HDB flat supply 2025 – 2027: What homebuyers should expect

We’re already well into January, and that means one thing for those eyeing a new home: the February BTO 2025 launch is just around the corner. Alongside this, the Sale of Balance Flats (SBF) exercise will also take place. Increase in BTO flat supply

You’ll be pleased to know that 19,600 BTO flats are set to be launched in 2025. This is part of a broader initiative to roll out over 50,000 flats between 2025 and 2027. By the end of 2025, the cumulative total of flats launched since 2021 will surpass 102,300, exceeding the original target of 100,000 units. 

This significant increase addresses the demand that rose during the Covid-19 pandemic when construction delays caused BTO timelines to stretch by as much as 12 months. Fortunately, the last of the delayed projects will see keys handed out soon, signaling a return to more predictable schedules.

Shorter waiting time flats

If you’re looking for quicker access to your new home, you’ll find it encouraging that 3,800 flats with waiting times of less than three years are set to be launched in 2025. These shorter waiting time flats are becoming a prominent feature of the BTO supply and are aimed at meeting the needs of families who require faster housing solutions.

February 2025 sales exercise

The February 2025 BTO exercise will feature 5,000 flats in popular locations such as Kallang/Whampoa, Queenstown, Woodlands, and Yishun. Alongside this, the SBF exercise will take place, marking the largest ever held. Approximately 40% of these balance flats will be completed units, with the rest slated for completion between 2025 and 2028.

Future planning

The government plans to reassess housing demand post-2027 to ensure future launches align with changing needs. This commitment to evaluating and adapting to market trends ensures that supply remains responsive and balanced.

Private housing supply

In addition to public housing, the private market will see 8,505 new units, including executive condominiums, released in the first half of 2025. This is a slight increase from the 8,140 units made available in the latter half of 2024, providing more options for those exploring private housing.

New BTO flat classification

You might have noticed changes in how BTO flats are classified. They are now categorised into Standard, Plus, and Prime types based on their location and the amenities offered. While Prime and Plus flats come with greater subsidies, they also carry stricter resale conditions. These include a 10-year minimum occupation period and subsidy clawbacks upon resale, ensuring long-term housing stability for buyers.

Changes to housing loans

Homebuyers should also note that loan-to-value limits for HDB housing loans were reduced from 80% to 75% in August 2024. This adjustment encourages prudent borrowing while ensuring affordability remains a priority.

Enhanced CPF Housing Grant

First-time homebuyers in lower- and middle-income brackets have also been given a boost through increased CPF Housing Grants.  As of August 20, 2024, eligible families can receive up to S$120,000 when purchasing a new or resale flat. This enhancement aims to ease the financial burden for those entering the property market.

For singles, the EHG provides up to S$60,000, depending on their income level and chosen flat type. The grant amount is tiered based on the average gross monthly household income, ensuring that families with lower incomes receive more substantial support.

Stricter rules for flat rejections

If you reject a flat, you will now be treated as a second-timer for a year. Additionally, applicants with queue numbers within the available flat supply must wait until their booking appointment has passed before reapplying. These measures have already shown success, as rejection rates have dropped from 40% to 19%.

Support for Singles

Singles now have better access to BTO flats, especially after restrictions on purchasing flats in mature estates were lifted. To meet this rising demand, 25% of the February 2025 BTO exercise will feature 2-room flexi flats. Additionally, the Family Care Scheme, launching mid-2025, will prioritize singles looking to purchase homes near or with their parents, fostering stronger family ties.

Support for First-Timers

First-time applicants, particularly parents and married couples, now enjoy added benefits under the First-Timer (Parents and Married Couples) priority category. Eligible applicants receive three ballot chances, and up to 40% of the flat supply is reserved for this group.

Encouragingly, nine out of ten applicants under this scheme have been invited to book a flat in recent exercises, demonstrating its effectiveness in supporting young families.
