In January 2025, more than 950,000 households living in HDB flats will receive financial support through U-Save and Service & Conservancy Charges (S&CC) Rebates. This financial support is part of the GST Voucher (GSTV) scheme, aiming to help households effectively manage rising living costs and utility bills. The rebates coming in January 2025 will be the fourth round of payouts for the Financial Year (FY) 2024.
January 2025 U-Save and S&CC Rebates
Eligible households will receive up to S$285 worth of U-Save and one month of S&CC Rebates in January 2025, depending on their HDB flat type. U-Save will be credited directly into households’ utility accounts with SP Services. For S&CC Rebates, the funds will go into the respective Town Councils’ accounts of eligible households.
No further action is required from recipients.
U-Save Rebates in January 2025
Additional U-Save rebates were introduced in Budget 2024 to help households manage rising utility costs. These rebates include the regular GSTV – U-Save, the Assurance Package (AP) U-Save, and the Budget 2024 Cost-of-Living (B2024 COL) U-Save.

Over the entire financial year of 2024, households can receive up to $950 in U-Save rebates. This amount can cover approximately eight months of utility bills for smaller flats, such as 1- and 2-room units. Larger flats, like 3- and 4-room units, may see about four months of utility bills covered.
S&CC Rebates in January 2025
S&CC Rebates provide additional financial relief by covering the costs charged by Town Councils for essential services, such as cleaning and maintaining common areas. Here are the rebates for January 2025:
