In the February 2025 BTO sales launch, BTO flats across five new projects in Kallang/Whampoa, Queenstown, Woodlands, and Yishun will be available for sale. These developments will offer 5,032 flats in total, with various unit types available across four main locations. BTO flat applications are open from 10 February 2025 to 17 February 2025 and can be submitted online via the HDB Flat Portal. The projects include:
- Tanjong Rhu Parc Front (Kallang/Whampoa): Classified under the Prime category, this development will offer 812 units comprising 2-room flexi, 3-room, and 4-room flats.
- Chencharu Green & Chencharu Vines (Yishun): Two separate Standard-category projects in this area will provide a combined total of 1,531 units.
- Stirling Horizon (Queenstown): Falling under the Plus category, this project will introduce 1,110 units to the market.
- Woodlands North Verge (Woodlands): A large-scale Standard-category development in Woodlands will include 1,563 units.

All new flats are priced with significant market discounts to ensure affordability. Beyond these discounts, Plus and Prime flats receive additional subsidies due to their higher market value, stemming from their more favourable locations. To maintain fairness, Plus and Prime flat owners are subject to a subsidy clawback, requiring them to return a percentage of the resale or valuation price — whichever is higher — when selling their units after the 10-year Minimum Occupation Period (MOP). For the February 2025 BTO launch, the clawback rates are set at 8% for the Plus project, Stirling Horizon, and 9% for the Prime project, Tanjong Rhu Parc Front.
Kallang/Whampoa Feb BTO 2025 – Tanjong Rhu Parc Front

The Tanjong Rhu Parc Front project is located near the Geylang River and is bordered by Tanjong Rhu Road, the underground Kallang-Paya Lebar Expressway, and East Coast Parkway. Comprising four residential blocks, it will offer 812 units of 2-room Flexi, 3-room, and 4-room flats, classified under the Prime category. Additionally, one block will house 203 rental flats.
Designed to blend with the serene surroundings, the development provides scenic connections between the Geylang River, the Singapore Strait, and the nearby Singapore Sports Hub. As its name suggests, the project is closely linked to Tanjong Rhu Road and the adjacent recreational spaces.

Feb BTO 2025 Queenstown (Mei Chin Road) – Stirling Horizon

Next up, the Stirling Horizon project in Queenstown will feature three residential blocks ranging between 35 and 47 storeys, offering a total of 1,126 units in 2-room, 3-room, and 4-room configurations. These flats will be classified under the Plus category under the new flat classification system. Additionally, one block will include 12 rental flats.

Bordered by Queensway Road and Mei Chin Road, this development takes its name from its location within the Stirling estate. Feb BTO 2025 Woodlands (Admiralty Road) – Woodlands North Verge

Woodlands will be home to one of the largest projects in the February BTO 2025 launch. Named Woodlands North Verge, this development is situated along Woodlands North Link, near Admiralty Park. It will feature six residential blocks ranging from 27 to 35 storeys, with 1,563 units of 2-room Flexi, 3-room, 4-room, and 5-room flats. Under the new classification system, these flats will fall under the Standard category, making them a straightforward choice for buyers who prefer fewer resale restrictions. Additionally, four blocks will also include rental flats.

If you enjoy being close to nature, this project could be a great fit. It is surrounded by green spaces, including Admiralty Park and Woodlands Waterfront Park, and some units may even offer sea views, making them an attractive option for nature lovers.
The development will also include a range of facilities to enhance residents’ convenience. Amenities such as eating houses, a supermarket, shops, a preschool, and a residents’ network centre will be integrated within the project. Chencharu Vines
Estimated waiting time: 37 monthsThe first project, Chencharu Vines, will consist of seven residential blocks standing 13 to 14 storeys tall, offering 848 units of 2-room Flexi, 3-room, 4-room, and 5-room flats. Located at the junction of Sembawang Road and Bah Soon Pah Road, this project falls under the Standard category, giving buyers more flexibility with fewer resale restrictions.

Drawing inspiration from the area's farming heritage, Chencharu Vines will feature two landscaped precinct greens, incorporating lush greenery and nature-themed elements. Even the community living rooms will be decorated with vegetable-inspired motifs. Residents can look forward to convenient amenities such as an eating house, supermarket, shops, a preschool, and a residents’ network centre.

Additionally, the project will include children’s playgrounds, fitness corners, a hardcourt, precinct pavilions, and a rooftop garden atop the Multi-Storey Car Park (MSCP).
Chencharu Green

The second project, Chencharu Green, will be located along Chencharu Link (a new bus-only road), Bah Soon Pah Road, and Bah Soon Pah Close.

Location-wise, it’s also situated closer to Khatib MRT station. The project will consist of four residential blocks, each 15 storeys high, offering 683 units of 2-room Flexi, 4-room, and 5-room flats. Like Chencharu Vines, this project will also fall under the Standard category, making it an accessible option for homebuyers.

Designed with a focus on greenery and community spaces, Chencharu Green will feature lush landscaping, a rain garden, and a rooftop garden on its Multi-Storey Car Park (MSCP). Residents will have access to playgrounds, fitness stations, precinct pavilions, and vibrant community living rooms, creating a welcoming environment for people of all ages.
Families with young children will also benefit from the preschool located on the first floor of the MSCP block.
Should you choose Chencharu?
Future residents will enjoy enhanced connectivity and amenities in Chencharu. A new mixed-use Integrated Development, located along a central community avenue, will feature a bus interchange, hawker centre, and retail options, creating a lively and convenient hub for daily needs.
Additionally, the area will be well-connected by walking and cycling paths, providing easy access to nearby parks such as Khatib Bongsu and Lower Seletar Reservoir, as well as the upcoming North-South Corridor.
However, one important factor to consider when applying for a flat here is the proximity to Sembawang Air Base, which may result in noise disturbances for some residents.
The Chencharu Vines and Chencharu Green projects offer 2-room Flexi flats starting from S$108,000 (excluding grants) and S$6,000 (including grants). 3-room units are priced at S$245,000 without grants and at S$140,000 with grants. Resale prices for 3-room flats in the area range from S$470,000 to S$515,888.
4-room flats are priced from S$316,000 (excluding grants) and S$236,000 (including grants), with resale prices between S$560,000 and S$638,000. 5-room flats are available from S$447,000 (excluding grants) and S$392,000 (including grants), compared to resale prices of S$705,000 to S$760,000.
BTO Flats and HDB goals
As part of the ongoing efforts to meet housing demand, the authorities have committed to launching 100,000 BTO flats between 2021 and 2025. By the end of 2024, a total of 19,637 flats had already been released for sale. To reach the target, about 17,300 more flats are expected to be rolled out in 2025, with February’s BTO sales exercise being a key part of this initiative.
In the next BTO exercise in July 2025, HDB plans to launch approximately 5,400 flats across seven towns islandwide, including Bukit Merah, Bukit Panjang, Clementi, Sembawang, Tampines, Toa Payoh, and Woodlands.
