February BTO application rates reveal heavy oversubscription in Tampines

The Housing and Development Board (HDB) has released 4,692 flats across 6 projects in the February 2026 Build-To-Order (BTO) exercise, spanning Bukit Merah, Sembawang, Tampines, and Toa Payoh. As at 5pm on 11 February 2026, the exercise has drawn 14,052 applications, translating to an overall rate of 3 applicants per unit. The application window closes tonight at 11:59pm.

Heavily over-subscribed BTO projects

Competition in Tampines has become the standout theme of this February exercise, with first-time singles facing particularly intense ballot odds. Demand there far exceeds other estates, reinforcing its position as the clear focal point of this launch.

Outside of Tampines, Bukit Merah’s Redhill Peaks (Prime) has also attracted robust interest, especially from second-timer families seeking larger homes in a central location. While not as frenzied as the Tampines projects, the figures show that Prime BTO continue to draw steady demand despite tighter resale and rental conditions attached to this classification.

Tampines: Tampines Nova (Plus) & Tampines Bliss (Standard)

Together, Tampines Nova and Tampines Bliss drew 6,277 applicants for just 539 flats, translating to a combined application rate of 11.6 times. Notably, these two projects alone accounted for about 45% of the total applicants so far.

The 2-room Flexi flats at Tampines Nova have drawn 20.3 applicants per unit as of 5pm, making them the most heavily contested BTO type in the entire launch. Competition is even stronger among first-timer singles, with the application rate reaching 110.4 times — well above typical BTO levels. In practical terms, this means ballot odds are extremely slim.

Demand remains just as intense for family-sized homes in Tampines. The combined 4-room flats at Tampines Bliss (Standard) and Tampines Nova (Plus) have reached an overall application rate of 9.6 times. Among second-timer families, the rate stands at 35.8 times, signalling particularly strong upgrader interest.

At Tampines Bliss alone, the 3-room flats are over-subscribed by 6.7 times, with second-timers coming at 19.8 times their quota.

This makes Tampines the clear hotspot of the February 2026 BTO exercise, with both first-timers and second-timers competing aggressively for the limited supply across the two projects. Notably, Tampines Bliss will have the shortest waiting time in this launch at 1 year and 11 months, while Tampines Nova will be 2 years and 8 months.

Bukit Merah: Redhill Peaks (Prime)

Redhill Peaks in Bukit Merah also recorded healthy demand in this exercise. The Prime project attracted 3,656 applicants for 1,052 flats, reflecting an overall application rate of 3.5 times. Interest appears more pronounced for larger units. The 4-room flats, in particular, have drawn 1,982 applicants competing for 593 units, which works out to about 3.3 applicants per flat based on total demand.

Breaking it down, the application rate stands at 2.0 times the quota for first-timer families and 15.4 times for second-timer families, which also suggests strong upgrader interest in this central Prime location. Families who already own a flat appear particularly keen to secure a bigger home in Bukit Merah via the BTO despite the lesser chance and tighter resale conditions.

The 3-room flats show a more moderate response. With 225 applicants for 91 units, the overall rate works out to roughly 2.4 times. While first-timer demand appears measured, second-timer families face significantly higher competition within their allocated quota, at 18.7 times. This gap indicates that smaller units in mature estates still appeal to upgraders or right-sizers, as well as households seeking a more central address.

For the 2-room Flexi flats, Redhill Peaks has drawn 1,449 applicants for 368 units, translating to an overall rate of about 3.9 applicants per unit. Looking at the quota breakdown, first-timer singles face an application rate of 7.7 times, which significantly narrows their probability of securing a flat in this round. Seniors, with an application rate of 2.3 times, stand a considerably better chance, although competition still exists within their segment.

In contrast, second-timer singles register just 0.2 times under their allocated quota. This indicates that supply currently exceeds demand for this group, and their likelihood of securing a unit is effectively assured at this stage.

What can you expect in the next BTO launch? 

Buyers who did not secure a queue number in the February 2026 BTO exercise can turn their attention to the upcoming June launch. HDB is set to release about 6,900 flats across seven projects, spanning Ang Mo Kio, Bishan, Bukit Merah, Sembawang and Woodlands. The larger supply may ease pressure in certain towns, although demand will likely remain selective.

Notably, for the first time in more than 40 years, new flats will be introduced in the Upper Thomson area under Bishan town. About 1,200 units are planned in the Lakeview precinct, near MacRitchie Reservoir and Marymount MRT station. The development will comprise around 470 2-room Flexi units and about 740 4-room units. Given its mature setting and proximity to nature and transport links, this project could attract strong interest when it launches.
