HDB extends PPHS rental vouchers for young families until end-2025

If you’ve been renting while waiting for your BTO flat to be ready, there’s some helpful news for you. The Parenthood Provisional Housing Scheme (PPHS) rental voucher scheme will now be extended for another 6 months. With this change, eligible families like yours can continue receiving rental support until the end of 2025.

This PPHS rental voucher extension 2025 was announced by HDB on June 16, and it’s expected to benefit around 200 households. Previously, the support was only available for tenancies ending in June. Now, with this extension, you’ll be able to get help for rental costs from July through December 2025.

S$300 a month to ease rental pressure

If you’re among the many families renting on the open market in Singapore, you may be eligible for continued support. Under the PPHS 2025, qualified families will receive S$300 per month to help with rental expenses during the 6-month extension period.

These PPHS vouchers are meant to provide interim rental support from HDB. They are designed especially for families still waiting for their BTO flats to be completed. With this support, you can ease some of the financial pressure of renting while still on the BTO waitlist.

More PPHS flats coming soon

To better support families still waiting for their BTO flats, HDB is increasing its number of PPHS flats. 

By the end of 2025, there will be about 4,000 units available – up from only 800 in 2021. These flats are meant to serve as temporary rental housing for young couples and families like yours who need a place to stay while waiting for your BTO flat to be completed. 

This is part of HDB’s broader effort to provide interim housing aid during longer wait times.

Fewer families are applying for PPHS flats

Even as more PPHS flats become available, fewer people are applying for them. 

Back in 2021, each flat saw around 20 applicants. Now, that number has dropped to just 3 per unit in 2025. This sharp decrease is one of the likely reasons why HDB extended the PPHS voucher scheme. 

With more families choosing to rent on the open market, the S$300 monthly rental voucher helps make that option more affordable – especially for those who still have months to go before their BTO flat completion.

Are you eligible for the PPHS voucher?

To receive the rental voucher, your household will need to meet several criteria.

First, your total monthly household income should not exceed S$7,000. In addition, your tenancy agreement must be properly registered with HDB. That means your landlord needs to follow the official process.

Also, make sure your NRIC address reflects your current rental property. This step confirms that you’re living where you say you are.

Applications for this extended voucher support open on August 1, 2025. Even if you’ve received the vouchers earlier, you’ll still need to apply again to benefit from this new batch. Just note that vouchers will only be given for full months of tenancy.

You can switch from a PPHS flat to the open market

If you’re currently living in a PPHS flat provided by HDB, you do have the option to make a change. 

Some families may prefer to move into a place on the open rental market – whether it’s for more flexibility, a different location, or more space. Once you’ve officially ended your PPHS tenancy, you’re allowed to apply for the PPHS rental voucher. 

This gives you continued rental support from HDB even after leaving a government-provided flat.

 

BTO supply and wait times are looking better

In the bigger picture, HDB says it’s making strong progress. Between 2021 and 2027, it plans to roll out over 130,000 BTO flats. Many of these homes will come with shorter waiting times to help you get settled faster.

For first-timer families, the situation is already improving. BTO application rates dropped from 3.7 in 2019 to just 1.5 in the February 2025 sales exercise. That means competition is easing. Also, median BTO waiting times have gone down to under four years, which brings things back to pre-Covid levels.

HDB also shared that all BTO projects currently being built are on track for timely completion. That’s a strong sign that if you’re still waiting for your flat, your keys might not be too far off.
