HDB July 2025 BTO launch: 10,209 new flats with shorter waiting times

The Housing and Development Board (HDB) has announced the launch of 10,209 flats in the July 2025 Build-To-Order (BTO) and Sale of Balance Flats (SBF) exercises, marking a significant housing supply boost for Singaporeans. This launch includes 5,547 BTO flats across 8 projects (in Bukit Merah, Bukit Panjang, Clementi, Sembawang, Tampines, Toa Payoh, and Woodlands) and 4,662 SBF units available islandwide.

  • Record supply and shorter waiting times
    This exercise features notably improved waiting times, with 70% of BTO flats having waiting times of 4 years or less. Two projects offer Shorter Waiting Time (SWT) options with completion in under 3 years: Bangkit Breeze in Bukit Panjang and Clementi Emerald in Clementi. Additionally, Sembawang Beacon, the first BTO project in the new Sembawang North neighbourhood, offers a 3-year waiting time.

  • Immediate move-in options
    For buyers seeking immediate occupancy, 1,733 SBF units are already completed and ready for occupation. This represents more than one-third of the total SBF supply, providing excellent options for those with urgent housing needs.

    With an Enhanced CPF Housing Grant (EHG) of $80,000, eligible first-timer families can afford 3-room flats in any Standard project or 4-room Standard flats in Sembawang Beacon, using CPF contributions with minimal cash payment.

  • Monthly household income $7,000
    With an EHG of $30,000, families can purchase 3-room Standard or Prime flats in any project, 4-room Standard flats in Bangkit Breeze, Sembawang Beacon, and Woodlands North Grove, or 5-room Standard flats in Bangkit Breeze and Sembawang Beacon.

  • Monthly household income $9,000
    With an EHG of $5,000, families can afford 3-room or 4-room Standard or Prime flats in any project, or 5-room Standard flats in Bangkit Breeze, Sembawang Beacon, and Woodlands North Grove.

Policy updates and new schemes

  • Family Care Scheme (Proximity)
    A new scheme providing priority access to parents and their children (married or single) when applying for flats to live with or near each other.

  • Increased second-timer allocation
    The allocation quota for second-timer families buying 3-room and larger BTO flats has increased by 5 percentage points to support upgrading and right-sizing plans.

  • Expanded deferred income assessment
    The DIA scheme for young couples now requires only one party to be a recent or current full-time student or National Serviceman, making it more accessible.

  • Enhanced fresh start housing grant
    The grant has increased to $75,000 (up from $50,000) for eligible second-timer families buying 2-room Flexi or 3-room Standard BTO or SBF flats on shorter leases.

  • Record-breaking SBF supply
    The July 2025 SBF exercise offers 4,662 units, contributing to over 10,200 SBF flats launched in 2025 which is the largest annual SBF supply since 2016. Combined with the 5,590 SBF flats launched in February 2025, this demonstrates HDB's commitment to meeting strong housing demand.

Application process and important dates

Application Period: July 23-30, 2025 (8 days)
Applications must be submitted online through the HDB Flat Portal, with no need to visit HDB Hub1. The selection process uses a computer ballot system, not first-come-first-served, so applicants can submit at any time during the 8-day window.

Prerequisites
All applicants must have a valid HDB Flat Eligibility (HFE) letter before submitting applications. Priority is given to those who submitted all required documents by May 15, 2025.

Application restrictions
Applicants may apply for one flat type in one town during the exercise, choosing either BTO or SBF but not both. The revised Loan-to-Value limit of 75% (reduced from 80%) applies to HDB housing loans.

Looking ahead: October 2025 launch

The next BTO exercise in October 2025 will launch approximately 9,100 flats across 8 towns: Ang Mo Kio, Bedok, Bishan, Bukit Merah, Jurong East, Sengkang, Toa Payoh, and Yishun. This exercise will include a fifth Community Care Apartment (CCA) project in Sengkang. Interested buyers should apply for HFE letters and submit all required documents by September 15, 2025.

Strategic implications for homebuyers

This launch represents significant opportunities for different buyer segments. First-time buyers benefit from substantial subsidies and shorter waiting times, while those seeking immediate occupancy can consider the large pool of completed SBF flats. The pricing structure maintains affordability across income levels, with Standard projects offering particularly attractive value propositions compared to resale market prices.

The introduction of new schemes like the Family Care Scheme and enhanced grants demonstrates HDB's responsive approach to evolving housing needs. Prime project buyers should carefully consider the subsidy recovery implications, with rates ranging from 11-12% upon future resale.

With HDB planning to launch about 102,300 BTO flats from 2021 to 2025, this July exercise contributes significantly to meeting Singapore's public housing objectives while maintaining affordability and accessibility for citizens across different income segments.

Simei Symphony (Tampines)

Simei will see its first BTO launch in over a decade, with the last being Parc Lumiere in 2011. The new site, Simei Symphony, offers approximately 380 units in 2-room Flexi, 4-room, and 5-room configurations. Located along Simei Road and Upper Changi Road East, the project is just a 5-minute walk from Upper Changi MRT station (Downtown Line).

Future residents will enjoy amenities within the development, including a supermarket, retail shops, a restaurant, and a pre-school. Landmark institutions nearby include the Singapore University of Technology and Design (SUTD), Singapore Expo, and Changi Business Park, making this site appealing for aviation and tech sector professionals. Schools in the vicinity include Changkat Primary, Changkat Changi Secondary, and SUTD.

However, the project lacks HDB-provided markets and hawker centres. As such, Simei Symphony is classified as a Standard project.

Woodlands North Grove

This second BTO project in Woodlands North Coast follows Woodlands North Verge (Feb 2024). The development will deliver 1,130 units in 2-room Flexi, 3-room, 4-room, and 5-room flat types, located near Woodlands North MRT station (TEL), Woodlands Checkpoint, and Admiralty Park. As part of a planned mixed-use waterfront precinct eventually housing 4,000 flats, Woodlands North Grove is envisioned as a regional gateway with great potential for cross-border workers and Malaysian residents.

Schools nearby include Qihua Primary, Evergreen Primary and Secondary, Riverside Secondary, and Republic Polytechnic. The project is classified as Standard.

Alexandra Peaks & Alexandra Vista (Bukit Merah)

There are two Prime Location Housing (PLH) projects in Bukit Merah:

Both sites are located along Alexandra Road, Prince Charles Crescent, and Tanglin Road, less than a 10-minute walk from Redhill MRT station. The area offers access to multiple schools, sport centres (Delta Sport Centre), and is close to previous Prime launches like Alexandra Peaks (launched December 2023). These flats come with a 10-year Minimum Occupation Period and an 11% subsidy recovery on the first resale.

Toa Payoh Ascent offers 741 units (2-room Flexi, 3-room, and 4-room flats) in a central location between Toa Payoh Rise and Braddell Rise, within a 5-minute walk to Caldecott MRT (Circle line) and near Braddell MRT (North-South line).

Notably, this estate is surrounded by elite schools such as Raffles Girls’ School, Raffles Institution, CHIJ Primary & Secondary, and Marymount Convent School, supporting strong demand from families prioritizing education. Daily essentials like eateries, retail shops, and a preschool will be within the development, and residents will have easy access to Toa Payoh Hub and other heartland amenities. Since the project is classified as Prime; 11% subsidy recovery will apply.

Clementi Emerald – July 2025 BTO

Clementi’s new Prime Location Housing project, Clementi Emerald, features 753 units (2-room Flexi, 3-room, and 4-room) along Clementi Avenue 9, near Clementi MRT station and The Clementi Mall. Amenities include a polyclinic, minimart, preschool, and eateries within the development.

This area is recognized as an education hub (Clementi Primary School, Clementi Town Secondary School, National University of Singapore close by), and, as a mature estate with scarce new public flats, demand will be high. The last BTO launch in Clementi was in 2017, so this project is expected to draw significant interest from owner-occupiers and upgraders. The classification is Prime (with a 12% subsidy recovery at first resale).

Sembawang Beacon

Sembawang Beacon is the first BTO launch within the new Sembawang North neighbourhood, delivering 775 units in a mix of 2-room Flexi, 3-room, 4-room, 5-room, and 3Gen flats. Located at Admiralty Link, Admiralty Lane, and Canberra Road, this development sits within a 53-hectare precinct destined for 10,000 future homes (8,000 BTO, 2,000 private).

Though Canberra MRT is about 1km away, the project will have good bus links and extensive cycling/walking paths. Amenities include Sembawang Mart, nearby schools (Endeavour, Wellington, Northoaks, Canberra Primary/Secondary), and in the future, a new neighbourhood centre and 1-hectare park. Design features evoke local naval history, with colonial-style facades and nautical-themed playgrounds.

Bangkit Breeze (Bukit Panjang)

Bangkit Breeze will provide 643 units (2-room Flexi, 3-room, and 4-room flats) along Bukit Panjang Ring Road, near Zhenghua Nature Park and Bangkit LRT station (connecting to Choa Chu Kang MRT). The project includes on-site amenities such as an eatery, minimart, and retail shops.

Nearby schools comprise Beacon, Zhenghua, and Greenridge Primary. This project offers an alternative to Choa Chu Kang resale flats, but some buyers may be deterred by the reliance on LRT connectivity.
