HDB October 2025 BTO launch: 9,144 new flats, including first projects in Mount Pleasant and Berlayar estates
The Housing and Development Board (HDB) has launched 9,144 flats across 10 projects in the October 2025 Build-To-Order (BTO) exercise, covering Ang Mo Kio, Bedok, Bishan, Bukit Merah, Jurong East, Sengkang, Toa Payoh, and Yishun. This round also features Singapore’s first BTO projects in Mount Pleasant (Toa Payoh) and Berlayar (Bukit Merah), as well as a Community Care Apartment (CCA) development in Sengkang’s Fernvale Plains.
With this exercise, HDB has rolled out a total of 29,975 new homes in 2025 — comprising 19,723 BTO flats and 10,252 Sale of Balance Flats (SBF) — exceeding its earlier commitment to launch 100,000 flats between 2021 and 2025.
Key Highlights
First projects in new estates and a growing range of housing options
Mount Pleasant and Berlayar mark the start of new residential estates, offering centrally located Prime flats with modern designs. The Fernvale Plains project introduces 207 Community Care Apartments (CCA), tailored for seniors looking to live independently with community-based support.
Shorter waiting time (SWT) flats
Homebuyers seeking quicker move-ins can choose from 3,294 flats across Ping Yi Court (Bedok), Fernvale Plains (Sengkang), Yishun Glade, and Chencharu Grove (Yishun) — all expected to be ready in under three years. These make up more than one-third of the flats available in this launch.
Family Care Scheme (Joint Balloting) debuts
Starting from this launch, HDB is introducing the Family Care Scheme (FCS) – Joint Balloting, allowing parents and their children (regardless of marital status) to apply jointly for two flats in the same project. Up to 15% of smaller flats (2-room Flexi and 3-room) are reserved for parents, while another 15% of flats (2-room Flexi to 5-room) are set aside for their children. This scheme aims to help multi-generational families live closer together.

Application Process and Important Dates
Application Period: October 15–22, 2025 (8 days)
Applications must be submitted online through the HDB Flat Portal. The selection is done by computer ballot and not first-come-first-served.
Prerequisites:
Applicants must have a valid HDB Flat Eligibility (HFE) letter before applying. Priority was given to those who submitted all documents by September 15, 2025.
Loan Conditions:
The Loan-to-Value limit remains at 75% as revised in October 2024.
Application Restrictions:
Applicants can apply for only one flat type in one town during this exercise.
Strategic Implications for Homebuyers

Bukit Merah Projects
In the October 2025 BTO launch, Bukit Merah will feature two separate projects with a combined supply of about 1,559 flats.
Berlayar Residences (Bukit Merah)
- Estimated waiting time: 47 months
- Classification: Prime
The first project in the new Berlayar estate will be called Berlayar Residences, and it marks the very first BTO launch within the Greater Southern Waterfront (GSW). This will form part of the initial phase of 7,000 new flats planned for the area, giving buyers a rare first-mover advantage in one of Singapore’s most anticipated future townships. The flats will be spread across towers ranging from 19 to 46 storeys, designed at staggered heights so that more homes can enjoy sea or greenery views.
The site sits between Labrador Park MRT and Telok Blangah MRT stations, with most homes just a 10-minute walk away. Designed as a car-lite estate, you’ll also see plenty of walking and cycling paths that connect you to everyday needs. From supermarkets, eateries, and clinics within the estate to the new market and food centre opening at Telok Blangah by 2027, daily conveniences will be close at hand.
Families will find several schools within 2km, including Blangah Rise Primary, Gan Eng Seng Primary, and Radin Mas Primary. If you enjoy the outdoors, the estate offers direct links to the Southern Ridges and Labrador Nature Reserve, plus up to 10 hectares of green spaces within the development.
Redhill Peaks (Bukit Merah)

- Classification: Prime
The Redhill Peaks project will bring around 1,020 flats to the market, offering only 2-room Flexi and 4-room layouts. This makes it a practical choice for smaller households or families comfortable with mid-sized homes.
Getting around will be convenient, as the site is just a 10-minute walk from Redhill MRT station and enjoys quick access to the AYE. Daily needs are well covered too, with popular hawker and market options such as Bukit Merah View Food Centre and Redhill Food Centre located nearby.
Families with young children will appreciate that both Gan Eng Seng Primary and Alexandra Primary schools fall within 1km. Buyers who missed out on July’s Alexandra Peaks and Alexandra Vista (Prime category) may turn their attention here, creating higher competition. With its central location and strong connectivity, demand for this project is likely to be high.
Bishan Terraces (Bishan)
- Estimated waiting time: 47 months
- Classification: Prime
Bishan Terraces stands out as the smallest in this BTO exercise, with just 530 flats up for grabs. Despite its size, its prime location right next to Bishan MRT — an interchange for both the Circle and North-South lines — makes it extremely desirable.
Because of its central location, strong reputation, and abundance of amenities, this project is almost certain to be classified as Prime or Plus. Families will also find its proximity to many well-regarded schools, including Raffles Institution, highly appealing.
Looking ahead, Bishan has been marked as a future sub-regional centre under the Draft Master Plan 2025. You can expect new business hubs, a polyclinic, a revamped bus interchange, and even a hawker centre — all adding to the long-term attractiveness of this project.
Oak Ville @ AMK (Ang Mo Kio)
- Estimated waiting time: 49 months
- Classification: Plus
Among the October 2025 BTO launches, the Oak Ville project is one of the largest, on par with Toa Payoh. Its site sits between Ang Mo Kio MRT and Yio Chu Kang MRT, with Ang Mo Kio MRT about 850 metres away. By 2030, Ang Mo Kio MRT will become an interchange connecting the North-South and Cross Island lines, greatly improving connectivity.
Families will appreciate the range of nearby schools, from Anderson Secondary to Nanyang Polytechnic. Daily needs are covered too, with Cheng San Market & Food Centre and several supermarkets nearby.
Mount Pleasant Crest (Toa Payoh)
- Estimated waiting time: 59 months
- Classification: Prime
Mount Pleasant Crest will be the first-ever BTO in the new Mount Pleasant estate, located on the former Police Academy grounds. It’s part of a much larger plan that will eventually bring 6,000 flats to the area. This launch alone offers 1,350 flats and 270 public rental units.
The upcoming Mount Pleasant MRT will sit right next to the project, while the PIE is nearby for drivers. You’ll be 10 minutes from Orchard, 20 minutes from the CBD, and 15 minutes from One-north. The project will feature the new “white flat” open-concept layout, car-lite design, EV charging lots, and smart home provisions — making it one of HDB’s most forward-looking developments yet.
Yishun Projects
In the October 2025 BTO launch, Yihsun will feature two separate projects with a combined supply of about 1,395 flats.
Chencharu Grove (Yishun)
- Estimated waiting time: 31 months
- Classification: Standard
Located just a 7-minute walk from Khatib MRT, Chencharu Grove will be one of four projects offering Shorter Waiting Time (SWT) flats in this launch. With an estimated wait of about 2 years and 7 months, it’s ideal for buyers hoping to move in sooner. The project will also include a public rental block with shared facilities.
Nearby amenities include Yishun Stadium, the Swimming Complex, and Lower Seletar Reservoir Park. The surrounding Chencharu area is also slated for growth, with a GLS site bringing 875 private condos, a hawker centre, and retail options nearby.
Yishun Glade (Yishun)
- Estimated waiting time: 31 months
- Classification: Standard
Located along Yishun Ring Road, Yishun Glade will also feature SWT flats with a similar waiting period of 2 years and 7 months. The project is just over 1km from Yishun MRT, with Junction Nine mall within walking distance. Families will appreciate nearby schools like Xishan and Huamin Primary, all within 1km.
Fernvale Plains (Sengkang)
- Estimated waiting time: 32 months
- Classification: Standard
Fernvale Plains in Sengkang will be another SWT project with an estimated waiting time of 2 years and 8 months. It will also be the first 2025 project to feature Community Care Apartments — senior-friendly units with access to care services. The site connects via Kupang LRT, three stops from Sengkang MRT, and is close to Sengkang Riverside Park.
While the nearby TPE offers good connectivity, expressway-side projects can face some noise. Still, with its unique flat mix and senior-friendly options, Fernvale Plains is expected to attract strong demand.
Ping Yi Court (Bedok)
- Estimated waiting time: 33 months
- Classification: Standard
Ping Yi Court in Chai Chee will feature SWT flats with an estimated waiting period of 2 years and 9 months. Located between Bedok and Kembangan MRT, the project offers good connectivity along the East-West Line. It’s also one of only two projects this round to feature 3Gen flats, making it ideal for multi-generational families.
A preschool is planned on-site, with two primary schools within 1km. While Bedok North MRT is about 900m away, Bedok Town Centre and its amenities are a short ride away.
Teban Heights (Jurong East)
- Estimated waiting time: 48 months
- Classification: Standard
The Jurong East project in Teban Gardens will also include 3Gen flats. While Jurong East MRT is 1.5km away, a future Jurong Regional Line station is planned right next to the site, expected to open by 2027. The project will be near Teban Gardens Market & Food Centre and may offer unblocked reservoir views.
Though amenities are currently limited, the area’s redevelopment and proximity to major employment hubs could boost long-term demand. With no earlier 2025 launches in Jurong East, this project could see strong interest.
