HDB expands Mount Pleasant plans to 6,000 flats, including rental and ‘white flat’ units

If you are familiar with the Mount Pleasant area, you might recall that it was once home to the Old Police Academy (OPA). From 1929 until 2005, this was where generations of officers trained before the facilities eventually shifted to the Home Team Academy in Choa Chu Kang. Now, the site is set for a fresh chapter, as it transforms into a new HDB estate with thousands of homes.

Plans for the Mount Pleasant HDB estate have been expanded after further studies. Instead of the 5,000 flats that were first announced, about 6,000 flats will now be built. These homes will be spread across four BTO projects, rather than the six initially expected.

The area spans 33 hectares, making it about a third of the size of Bidadari. By adding more homes, HDB hopes to provide greater choice for Singaporeans, especially those who are eyeing a central location with good access to transport and nature.

First launch – Mount Pleasant Crest

The first project to launch in this estate will be Mount Pleasant Crest BTO, which is scheduled for October 2025. Here, you can expect around 1,350 flats, ranging from 2-room Flexi to 4-room units. Out of this, 270 units will be set aside as public rental flats. Two blocks will have both rental and owner-occupied flats, while one block will house only rental units.

Beyond housing, you’ll find useful amenities within the project itself. These include a pre-school, supermarket, and even an eatery, making daily living more convenient. Since the development comes under Toa Payoh town, you will also be close to the many facilities already available in the area.

Flats here will also be fitted with smart home-ready infrastructure, so you can add digital features more easily. Meanwhile, carparks will include electric vehicle charging points, showing HDB’s push towards green commuting.

Some property analysts believe that Mount Pleasant Crest may be classified under the Prime category due to its city-fringe location. If this happens, you should note that stricter resale rules, such as a 10-year Minimum Occupation Period (MOP) and subsidy clawback, would apply.

This project will feature a ‘white flat’ layout

Another key highlight of the Mount Pleasant BTO 2025 launch is the option for a ‘white flat’ layout. If you prefer an open-concept space without partition walls, you can choose this when booking your flat.

This is only the second time HDB is offering ‘white flats’, following its debut at Crawford Heights in Kallang/Whampoa during the October 2024 BTO launch. At that time, about 40% of buyers opted for the open layout, while the rest stuck with the standard partitioned design. If you value flexibility in designing your home, this layout could appeal to you.

Nearby connectivity and transport options

Mount Pleasant has also been designed as a car-lite estate, which means you’ll be encouraged to walk, cycle, or use public transport. The estate will be served by the Mount Pleasant MRT  on the Thomson-East Coast Line, which will open in step with the new flats.

In addition, new roads with dedicated bus lanes, cycling paths, and wider footpaths will make moving around the area much smoother. A planned north-south pedestrian path will also connect Mount Pleasant MRT station directly to Mount Pleasant Avenue, adding to the convenience for daily commuting.

 

What’s nearby?

As mentioned earlier, Mount Pleasant Crest BTO will come with its own daily conveniences such as a pre-school, supermarket, and eatery. Beyond that, you’ll also have plenty of options nearby.

If you enjoy the outdoors, MacRitchie Reservoir is close enough for weekend hikes, jogs, or simply unwinding in nature.

Looking slightly further ahead, the upcoming Toa Payoh Integrated Development will add even more choices. Once ready, it will feature shops, a polyclinic, library, town park, and sports facilities, all within one hub. According to the government, this development is expected to be completed within the current term, making it a timely addition for future residents.
