HDB launched 7,964 Build-to-Order (BTO) flats across seven projects in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun on 4 November as part of the November 2026 BTO launch. Applications run until 11.59pm on 11 November 2026. It’s the final BTO exercise of the year and the first under higher income ceilings for families and singles.

1. Higher income ceilings open the door to more buyers
The monthly income ceiling has risen from S$14,000 to S$16,000 for eligible families and from S$7,000 to S$8,000 for eligible singles. The revised limits apply to buyers who applied for an HDB Flat Eligibility (HFE) letter on or after 24 August 2026. If your income previously put you just above the limit, this is the first BTO launch where you could qualify under the higher ceilings.

The applicable ceiling still depends on the flat type. For example, a 3-room flat can have an S$8,000 or S$16,000 ceiling depending on the project, while the ceiling for a 99-year 2-room Flexi flat is S$8,000. Your HFE letter sets out what you’re eligible to buy and the grants or HDB loan you may qualify for.
2. Bayshore’s second BTO launch brings nearly 2,500 flats to Bedok

Bayshore Sails and Bayshore Oasis add 2,492 flats to the coastal estate, accounting for nearly a third of the November launch. This is Bayshore’s second round of BTO supply, following its debut in October 2024. Both projects are near Bayshore MRT station on the Thomson-East Coast Line, and planned walking and cycling paths will link the estate to East Coast Park.
Both projects offer 2-room Flexi and 4-room flats. Bayshore Sails also offers 3-room flats and has 1,637 homes in total. Bayshore Oasis has 855 homes and the shorter estimated wait, at three years and two months compared with three years and eight months at Bayshore Sails. Both are Plus projects with a 10-year Minimum Occupation Period (MOP) and a 9% subsidy recovery rate upon resale.
3. Toa Payoh gets its first Community Care Apartments

Toa Payoh Hillside, the only Prime project in this launch, includes 256 Community Care Apartments (CCAs) next to Caldecott MRT interchange. It’s the first CCA project in Toa Payoh and the sixth islandwide. The apartments pair senior-friendly fittings with support services such as 24-hour emergency response, helping residents live independently as they age.
It’s also the first CCA launch since the minimum eligibility age fell from 65 to 55. Eligible buyers can now consider this housing option at a younger age, alongside short-lease 2-room Flexi flats. When budgeting, factor in the mandatory Basic Service Package, which is charged separately from the flat price. New CCAs come with a lower-priced package covering a narrower set of services. The Government’s announced 18% to 75% fee reductions apply to CCAs launched before 2026, while newer projects follow the revised package.Â
4. More than a third of the flats have waits of three years and two months or less

Sembawang Anchor has the shortest estimated wait at two years and 10 months. All 1,310 flats there are classified as Shorter Waiting Time (SWT) flats, making up about one in six homes in the exercise. Buyers can choose from 2-room Flexi, 3-room, 4-room and 5-room flats.Â
If Sembawang is outside your preferred area, Bayshore Oasis in Bedok and Plantation Dew in Tengah both have estimated waits of three years and two months. Together, the three projects offer 2,875 flats, or about 36% of the launch.
5. Plantation Dew introduces the first 5-room White Flats

Plantation Dew brings 710 flats to Tengah’s Plantation District in its first BTO launch since October 2023. It’s also the first project where 5-room buyers can opt for a White Flat, alongside buyers of 3-room and 4-room flats. The open layout leaves out the internal partitions between living and bedroom spaces, so you have more room to decide where a study, larger bedroom or dining area might go.
The White Flat option costs S$6,000 less for a 3-room flat, S$8,600 less for a 4-room flat and S$9,000 less for a 5-room flat than the corresponding standard layout. The price difference reflects the omission of internal partitions and some electrical points. Buyers who prefer rooms already divided can choose the standard layout.
6. 2-room Flexi flats are available at every project
More than one in three homes in the launch are 2-room Flexi flats, with options in all seven projects. That gives eligible singles and seniors a choice across all six towns, whether they want a shorter wait in Sembawang or access to two MRT lines at Caldecott. The flats are part of HDB’s plan to offer 20,000 2-room Flexi flats from 2026 to 2028.
7. All three Standard projects offer 5-room flats

Families who need more space can compare 5-room flats at Sembawang Anchor from S$479,000, Chencharu Acres in Yishun from S$484,000 and Plantation Dew from S$494,000, all before grants. Plantation Dew is also the only project in this exercise offering 3Gen flats, which start at S$551,000 before grants for eligible multigenerational households.
