HDB February 2026 BTO launch: Most flats come with manageable waiting times

The Housing and Development Board (HDB) has launched 4,692 flats across 6 projects in the February 2026 Build-To-Order (BTO) exercise, covering Bukit Merah, Sembawang, Tampines and Toa Payoh.

A key feature of the February 2026 Build-To-Order (BTO) exercise is that waiting times remain relatively manageable for most flats. Close to 8 in 10 units in this launch are expected to be completed within four years, which may provide some reassurance to buyers who are concerned about extended construction timelines.

Key Highlights

Shorter Waiting Time (SWT) flats form a meaningful share of supply

Out of the 4,692 flats offered in this exercise, about 1,316 units (or 28%) are classified as Shorter Waiting Time (SWT) flats, with estimated completion times of under three years. These units are spread across a small number of projects, including those in Tampines and Sembawang, and are likely to appeal to households looking to move in sooner.

4-room flats make up the bulk of the launch

4-room flats account for just over half of the total supply in February’s BTO exercise, making them the most common flat type offered. This flat size continues to serve a wide range of households, balancing space needs with overall affordability.

Singles will also have access to a relatively broad set of options, with 2-room Flexi flats offered across most of the projects in this launch.

Larger flats remain limited in number

In contrast, the supply of larger flats is more constrained. 5-room units make up a relatively small share of the overall launch and are available only in the Sembawang projects. Compared with recent BTO exercises, this represents one of the lower 5-room flat supplies seen in recent years.

With fewer larger flats and limited location choices, competition for these units may be firmer, particularly among families with greater space needs. Some buyers may therefore look towards the February 2026 Sale of Balance Flats (SBF) exercise as an alternative.

Affordability by Income Level

  • Monthly household income S$4,000
    With an Enhanced CPF Housing Grant (EHG) of up to S$80,000, eligible first-timer families can afford 3-room Standard flats across Sembawang and Tampines, or even a 4-room Standard flat in Sembawang, largely using CPF with little or no cash outlay.

  • Monthly household income S$7,000
    With an EHG of about S$30,000, families can consider 3-room flats in any project, 4-room flats in both Standard and Plus developments, or a 5-room Standard flat in Sembawang Voyage or Sembawang Deck.

  • Monthly household income S$9,000
    With a smaller EHG of around S$5,000, families can still afford 3-room, 4-room, or 5-room flats across all projects, including Plus and Prime developments such as Kim Keat Crest and Redhill Peaks, using CPF contributions for monthly repayments.

Singles and Rental Households

  • First-timer Singles
    Singles earning S$3,500 per month can purchase a 2-room Flexi flat in Standard or Plus projects with minimal cash outlay. Those earning up to S$4,500 per month can also consider Prime projects like Redhill Peaks.

  • Fresh Start Housing Scheme
    From this February 2026 launch, eligible first-timer families with children living in public rental housing can purchase 2-room Flexi or 3-room Standard flats on shorter leases, paired with EHG support of up to S$120,000 to improve affordability.

February 2026 Sale of Balance Flats (SBF)

In parallel with the BTO launch, HDB is offering 4,320 Sale of Balance Flats (SBF) across the island. These include completed units and projects closer to completion, appealing to buyers seeking earlier move-in timelines.

About one in five SBF units is already completed, allowing some buyers to move in much sooner compared to a typical BTO timeline.

Application Process and Important Dates

Application Period: 4 to 11 February 2026 (8 days)
Applications must be submitted online via the HDB Flat Portal. Selection is conducted through computer ballot and not on a first-come-first-served basis.

Prerequisites:
Applicants must have a valid HDB Flat Eligibility (HFE) letter before applying. Processing priority was given to those who submitted complete documents by 15 December 2025.

Loan Conditions:
The Loan-to-Value (LTV) limit for HDB housing loans remains at 75%.

Application Restrictions:
Applicants may apply for only one flat type in one town during this exercise. Monitoring application rates during the launch period may help improve ballot odds.

Tampines Projects

Tampines Bliss (Tampines Street 22)

  • Estimated waiting time: 1 year 11 months (SWT)
  • Classification: Standard

Tampines Bliss will have the shortest waiting time in this launch, making it one of the fastest BTO projects since SWT flats were introduced. The project will comprise three 10-storey blocks offering 284 units of 3-room and 4-room flats, with amenities such as a preschool, eating house, children’s play areas, fitness corners, and a therapeutic garden.

A landscaped green corridor will connect the development to the Tampines Park Connector, Bedok Reservoir Park, and Pasir Ris Town Park. Residents will also benefit from proximity to Tampines Round Market & Food Centre and convenient access to both Tampines MRT (EWL) and Tampines East MRT (DTL).

Tampines Nova (Tampines Central 8)

  • Estimated waiting time: 2 years 8 months (SWT)
  • Classification: Plus

Located in the heart of Tampines Central, Tampines Nova will offer a limited supply 255 units of 2-room Flexi and 4-room flats across two 14-storey blocks. The project includes a central courtyard, fitness areas, a rooftop community garden, and an on-site preschool.

Its central location places residents within walking distance of major malls such as Tampines Mall, Century Square, and Tampines 1, as well as Tampines Bus Interchange and MRT station. Given its mature-town setting and strong connectivity, the project is widely expected to attract strong demand.

For families, the range of nearby schools is a major draw, including Poi Ching, Gongshan, Tampines Primary, St. Hilda’s Primary, Yumin, Chongzheng, and Junyuan Primary, as well as several secondary schools.

Sembawang Projects

Sembawang Deck (Admiralty Lane)

  • Estimated waiting time: 2 years 9 months (SWT)
  • Classification: Standard

Sembawang Deck is part of the emerging Sembawang North housing area and will offer a broad mix of 777 units with varying flat types, ranging from 2-room Flexi to 5-room units, across four residential blocks. On-site amenities include a preschool, eating house, minimart, and shops.

Residents will have access to nearby amenities such as Sembawang Mart, Sun Plaza, and Bukit Canberra — an integrated sports and community hub offering healthcare, sports, and dining facilities. Future plans for the area include a new neighbourhood centre and a community park, supporting the estate’s long-term growth.

Sembawang Voyage (Sembawang Drive)

  • Classification: Standard

Sembawang Voyage is located in Sembawang North, the town’s newest housing area, and is bounded by Sembawang Drive, Admiralty Street, and Admiralty Lane. The project will comprise four residential blocks ranging from 26 to 29 storeys, offering a total of 1,173 flats across 2-room Flexi, 4-room, and 5-room layouts. One of the blocks will also include 56 public rental units.

A preschool will be located on the ground level of the multi-storey car park (MSCP), adding convenience for families with young children. As part of the wider Sembawang North area, residents can also expect access to future neighbourhood amenities as the estate continues to be developed.

For families, several schools are located within a reasonable distance, including Endeavour Primary School, Wellington Primary School, Northoaks Primary School, and Canberra Primary School, with Canberra Secondary School slightly further away.

Toa Payoh Project

Kim Keat Crest will comprise four residential blocks offering 1,151 units of 2-room Flexi, 3-room, and 4-room flats, alongside a rental block. On-site amenities include shops, a minimart, and an eating house, with additional options available at nearby markets and Toa Payoh Town Centre.

The project stands to benefit from the upcoming Toa Payoh Integrated Development, which will bring together sports facilities, healthcare services, a relocated public library, and a revamped town park. While MRT access relies more on buses, Toa Payoh’s mature-town status and strong resale performance continue to underpin demand.

For many families, the biggest draw will be schools. St. Andrew’s Village and Pei Chun Public School are nearby, and their presence often shapes demand in the area. As a result, this project is still widely expected to be classified as Prime, driven by town status rather than perfect site conditions.

Bukit Merah

Redhill Peaks

Redhill Peaks is located along Redhill Close, just a short walk from Redhill MRT station, and close to established amenities such as Bukit Merah Town Centre and Redhill Market and Food Centre. The project will comprise three residential blocks, each standing at 49 storeys, and will offer a total of 1,052 units across 2-room Flexi, 3-room, and 4-room flat types.

As a Prime project, Redhill Peaks is positioned within a mature and well-served estate. Directly across the road, Bukit Merah Central provides residents with convenient access to everyday amenities, including shops, dining options, and essential services. Within the development itself, new facilities such as a preschool and a residents’ network centre will be introduced, supporting a more self-contained living environment.

For families, the project benefits from strong school proximity. Gan Eng Seng Primary School and Bukit Merah Secondary School are located right next to the development, while other nearby options include Zhangde Primary School and Alexandra Primary School.
