LTA Fine List , Guide to LTA, URA, HDB, TP, ERP Traffic Fines


Not all traffic fines in Singapore are the same. Contrary to common belief, fines can be issued by different statutory boards depending on the location of the offence.

For instance, HDB is responsible for fines incurred in HDB car parks, LTA issues fines for red light violations on Singapore roads, and URA imposes fines for stopping by the double yellow lines on URA land.

Understanding the jurisdiction of each statutory board is essential for complying with traffic regulations in Singapore.

Below, we take a look at each fine:

LTA

  • Parking when there is a “no parking” sign: Fine: S$70 / S$110
  • Stopping when there is a “no stopping” sign: Fine: S$70 / S$110
  • Waiting when there is a “no waiting” sign: Fine: S$70 / S$110
  • Stopping a vehicle causing obstruction: Fine: S$70 / S$110
  • Not stopping parallel to the road’s edge: Fine: S$70 / S$110
  • Stopping in a direction against traffic flow: Fine: S$70 / S$110
  • Stopping on the right side of a two-way road: Fine: S$70 / S$110
  • Parking near unbroken white lines: Fine: S$70 / S$110
  • Parking near unbroken double yellow lines: Fine: S$70 / S$110
  • Parking on a grass verge: Fine: S$70 / S$110
  • Parking within 6 meters of a junction: Fine: S$70 / S$110
  • Parking within 9 meters of a bus stop: Fine: S$70 / S$110
  • Parking within 3 meters of a fire hydrant: Fine: S$70 / S$110
  • Parking on slip roads, filter lanes, flyovers, or underpasses: Fine: S$70 / S$110
  • Parking on a ramp to a flyover/underpass: Fine: S$70 / S$110
  • Parking on a footway: Fine: S$70 / S$110
  • Causing undue inconvenience/danger to others: Fine: S$300 / S$450
  • Stopping/parking at a taxi stop/stand: Fine: S$50 / S$80
  • Stopping on the central divider of an expressway: Fine: S$70 / S$110
  • Parking within a pedestrian crossing, Demerit Points No Parking Zone, or causing obstruction: 3 demerit points, Fine: S$120 / S$180
  • Stopping on carriageways, shoulders, or verges of expressways: 4 demerit points, Fine: S$130 / S$200

HDB (for parking)

  • Parking anywhere but a designated lot: S$35 / S$70
  • Using parking place for unauthorized purposes: S$80 / S$80
  • Failure to pay parking charges: S$35 / S$70
  • Parking in unauthorized spaces: S$35 / S$70
  • Disorderly parking/driving: S$35 / S$70
  • Unauthorized vehicle removal: S$35 / S$70
  • Parking in the wrong direction in parallel lots: S$35 / S$70
  • Disobeying parking signs: S$35 / S$70
  • Parking beyond lot boundaries: S$35 / S$70
  • Entering or exiting through unauthorized access points: S$35 / S$70
  • Vehicle repairs/sales in parking areas: S$80 / S$80
  • Unauthorized vehicle washing: S$80 / S$80
  • Disobeying directions from Parking Wardens: S$35 / S$70
  • Parking without a valid season parking subscription: S$35 / S$70
  • Unauthorized parking in reserved or accessible lots: S$35/S$200, S$70/S$200
  • Displaying tampered authorization: S$300 / S$300
  • Failure to produce authorization on demand: S$300 / S$300
  • No parking coupon or wrong parking session: S$8 / S$40
  • Parking beyond the paid session duration:
    • Half-hour or less: S$4 / S$8
    • Exceeding half-hour to one hour: S$4 / S$12
    • Exceeding one hour: S$4 / S$24
  • Displaying tampered parking coupons: S$80/S$400/S$600, S$80/S$400/S$600
  • Illegal parking on common HDB property: S$100 / S$100

URA fines (for parking and carparks)

  • Not displaying parking coupons clearly: S$8 / S$40
  • Parking without valid coupons or digital session: S$8 / S$40
  • Insufficient or no valid parking coupons: S$8 – S$80
  • Displaying future-dated coupons: NA / S$40
  • Parking after the expiry of a parking session:
    • Half-hour or less: S$4 / S$8
    • Half-hour to 1 hour: S$4 / S$12
    • More than 1 hour: S$4 / S$24
  • Displaying tampered coupons: S$400/S$600 or charge in court
  • Failure to produce coupons for inspection: S$400 or Charge in court
  • Parking outside designated parking areas: S$35 / S$70
  • Unauthorized use of parking spaces: S$100-S$400 or Charge in court
  • Parking against traffic flow or beyond lot boundaries: S$35 / S$70
  • Obstructive parking/stopping: S$35 / S$70
  • Disobeying Parking Warden directions: S$35 / S$70
  • Unauthorized parking in reserved or accessible lots: S$35 / S$70, S$200

ERP

  • Passing through ERP gantry without IU: Fine: S$70
  • Passing through ERP gantry with improperly inserted/insufficient CashCard: Fine: ERP charge + S$10
  • Evasion of ERP tolls: 4 demerit points, Fine: S$130 – S$160

Traffic Police (TP)

  • Failing to submit deregistration documents: Charged in court, up to S$2,000 fine or 3 months’ imprisonment
  • Using a deregistered vehicle: Charged in court, up to S$2,000 fine or 3 months’ imprisonment
  • Illegal vehicle modifications: Charged in court, up to S$1,000 fine or 6 months’ imprisonment
  • Improper license plate: Charged in court, up to S$1,000 fine or 3 months’ imprisonment
  • Speeding penalties:
    • 1 to 20 km/h over limit: S$150 fine, 4 demerit points
    • 21 to 30 km/h over limit: S$150 fine, 6 demerit points
    • 31 to 40 km/h over limit: S$200 fine, 8 demerit points
    • 41 to 50 km/h over limit: S$300 fine, 12 demerit points
    • 51 to 60 km/h over limit: Up to S$1,000 fine and/or 6 months in jail, 18 demerit points
    • Over 60 km/h: Charged in court, 24 demerit points
  • Reckless or dangerous driving: Charged in court, up to S$10,000 fine or up to 8 years’ imprisonment, driving ban of at least 2 years
  • Driving without due care: Charged in court, up to S$1,000 fine or up to 3 years’ imprisonment, driving ban of at least 2 years (first offence)
  • Use of mobile devices while driving: Charged in court, up to S$1,000 fine or up to 6 months’ imprisonment
  • Driving under the influence: Charged in court, S$2,000 to S$10,000 fine or up to 1-year imprisonment, driving ban of at least 2 years (first offence)
  • Not wearing seat belts: S$120 fine and 3 demerit points (if driver), court charge: up to S$1,000 fine or up to 3 months’ imprisonment (first offence)
  • Not stopping after an accident: If serious injury or death is caused, charged in court, up to S$3,000 fine, up to 12 months’ imprisonment (first offence)

Checking your LTA and TP fines

Upon a fine, individuals will find a notice on their vehicle’s windscreen (for parking violations) or receive mail from the pertinent government body detailing the fine amount and payment instructions.

If no mail notification has been received but a traffic violation is confirmed, individuals can utilise their SingPass to access the Traffic Police system online for verification.

Individuals will be formally notified of the hearing schedule in cases of more severe traffic infractions necessitating a court appearance.

How to appeal your LTP and TP fines

Exploring the option of appealing parking fines or minor traffic violations is advisable. First-time offenders often have success in appealing fines incurred from parking violations. The process generally involves visiting the website of the relevant government agency, such as LTA, HDB, or URA, and submitting an online appeal accompanied by an explanation of the circumstances that led to the inadvertent offence.

For example, in the case of illegal parking, an appeal might be based on uncontrollable factors such as sudden illness necessitating urgent parking. Upon submission of an appeal, the fine is temporarily suspended until a decision is reached.
