Sim Lian Group has emerged as the sole bidder for the Holland Plain Government Land Sale (GLS) site, just months after securing the adjacent Holland Link parcel. If both sites are eventually developed, the projects could collectively introduce around 510 new homes to the emerging Holland Plain residential enclave.<\/p>\n\n\n\n

The Holland Plain GLS<\/a> tender officially closed on 7 May 2026, but instead of drawing a competitive field of developers as many had anticipated earlier, the site received just one bid from Sim Lian Group.<\/p>\n\n\n\n

The developer submitted an offer of S$454 million, translating to approximately S$1,491 psf ppr. Located within the future Holland Plain residential precinct, the 1.57-hectare site is expected to yield around 280 new private homes.<\/p>\n\n\n\n\n

Bid count falls below market expectations<\/h3>\n\n\n\n

The outcome came in below earlier projections from market analysts, many of whom had expected the site to attract between three and five bidders due to the continued scarcity of new residential land within the Bukit Timah and Holland area.<\/p>\n\n\n\n

Some more conservative forecasts had pointed towards one to three bidders, though the final result still landed at the lower end of expectations, with only a sole participant.<\/p>\n\n\n\n

Despite the muted turnout, the submitted land rate itself remained relatively firm. Prior estimates had generally placed the expected top bid between S$1,350 and S$1,500 psf ppr, meaning Sim Lian\u2019s offer ultimately came in near the upper end of the projected range.<\/p>\n\n\n\n

Compared to the neighbouring Holland Link GLS<\/a> parcel, which Sim Lian also secured in August 2025, the latest bid reflects a modest increase in pricing confidence. The Holland Plain bid of S$1,491 psf ppr is approximately 4.1% higher than the S$1,432 psf ppr paid for Holland Link last year.<\/p>\n\n\n\n

That earlier Holland Link tender saw substantially stronger participation, attracting five bids in total. Sim Lian\u2019s winning offer then exceeded the second-highest bid by more than 20%, a result many market observers linked to recovering confidence in the Core Central Region (CCR) residential market during the second half of 2025.<\/p>\n\n\n\n

Developers may be turning more selective<\/h3>\n\n\n\n

The latest sole-bid outcome could suggest that developers are becoming increasingly selective in today\u2019s land market environment.<\/p>\n\n\n\n

Apart from broader economic considerations and construction cost pressures, developers may also be weighing competing GLS opportunities in the Core Central Region (CCR) currently available for tender, including the Peck Hay Road and River Valley Green (Parcel C) sites. <\/p>\n\n\n\n

Both locations arguably offer stronger transport connectivity and broader mass-market appeal compared to Holland Plain at this stage of development.<\/p>\n\n\n\n

Looking at recent GLS history, the single bid received for Holland Plain marks the weakest participation level since April 2025, when the Media Circle (Parcel B) site failed to attract any bids at all.<\/p>\n\n\n\n

Sim Lian’s strategic value in controlling both neighbouring plots<\/h3>\n\n\n\n

At the same time, Sim Lian\u2019s continued interest in Holland Plain likely reflects the strategic advantage of consolidating its presence within the emerging precinct.<\/p>\n\n\n\n

If the site is eventually awarded, the developer would effectively control both neighbouring GLS plots within the upcoming Holland Plain enclave. This could allow Sim Lian to shape a more cohesive residential offering across both developments while strengthening its foothold ahead of the next wave of Bukit Timah launches expected over the coming years.<\/p>\n\n\n\n

The Holland Plain precinct is being positioned as a low-rise, pedestrian-friendly residential enclave shaped heavily around greenery and nature integration.<\/p>\n\n\n\n

URA\u2019s broader vision for the area includes extensive landscaping, open spaces, and water-sensitive urban design elements. The upcoming condo in Holland Plain is expected to connect closely with a future Community Plain park, while the planned Holland Green Linear Park will run along the southern edge of the precinct.<\/p>\n\n\n\n

Direct connection to Singapore\u2019s green network<\/h3>\n\n\n\n

More importantly, this green corridor will eventually connect directly to the Rail Corridor, forming part of a larger ecological and recreational network that links residents to major nature destinations such as the Bukit Timah Nature Reserve, Hindhede Nature Park, and Rifle Range Nature Park.<\/p>\n\n\n\n

In addition, landscaped \u201cgreen fingers\u201d are expected to be introduced between future residential developments. These pedestrian-friendly pathways are intended to improve walkability throughout the precinct while enhancing access to parks, amenities, and nearby transport connections.<\/p>\n\n\n\n
