In fact, the proportion of such marriages has <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/singapore-citizen-marry-foreign-spouse-non-resident-236371\" target=\"_blank\" rel=\"noopener\">increased<\/a> from 21% in 2000 to 28% in 2019.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Apart from dealing with visa issues, Singaporeans marrying foreigners will also have to navigate the government\u2019s strict regulations regarding foreign ownership of property. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">So if you\u2019re one of these couples, here are a few things consider before you search for your home.<\/span><\/p>\n<h2><strong>1. Type of property you&#8217;re eligible to purchase<\/strong><\/h2>\n<h3><b>Public housing<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Housing is pricey in Singapore (we weren\u2019t voted the most expensive city in the world for nothing!) but thankfully, we have the option of relatively affordable public housing offered by the Housing and Development Board (<\/span><b>HDB<\/b><span style=\"font-weight: 400;\">). <\/span><\/p>\n<p><span style=\"font-weight: 400;\">To purchase HDB flats, Singaporeans marrying foreigners must first qualify for a few criteria. These include conditions such as income caps and minimum age requirements. Most importantly though, you\u2019ll need to fall under <\/span><a href=\"https:\/\/services2.hdb.gov.sg\/webapp\/BP13EligCheck\/BP13SHome?strSystem=CHECK\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">one of HDB&#8217;s seven eligibility schemes<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><a href=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/hdb-flats-in-singapore.jpg\" class=\"img-link media-img img-link media-img\"><img decoding=\"async\" class=\"alignnone wp-image-55206\" src=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/hdb-flats-in-singapore.jpg\" alt=\"hdb blocks\" width=\"600\" height=\"338\" srcset=\"https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/hdb-flats-in-singapore.jpg 1120w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/hdb-flats-in-singapore-544x306.jpg 544w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/hdb-flats-in-singapore-352x198.jpg 352w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/hdb-flats-in-singapore-512x288.jpg 512w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/hdb-flats-in-singapore-160x90.jpg 160w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/hdb-flats-in-singapore-256x144.jpg 256w, https:\/\/www.99.co\/singapore\/insider\/wp-content\/uploads\/2022\/07\/hdb-flats-in-singapore-150x84.jpg 150w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">As most of these schemes require both applicants to be SC, or at least Permanent Residents (<\/span><b>SPR<\/b><span style=\"font-weight: 400;\">), your best bet is to qualify under the <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/residential\/buying-a-flat\/flat-and-grant-eligibility\/couples-and-families?anchor=nc-families\" target=\"_blank\" rel=\"noopener\">Non-Citizen Spouse Scheme (<\/a><\/span><b>NCS<\/b><span style=\"font-weight: 400;\">). The NCS was developed to cater to the growing class of Singaporeans marrying foreigners in Singapore but is, unfortunately, only available for certain types of HDB flats. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">If you can qualify under the <a href=\"https:\/\/www.hdb.gov.sg\/cs\/infoweb\/residential\/buying-a-flat\/flat-and-grant-eligibility\/couples-and-families?anchor=pa\" target=\"_blank\" rel=\"noopener\">Public Scheme<\/a> however, that opens more doors to you in terms of flat types. Under the Public Scheme, you\u2019ll need to form a \u2018family nucleus\u2019 with at least one SC or SPR.<\/span><\/p>\n<table style=\"height: 429px;\" width=\"681\">\n<tbody>\n<tr>\n<td>\n<p style=\"text-align: center;\"><b>Eligibility scheme<\/b><\/p>\n<\/td>\n<td style=\"text-align: center;\"><b>New flats<\/b><\/td>\n<td>\n<p style=\"text-align: center;\"><b>Resale flats<\/b><\/p>\n<\/td>\n<\/tr>\n<tr>\n<td><b>Non-Citizen Spouse Scheme<\/b><\/td>\n<td>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">2-room Flexi in non-mature estates<\/span><\/li>\n<\/ul>\n<\/td>\n<td>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">All flat types except 3Gen flats and <a href=\"https:\/\/www.99.co\/singapore\/insider\/plh-prime-location-public-housing-model-hdb\/\" target=\"_blank\" rel=\"noopener\">PLH<\/a> resale flats<\/span><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr>\n<td><b>Public Scheme<\/b><\/td>\n<td>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Up to 5-room flats<\/span><\/li>\n<\/ul>\n<\/td>\n<td>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">All flat types except 3Gen flats<\/span><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h4><b>New flats<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">New flats refer to those through the <a href=\"https:\/\/www.99.co\/singapore\/insider\/category\/hdb\/hdb-bto\/\" target=\"_blank\" rel=\"noopener\">Build to Order (<strong>BTO<\/strong>)<\/a>, <a href=\"https:\/\/www.99.co\/singapore\/insider\/sale-of-balance-flats-hdb\/\" target=\"_blank\" rel=\"noopener\">Sale of Balance Flats (<strong>SBF<\/strong>)<\/a> and Open Booking schemes<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If you&#8217;re applying under the <\/span><span style=\"font-weight: 400;\">NCS<\/span><span style=\"font-weight: 400;\">, you\u2019ll only be eligible for <\/span><span style=\"font-weight: 400;\">2-Room Flexi BTO\/SBF flats<\/span><span style=\"font-weight: 400;\"> in a <a href=\"https:\/\/www.99.co\/singapore\/insider\/what-is-non-mature-estates-vs-mature-estates-hdb\/\" target=\"_blank\" rel=\"noopener\">non-mature estate<\/a><\/span><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p>Similar to <a href=\"https:\/\/www.99.co\/singapore\/insider\/hdb-grants-for-singles\/\" target=\"_blank\" rel=\"noopener\">singles buying HDB flats<\/a>, you must be at least 35 years old and meet the S$7,000 income ceiling. You must also pay an additional S$15,000 on top of the selling price.<\/p>\n<p><span style=\"font-weight: 400;\">Your FR spouse must be holding a valid <\/span><a href=\"https:\/\/www.ica.gov.sg\/visitor\/see-more\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Visit Pass<\/span><\/a><span style=\"font-weight: 400;\"> or\u00a0<\/span><a href=\"https:\/\/www.mom.gov.sg\/passes-and-permits\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Work Pass<\/span><\/a><span style=\"font-weight: 400;\">\u00a0at the time of your application.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If you and your spouse have a child who is an SC\/SPR, or you plan to live with your parent(s) and sibling(s) (one of whom is an SC\/SPR), you can apply under the <\/span><span style=\"font-weight: 400;\">Public Scheme<\/span><span style=\"font-weight: 400;\"> instead. This means you won\u2019t be restricted to just 2-Room Flexi flats, but can apply for any new flat (subject to your satisfying the specific qualification criteria for the unit).<\/span><\/p>\n<h4><b>Resale flats<\/b><\/h4>\n<p><span style=\"font-weight: 400;\">Resale flats are basically flats sold by their owners in the open market.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Under the <\/span><span style=\"font-weight: 400;\">NCS<\/span><span style=\"font-weight: 400;\">, Singaporeans marrying foreigners will be eligible to purchase any type of flat on the resale market, except for ECs that are less than 10 years old. Your spouse will, however, be required to meet the following visa requirements, which vary according to your age.<\/span><\/p>\n<table style=\"height: 403px;\" width=\"701\">\n<tbody>\n<tr>\n<td>\n<p style=\"text-align: center;\"><b>Singapore citizen&#8217;s age<\/b><\/p>\n<\/td>\n<td>\n<p style=\"text-align: center;\"><b>Foreigner&#8217;s visa requirements<\/b><\/p>\n<\/td>\n<\/tr>\n<tr>\n<td><b>21 &#8211; 34<\/b><\/td>\n<td>\n<ul>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/www.ica.gov.sg\/reside\/LTVP\/apply\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Long Term Visit Pass<\/span><\/a><span style=\"font-weight: 400;\"> or<\/span><\/li>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/www.mom.gov.sg\/passes-and-permits\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Work Pass<\/span><\/a><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Must be valid for \u2265 6 months<\/span><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr>\n<td><b>35 <\/b><\/p>\n<p><b>and above<\/b><\/td>\n<td>\n<ul>\n<li style=\"font-weight: 400;\"><a href=\"https:\/\/www.ica.gov.sg\/visitor\/see-more\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Visit Pass<\/span><\/a><span style=\"font-weight: 400;\"> or<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.mom.gov.sg\/passes-and-permits\" target=\"_blank\" rel=\"noopener\">Work Pass<\/a>\u00a0<\/span><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Take note that should the pass expire during the resale flat transaction, your spouse must get it renewed and ensure it\u2019s valid when the resale flat purchase is completed.<\/p>\n<p><span style=\"font-weight: 400;\">Likewise, if you can\u2019t qualify under the NCS, you can apply under the <\/span><span style=\"font-weight: 400;\">Public Scheme<\/span><span style=\"font-weight: 400;\"> instead if you and your spouse have a child who is an SC\/SPR, or you plan to live with your parent(s) and sibling(s) (one of whom is an SC\/SPR).<\/span><\/p>\n<h3><b>Private housing<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">While more expensive than public housing, the upside of private housing is that you don\u2019t have to meet the strict eligibility requirements demanded by HDB.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are no restrictions with ownership of private condominiums and apartments in Singapore by PRs and FRs.\u00a0<\/span><\/p>\n<p>There are <span style=\"font-weight: 400;\">restrictions on <a href=\"https:\/\/www.99.co\/singapore\/insider\/can-singapore-pr-buy-landed-property\/\" target=\"_blank\" rel=\"noopener\">foreign ownership of landed residential property<\/a>. \u00a0<\/span><\/p>\n<p>For landed residential properties, the Singapore Land Authority (SLA) deems anyone who isn\u2019t a citizen a foreign person. Including PRs.<\/p>\n<p>So as a PR, you\u2019ll need to <a href=\"https:\/\/www.sla.gov.sg\/property-boundary-n-ownership\/foreign-ownership-of-property\" target=\"_blank\" rel=\"noopener\">apply to the SLA<\/a> for special permission to own a landed residential property.<\/p>\n<p><span style=\"font-weight: 400;\">This includes <\/span><span style=\"font-weight: 400;\">vacant residential land, detached houses, semi-detached houses, bungalows, terrace houses, and any other land gazetted for residential purposes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">You&#8217;ll also need to show proof of economic contributions to Singapore<\/span><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p>As for foreigners, you\u2019re only allowed to buy landed residential property in Sentosa Cove, subject to approval by the authorities.<\/p>\n<p><span style=\"font-weight: 400;\">Alternatively, you may choose to register the landed property solely in the SC\u2019s name. We would advise that for legal, it\u2019s always best to have your name on the property, particularly if it doesn\u2019t qualify as a matrimonial home. <\/span><\/p>\n<p><span style=\"font-weight: CPF grants<\/b><\/h2>\n<p>One of the best things about purchasing an HDB flat is the CPF grants and subsidies afforded to buyers as they significantly reduce the amount payable on your home.<\/p>\n<p><span style=\"font-weight: 400;\">If you\u2019re applying under the NCS, you\u2019ll only be eligible for the grant similar to a single. <\/span><span style=\"font-weight: 400;\">Even though you\u2019re applying as a couple, since only one of you is an SC, the SC is the only one eligible for the grant.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If the flat is a resale flat, and you have an SC\/SPR child, or your spouse gets SC or SPR status, you\u2019ll be eligible to receive a <a href=\"https:\/\/www.hdb.gov.sg\/residential\/buying-a-flat\/flat-and-grant-eligibility\/couples-and-families\/cpf-housing-grants-for-resale-flats-families\" target=\"_blank\" rel=\"noopener\">Top-Up Grant<\/a>. Housing loan assessment <\/b><\/h2>\n<p><span style=\"font-weight: 400;\">For Singaporeans marrying foreigners, the loan amount you can get may be lower than the typical SC couples.<br \/>\n<\/span><\/p>\n<p>For HDB flats, if you\u2019re buying under the Non-Citizen Spouse scheme, your foreign spouse can only be listed as an occupier. This means that for the <a href=\"https:\/\/www.99.co\/singapore\/insider\/bank-loan-vs-hdb-loan\/\" target=\"_blank\" rel=\"noopener\">HDB loan or bank loan<\/a> you\u2019re taking, only the income of the SC will be considered when applying for the home loan.<\/p>\n<p><span style=\"font-weight: 400;\">This affects the loan quantum that you\u2019ll be eligible for.
