
Clementi has just set a new record for its 3-room HDB resale market, with a unit changing hands for S$896,000. The deal is notable not just for its record price, but also because it occurred even before the development reached its Minimum Occupation Period (MOP).

At S$896K, Clementi Peaks’ first resale unit changes hands under MOP
A 3-room flat at Clementi Peaks has set a new resale record in Clementi, changing hands for S$896,000 (S$1,172 psf) in August 2026. It is the first resale transaction recorded at the project. More unusually, the block has not yet reached its MOP.
The sale involved a 764 sqft unit at 464B Clementi Avenue 1, located between the 34th and 36th storeys of the 40-storey block. It is one of the highest-floor 3-room flats within the development, while the block’s commercial units on the lower levels add a layer of everyday convenience.

The unit’s high-floor position is likely one of the factors behind its premium price. Clementi may be better known for its established amenities, transport links and concentration of schools than for its views, but at 34 to 36 storeys above ground, the flat still enjoys a level of elevation that is uncommon among older HDB blocks in the town.
Completed in 2022, the 424-unit Clementi Peaks is also one of the tallest HDB developments in Singapore. There are currently eight completed HDBs in Clementi with blocks reaching at least 40 storeys, putting Clementi among a relatively small group of towns with high-rise HDB projects. It ranks just behind Queenstown, which has 11 such developments.
The timing of the sale is particularly notable. With the block completed in 2022, the flat is only around four years old at the time of its resale, leaving 96 years of remaining lease for the second owner. It has yet to reach the standard MOP for resale eligibility; however, resale transactions before the usual MOP can take place in specific circumstances under HDB’s rules.

How does this deal compare to similar resale units in the area?

To put the record deal in context, several 3-room units within the area have also changed hands in August. The second-highest transaction in August was a 646 sqft unit at 311B Clementi Avenue 4, located between the 40th and 42nd storeys. It sold for S$730,000 — already a substantial sum for a 3-room flat, but still S$166,000 below the Clementi Peaks transaction.
The other transactions within the month range from S$388,000 to S$450,000, involving older flats with significantly shorter remaining leases and generally lower-floor units.
Over the past 12 months, the median price for 3-room resale transactions in Clementi stands at S$430,000. That puts the Clementi Peaks transaction at a S$466,000 premium, or more than 2x, above the town’s median.
This is not entirely surprising, as the subject flat retains almost its entire original 99-year lease. This puts it in a very different category from many older 3-room flats in Clementi, some of which have only around 50 years left.
For buyers, a younger flat means less immediate concern over lease decay. A four-year-old flat may also require less renovation or upgrading than an older resale unit, while giving buyers the ability to move into an established neighbourhood without waiting for a new BTO project to be completed.
The location adds another layer to the premium. 464B Clementi Avenue 1 is relatively close to Clementi MRT station. It requires less than a 10-min walk for residents to access the East-West Line and the wider Clementi town centre, including Clementi Mall. The area is also surrounded by schools, shops, and other amenities, which helps support demand for homes in the neighbourhood.
More importantly for sellers, this is only the first recorded resale transaction at Clementi Peaks. When the project was launched under the February 2017 BTO exercise, its 3-room flats were priced from S$293,000 to S$344,000. Even against the upper end of that range, the S$896,000 resale price is around 2.6 times the original BTO launch price.
With the opening price already this high, subsequent sellers may use it as a reference point when pricing their own units, particularly if they offer similar attributes such as a high floor or favourable facing.

Now the highest 3-room resale transaction in Clementi
This recent resale at Clementi Peaks beats the previous Clementi record for a resale 3-room by S$56,000. The previous record was set by a 743 sqft unit at 440A Clementi Avenue 3, which changed hands for S$840,000 (S$1,131 psf) in October 2024. Located between the 22nd and 24th floors, that flat had previously represented the upper end of what buyers were willing to pay for a 3-room resale flat in Clementi.

The previous top five was dominated by a small cluster of newer HDB blocks along Clementi Avenue 3 — 440A, 440B and 441B. These blocks form part of Clementi Cascadia and Clementi Towers, which were built as replacement flats under the Selective En bloc Redevelopment Scheme (SERS).
Are Clementi’s 3-room HDB flats heading towards S$1 million?
The S$896,000 transaction naturally raises the question: could Clementi eventually see its first million-dollar 3-room HDB resale flat? The gap is no longer especially wide. A S$1 million sale would be just S$104,000, or around 11%, above Clementi Peaks’ record.
However, this does not mean that Clementi’s 3-room resale market is suddenly approaching S$1 million across the board. The large gap between the town’s S$430,000 median and the S$896,000 record shows how segmented the market is. Newer, high-floor flats with long remaining leases can command a substantial premium over older units.
Still, the Clementi Peaks transaction could be an early indication of where the upper end of the market is heading. With its first 3-room resale unit already reaching almost S$900,000, it would not be surprising to see the benchmark pushed higher as more newer flats enter the resale market. A million-dollar transaction is no longer a distant possibility.
That said, sellers and buyers should not assume that every subsequent 3-room flat at Clementi Peaks will fetch a similar price. Floor level, facing, unit size, condition and timing will continue to influence resale values. A high-floor unit with a particularly attractive facing, for instance, could command a different premium from a lower-floor unit in the same block.
The first few transactions could nevertheless play an important role in establishing expectations. As the first resale deal at Clementi Peaks, the S$896,000 transaction gives future sellers a high reference point when assessing how much their own units could be worth.
Clementi Peaks’ eventual MOP in late 2027 should provide a much clearer indication, as more owners will become eligible to sell and a larger pool of transactions will reveal the market’s willingness to pay.
