><\/li>\n<li><span style=\"font-weight: 400;\">located in Sentosa Cove<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In both cases, foreigners are free to purchase these kinds of landed properties should they wish to do so.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If purchasing property isn\u2019t for you, you\u2019ll be glad to hear that there are no restrictions when it comes to you renting property, regardless of whether they\u2019re private or public. Take note though that public housing owners are <\/span><a href=\"https:\/\/www.99.co\/singapore\/insider\/rental-regulations-in-singapore-a-must-know-guide\/\"><span style=\"font-weight: 400;\">not legally allowed to sublease their entire flat <\/span><\/a><span style=\"font-weight: 400;\">unless they\u2019ve fulfilled a minimum 5-year occupancy period, so be sure to check that they\u2019ve satisfied that requirement (or gotten dispensation from HDB for such requirement) before you commit to a lease. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Now that you know what you\u2019re eligible for, it\u2019s time to get searching!
