February 2027 BTO launch: Around 4,300 flats in Bishan, Tampines, Tengah and Toa Payoh

Updated: 9 min readby Add as preferred on Google

If you’re planning to apply for an HDB flat in early 2027, the February Build-to-Order (BTO) exercise will offer around 4,300 flats across five projects in Bishan, Tampines, Tengah and Toa Payoh. HDB will also run a Sale of Balance Flats (SBF) exercise with about 5,000 flats, bringing the combined supply to roughly 9,300 homes.

Each town offers something different. Bishan has flats with an estimated wait of under three years, while Toa Payoh will get its second BTO project in Mount Pleasant. Families looking for a 5-room flat can compare Tampines and Tengah, and seniors who want to stay in Tampines can consider the town’s first Community Care Apartments.

The five planned February 2027 BTO projects at a glance, with estimated flat counts, planned flat types and projected classifications.

Bishan offers a shorter wait of under three years in Sin Ming

The Sin Ming project is expected to offer around 1,070 flats, comprising approximately 520 2-room Flexi, 80 3-room and 470 4-room units. With an estimated waiting time of under three years, it could be an appealing option for buyers hoping to move into their new home sooner.

Located between Upper Thomson MRT station on the Thomson-East Coast Line and Marymount MRT station on the Circle Line, the development offers access to two MRT lines. However, neither station is immediately next to the site, so buyers should consider the walking distance when planning their daily commute. A supermarket and preschool are also planned within the development, adding to its convenience for residents.

Market experts expect interest from buyers hoping to settle in or near Bishan, where new HDB launches are relatively limited. The shorter waiting time could make the project even more attractive, particularly for households weighing their options across central Singapore.

Tampines gives buyers two distinct options

Upper Changi offers about 120 5-room flats

The first Tampines project, located at Simei Road and Upper Changi Road, is expected to offer around 460 flats across four flat types, including approximately 120 5-room units.

The site is close to Upper Changi MRT station on the Downtown Line and Expo MRT interchange, which connects to the East-West Line. An eating house, minimart and shops are also planned within the development, giving residents easy access to everyday essentials.

The 5-room flats are likely to attract interest from families looking for more space, particularly those hoping to stay in the east. For buyers considering the two February projects offering 5-room flats, Upper Changi has the advantage of existing MRT connections, while Tengah’s Brickland project will offer a larger supply of 5-room homes.

Tampines Street 11 introduces the town’s first Community Care Apartments

Over at Tampines Street 11, the second project will offer around 330 flats, comprising approximately 240 Community Care Apartments (CCAs) and 90 4-room flats.

Unlike conventional HDB flats, CCAs are designed with seniors in mind and come with a mandatory Basic Service Package, which is paid for separately from the flat price. Eligible buyers can apply from age 55.

Located near Simei MRT station, the development could appeal to seniors who wish to continue living in a familiar neighbourhood while having access to additional care and support services. For those interested in a regular 4-room flat, it’s worth noting that only 90 units are planned for this project, with the majority of the supply set aside for CCAs.

Tengah’s Brickland project offers the most flats in February’s launch

With around 1,280 flats, Tengah’s Brickland project will be the largest in February’s BTO exercise, making up approximately 30% of the total planned supply.

The project is expected to offer around 440 5-room flats, the highest number among the February launches. Buyers looking for smaller homes will also have 2-room Flexi, 3-room and 4-room options to choose from.

The site is near the future Brickland MRT station on the North-South Line, which is targeted for completion in 2034. A mixed-use development is also planned nearby and could bring more amenities to the neighbourhood.

The upcoming Mount Pleasant BTO project is expected to offer around 1,140 flats, including about 450 2-room Flexi, 90 3-room and 600 4-room units. The 3-room flats give smaller households another option in Toa Payoh, where November’s Toa Payoh Hillside launch offered 2-room Flexi and 4-room flats alongside Community Care Apartments.

This will be the precinct’s second BTO project, following Mount Pleasant Crest, a Prime development that drew strong interest from buyers when it launched in October 2025. The new project’s location next to the future Mount Pleasant MRT station on the Thomson-East Coast Line may also draw buyers looking for a home with a direct rail connection to Orchard and the city centre.

Families may appreciate having SJI International and CHIJ Primary (Toa Payoh) nearby. The development will have an eating house, a preschool and an active ageing centre on site, while Toa Payoh Town Centre, a little farther away, offers a wider choice of shops and places to eat.

The nearby Pan-Island Expressway offers easy access for drivers, but residents in flats closer to or facing the expressway may experience more traffic noise and dust.

Which February BTO projects could draw the most interest?

Market experts expect strong interest in Sin Ming in Bishan, Mount Pleasant in Toa Payoh and Upper Changi in Tampines. Sin Ming combines a central location with a wait of under three years, while Mount Pleasant sits next to a future MRT station. At Upper Changi, the limited supply of 5-room flats near existing MRT stations could draw families looking for more space. Even within the same project, some flat types may be more competitive than others.

If moving sooner is a priority, the concurrent Sale of Balance Flats (SBF) exercise is worth a look. It can include both completed homes and flats still under construction, giving you more move-in timelines to compare once the listings go live.

What should you know or prepare before the February 2027 BTO applications open?

If you’re planning to apply for a BTO or Sale of Balance Flats (SBF) unit in February 2027, the first thing to sort out is your HDB Flat Eligibility (HFE) letter. You’ll need a valid letter before submitting your application, so it’s best to get this ready early.

HDB encourages buyers to submit all required documents by 15 December 2026 to allow enough time for processing. Your HFE letter will confirm the types of flats you’re eligible to buy, along with any CPF housing grants and HDB housing loan you may qualify for.

February will also bring additional ballot chances for eligible first-timer families with children or those expecting a child. Under the new arrangement, qualifying families will receive one extra ballot chance for each Singapore Citizen child aged 18 or below. This applies to both BTO and SBF applications. Buyers can also benefit from the higher monthly household income ceilings introduced in 2026, which have increased to S$16,000 for eligible families and S$8,000 for eligible singles, depending on the flat type and housing scheme.

Whether you’re preparing for your first BTO application or trying your luck again, we at 99.co wish you all the best in your upcoming ballot. Here’s hoping you get a flat that feels just right for you!
